To screen a crypto transaction before accepting or processing it, first identify which sanctions rules apply to your business, then screen the customer and available transaction data—including wallet addresses and geographic indicators—against the relevant lists. Investigate potential matches in context, document the decision, and rescreen when lists, customer information, or risk changes. An alert is a prompt for review, not proof that a wallet belongs to a sanctioned person.
How do I screen crypto transactions for sanctions before accepting them?
Use a documented, risk-based process that fits your jurisdiction, services, customers, supported assets, and transaction flows. There is no single list set, alert threshold, hold period, or technical rule that applies to every business. A screening tool can help identify possible connections, but it does not decide whether a transaction must be blocked, rejected, or allowed.

First determine which sanctions rules apply
Map the business’s relevant legal connections before choosing lists or setting controls. Consider where the entity operates, who its customers are, what services it provides, whether it takes custody, and how funds move through supported chains. Document why particular sanctions authorities and lists apply; the exact scope depends on the business facts.

| Context | What the official guidance establishes | Practical implication |
|---|---|---|
| United States | OFAC says U.S. persons and others subject to its jurisdiction have sanctions obligations for digital currency comparable to those for fiat currency. Its 50 Percent Rule also covers entities owned in the aggregate, directly or indirectly, 50 percent or more by blocked persons. | Determine whether the business or transaction is subject to U.S. jurisdiction and assess relevant ownership as well as names on lists. Do not assume OFAC rules apply to every business worldwide. |
| United Kingdom | UK guidance addresses screening customers and transactions against relevant updated lists, rescreening, contextual review of red flags, and UK reporting considerations. The FCA-hosted joint statement was updated on February 6, 2026; OFSI’s cryptoassets threat assessment was published July 21, 2025. | Apply UK requirements and reporting channels where relevant. UK and U.S. sanctions regimes are not interchangeable. |
| New York virtual currency businesses | NYDFS’s April 28, 2022 letter discusses blockchain analytics for businesses licensed under 23 NYCRR Part 200 or chartered as limited purpose trust companies under New York Banking Law. | Treat the letter as guidance for the entities it addresses, not as a universal rule for all crypto businesses. |
Sanctions lists and requirements can change. Use the official material for each relevant authority and verify current requirements when implementing or updating controls.

Build the screening workflow around the transaction
1. Screen customers at onboarding
Collect and screen customer and counterparty information against the applicable lists before providing relevant services. OFAC recommends screening customer information at onboarding and using matching that can catch common variations in spelling, spacing, punctuation, and capitalization. Record which information was checked and how the screening system handled possible name matches.
2. Screen before accepting or processing a transaction
At the point in your transaction flow where a decision can still be made, screen the information available about the transaction. Depending on the service, that may include originator and beneficiary details, wallet addresses, IP or geolocation information, and other relevant transaction data. OFAC recommends screening transaction information, including physical, digital wallet, and IP addresses. The sources do not set one universal technical threshold or timing rule; configure controls for the business’s flows and applicable obligations.

3. Check addresses and trace relevant exposure
Compare addresses and, where appropriate, transaction paths with relevant official list data and risk information. Blockchain analytics may help trace funds or identify addresses associated with high-risk activity, but an indirect connection is a reason to investigate, not a conclusion about identity or a sanctions violation. NYDFS notes that analytics may identify institutional or known high-risk addresses while lacking the off-chain information needed to establish who controls an address or is its ultimate beneficial owner.

Written procedures should send potential name, address, geography, or transaction matches to trained compliance staff. Review the identity details, ownership, transaction path, customer profile, relevant sanctions program, and other facts before deciding what the alert means. UK guidance likewise treats indicators as matters for contextual assessment. Do not label an alert a confirmed match until it has been verified.

5. Record the decision and apply the right disposition
Keep records required by the applicable rules and retention policies. A useful case file captures the information screened, the relevant list and tool versions, the alert and match rationale, the investigation, any escalation, and the decision. A potential alert alone does not establish whether to block, reject, or proceed; the correct disposition depends on the facts and jurisdiction.
For a U.S. person with a confirmed obligation to block virtual currency, OFAC FAQ 646 says the assets must be held so all parties are denied access, reported within 10 business days, and reported annually while they remain blocked. Confirm current OFAC requirements and obtain qualified advice for the specific circumstances before acting.

6. Rescreen, test, and improve controls
Rescreen on a risk-based basis when customer information, sanctions lists, or requirements change. Consider whether newly listed addresses warrant a historical lookback. OFAC also recommends testing whether list and geographic screening appropriately flag cases for review, training relevant staff, and addressing weaknesses when controls fail. Keep testing and remediation within the same documented control framework as day-to-day screening.

UK guidance identifies examples of indicators that merit contextual review, including connections to sanctioned or higher-risk jurisdictions; funds involving sanctioned or high-risk wallet addresses; use of high-risk exchanges or custodians; and apparent efforts to obscure a customer’s location or the source of cryptoassets. VPNs, proxies, mixers, and tumblers are among the examples. These signals are not, by themselves, proof of a sanctions breach.

Likewise, a wallet’s on-chain history does not necessarily reveal its owner. Analytics can contribute evidence about a transaction path, but identity and beneficial ownership may require off-chain verification, such as customer-provided information.
What to evaluate in screening software
Choose controls based on what the business needs to screen and investigate, rather than assuming a product purchase establishes compliance. When assessing software, examine:
- Which sanctions-list sources it uses and how frequently they are updated.
- Which chains and asset types it supports, and whether it can trace relevant transaction paths.
- How it connects on-chain data with customer and other off-chain records.
- How configurable and explainable its risk rules and alerts are.
- Whether it supports case management, audit records, testing, and validation.
- How it addresses data security and service continuity.
