How to Screenshot a Website With a Regional Cookie Consent Banner

A reproducible regional cookie-banner screenshot starts with a fresh browser context, the right regional signals, and a capture before consent interaction.

To capture a regional cookie banner reproducibly, use a fresh browser context, set the regional signal the site actually relies on, and save the first-visit screenshot before clicking anything. Playwright can emulate browser geolocation and capture a viewport, an element, or a full page. Geolocation changes what the browser reports through its location API; it does not route the request through that country or prove the site sees that network location.

Choose the state your screenshot needs to prove

First decide whether you need evidence of the untouched first-visit banner, the page after a particular consent choice, or the unobstructed page. These are different states and should be captured separately when all matter.

  • Untouched banner: capture it before interaction. This records what appeared in the initial visit state.
  • Consent outcome: click the site’s actual labeled control—such as accept, reject, or manage preferences—then capture the resulting page. Record which control you used.
  • Unobstructed page: if you only need a clean image, hiding the banner is not the same as recording consent. A screenshot with the banner removed does not establish that the site saved a visitor’s choice.

Consent-banner behavior and implementations can vary by region; changing the page language alone may not reproduce a regional banner. A study published on arXiv in 2025 discusses cookie-consent practices across regions: Navigating Cookie Consent Violations Across the Globe.

Set up a reproducible regional visit in Playwright

Use a new browser context when testing first-visit behavior. Reused cookies or local preferences may suppress the banner, so do not carry state over unless that saved state is part of what you intend to test. Playwright’s emulation documentation describes granting geolocation permission and setting coordinates: Playwright Emulation.

Install Playwright for Node.js with npm install playwright. Save the following as regional-banner.js, replace the URL and coordinates, and run node regional-banner.js. The coordinates are illustrative: use coordinates appropriate to the test region, and do not treat them as a substitute for a regional network route.

const { chromium } = require('playwright');

(async () => {
  const browser = await chromium.launch({ headless: true });
  const context = await browser.newContext({
    viewport: { width: 1440, height: 1000 },
    locale: 'en-US',
    timezoneId: 'America/New_York',
    geolocation: { latitude: 40.7128, longitude: -74.0060 },
    permissions: ['geolocation'],
  });

  const page = await context.newPage();
  try {
    await page.goto('https://example.com', { waitUntil: 'domcontentloaded', timeout: 60000 });
    await page.waitForTimeout(1500); // Allow client-rendered banner UI to appear.

    // Save the initial visit before taking any consent action.
    await page.screenshot({ path: 'banner-first-visit.png' });

    // Optional: target a known banner element instead of the whole viewport.
    // Replace the selector with one verified on the target site.
    // await page.locator('#cookie-banner').screenshot({ path: 'banner-element.png' });

    // Optional: use this only when the below-the-fold page is part of the evidence.
    // await page.screenshot({ path: 'full-page.png', fullPage: true });

    // Optional consent test: click the site's actual control, then capture the new state.
    // Replace the accessible name with the control's actual label on the target site.
    // await page.getByRole('button', { name: 'Reject optional cookies' }).click();
    // await page.waitForTimeout(500);
    // await page.screenshot({ path: 'after-reject.png' });
  } finally {
    await context.close();
    await browser.close();
  }
})();

The consent button and banner selector in the optional examples are site-specific; verify the actual label or selector rather than assuming a common name. Playwright documents viewport, element, and full-page screenshots, plus output type, filename, and pixel scale options, at its screenshots guide. Full-page capture cannot be combined with an element-targeted capture in that documented interface.

Which regional settings to use

Geolocation, locale, timezone, and network egress are separate signals. Set the ones relevant to the target site’s behavior and record them. Geolocation emulation affects the browser location API, not the request’s physical or network origin. If the site appears to use IP-based location, use a network route in the target region only when authorized. Do not assume that setting a locale or coordinates alone will produce the region-specific banner.

Capture extent

  • Viewport: use the default screenshot when the visible banner and surrounding page are the evidence.
  • Banner element: capture a verified selector when you need a focused record of the banner.
  • Full page: use fullPage: true if content below the viewport is relevant. It is a separate capture from a selected element.

Record enough detail to reproduce the capture

Along with the image, keep a short record of the conditions that can change what appears. At minimum, note:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Target URL and capture timestamp.
  • Browser name and version, viewport dimensions, and screenshot mode.
  • Geolocation coordinates and whether the browser received geolocation permission.
  • Locale and timezone, if set.
  • Network region or route, if relevant and authorized.
  • Whether the context was fresh or used saved cookies or other state.
  • Whether the screenshot was taken before interaction or after a specific consent action.

Or skip the browser setup

ScreenshotNeo is the first service to try for a clean screenshot: it removes cookie banners, popups, and chat widgets before capture, and only clean shots are billed. Its removal steps can be turned off individually, so it is not the right choice when the banner itself must remain visible as evidence.

For a one-request screenshot, use the API. Replace YOUR_API_KEY with your key and change the target URL as needed. See the ScreenshotNeo API documentation for request options.

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp

Bot checks and CAPTCHAs, blank pages, timeouts, failed loads, and cache hits cost nothing; response headers identify the page verdict and whether the request was billed. ScreenshotNeo also provides an MCP server with take_screenshot, get_page_info, and capture_pdf tools for AI agents. The Free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000. Sign up for 1,000 free screenshots a month, with no card required.

Troubleshooting a missing or unexpected banner

  • No banner appears: create a fresh context and check that cookies or local preferences are not being reused. Confirm the site is using the regional signal you changed; it may rely on network location rather than browser geolocation.
  • The wrong regional version appears: verify coordinates and the geolocation permission, then check locale, timezone, and authorized network region separately. These settings are not interchangeable.
  • The screenshot is too early: client-rendered consent UI may appear after the initial document load. Wait for the verified banner selector when possible, or add a short delay as in the example; a fixed delay may not suit every site.
  • The screenshot hides the evidence: save the untouched state before clicking a control or applying any visual cleanup. Keep a separate capture for the post-choice state.
  • The consent result is unclear: use the site’s actual accept, reject, or preference-management control. Hiding a banner visually does not prove the site recorded a choice.
  • The element capture fails: confirm the selector matches a visible banner element. If you need the whole page, use a separate full-page capture rather than combining full-page mode with an element target.

Use a hosted flow when local automation is unsuitable

Browserless documents a hosted workflow that detects and clicks cookie-consent controls before taking a screenshot: Auto-accept cookie consent banners. Its selectors and behavior remain site-dependent. Because that flow interacts with consent before capture, it documents a post-interaction state, not the untouched first-visit banner; choose it only when that is the state you need.
