Use Chrome DevTools’ screenshot controls to save either the visible part of a webpage or the entire page. To preserve a first-visit view, capture the page while its cookie banner is still visible; to show the page after a choice, use the site’s consent controls before capturing.
Choose what the screenshot should show

The two capture commands are in Chrome DevTools’ Device Toolbar. Device Mode can simulate a mobile viewport, but that is not the same as capturing the page on a physical phone. See Chrome for Developers’ Device Mode instructions.
Capture the page in desktop Chrome

Open the webpage in Chrome and leave the cookie banner visible if you want to document the first-visit state.

Open DevTools. On Windows or Linux, press Ctrl+Shift+J or F12. On Mac, press Command+Option+I. Google lists these in its Chrome keyboard shortcuts.

Enable the Device Toolbar in DevTools.

Open the Device Toolbar’s More options menu. Choose Capture screenshot for the visible viewport, or Capture a full size screenshot for the whole page.

Chrome saves the screenshot as a file. Check the image to confirm the banner and page area you intended to capture are present.

Keep the banner visible or capture after consent
To show the banner
Do not accept, reject, or otherwise dismiss the site’s consent prompt before capturing. Cookie banners are controlled by individual websites; Chrome does not have a universal setting that removes every banner or guarantees that one will appear.

Use the consent controls displayed by the site, then take the screenshot. Whether that choice persists, and how the banner behaves afterward, depends on the site’s own consent design and storage.
To test a first-visit state again
You can delete that site’s cookies or site data, then reload the webpage and check whether its banner returns. This may sign you out or remove saved preferences, and deleting data may not produce the same result on every site. Google explains the effects and site-data controls in its Chrome cookie help and instructions for managing cookies and site data.
