Scale telecom manufacturing in stages: make assembly dependable, add process engineering and new-production-introduction (NPI) discipline, connect factory teams with product designers and customers, develop technicians and engineers, then invest in laboratories, automation and deeper technology work when demand and qualification capacity justify it. The goal is not merely more units; it is the ability to industrialize new products repeatedly, validate them, and improve the underlying technology.
What “scaling” means beyond assembly
A contract-assembly operation can grow volume without gaining much control over the product or process. Advanced manufacturing capability is different. It includes the ability to influence design-for-manufacture decisions, build and test complex boards, qualify suppliers, introduce new products into production, and provide engineering feedback to research and development (R&D).

The capability stack normally expands in this order:
- Stable component control, line discipline and traceability.
- Repeatable surface-mount or other board-level production where the product requires it.
- Final assembly, configuration, test, packaging and logistics.
- Manufacturing engineering, process validation and failure analysis.
- NPI: transferring a design from prototype to a controlled, repeatable mass-production process.
- Joint work with product design, software, systems and semiconductor teams.
- Laboratories and specialist engineering for radio, networking, reliability and future-generation products.
Ericsson describes this broader stack at its Lewisville, Texas, 5G Smart Factory: surface-mount technology, final assembly, testing, packaging and engineering support, with factory engineers working with product designers in Ottawa. Nokia’s Oulu campus presents another model, combining R&D, radio laboratories, testing, manufacturing, standardization, system-on-chip work and NPI. Neither example is a universal template; they show that a manufacturer can deepen capability without putting every function in one building.

Choose the target operating model first
Before buying equipment or opening a laboratory, decide which work you want to own. A useful target statement identifies the products, customers, technical decisions and qualification responsibilities that will move in-house over a defined period.
Distributed development linked to a factory
In a distributed model, production remains in one location while design, chip development or software teams operate elsewhere. Ericsson reports that its Texas factory collaborates with product design in Ottawa and uses chips designed in Austin. This model can access specialist talent and existing R&D assets without duplicating every facility. It requires disciplined digital records, common change-control procedures, scheduled engineering reviews and clear ownership when a design or process problem crosses sites.
Integrated campus
An integrated campus colocates R&D, laboratories, testing and manufacturing. Nokia’s Oulu example includes about 3,000 experts and describes work with universities, startups and technology companies. Physical proximity can shorten experiment and feedback cycles, particularly for radio equipment and other products that need repeated laboratory and production validation. The trade-off is a larger fixed investment and a greater need to recruit or develop a broad local skills base.

Many manufacturers should use a hybrid: a core factory owns industrialization and quality, while specialist labs, semiconductor design or advanced prototyping remain at other sites or with partners. Define interfaces explicitly: who releases the bill of materials, who approves substitutions, who owns test limits, who signs a process qualification and who decides that a product is ready for volume.
| Decision axis | Distributed factory-and-R&D model | Integrated campus model |
|---|---|---|
| Integration | Factory linked to design and development teams at other sites | R&D, laboratories, testing and production colocated |
| Strength | Uses existing specialist teams and spreads investment | Fast physical feedback between experiments, tests and production |
| Main control need | Shared data, configuration and change-management discipline | Clear governance across many functions on one site |
| Typical risk | Slow decisions when problems cross locations | High fixed cost and competition for a wide range of skills |
| Evidence example | Ericsson Texas factory linked to Ottawa design and Austin chip work | Nokia Oulu campus |
Map the baseline before scaling
Start with a capability audit, not a capital request. Record the current state for each product family and production line.
Production and quality
- Process steps, takt assumptions, bottlenecks and changeover time.
- First-pass yield, rework causes, field returns and the completeness of failure records.
- Inspection and test coverage, including what is tested at board, subassembly and finished-system level.
- Calibration, maintenance, software version control and traceability from component lot to shipped unit.
- Nonconformance handling, corrective-action closure and engineering-change implementation.
Engineering and NPI
- Whether manufacturing engineers review schematics, layouts, thermal constraints, test points and serviceability before release.
- How prototypes become pilot builds, and how pilot evidence is used to release a production process.
- Availability of failure-analysis tools and staff who can distinguish design, component and process causes.
- Ability to create work instructions, fixtures, test software and acceptance criteria without relying on a single contractor.
Supply and customer requirements
- Single-source components, long-lead items, approved alternates and the time required to qualify a substitute.
- Customer-specific configuration, security, radio or network-operator acceptance requirements.
- Export, cybersecurity, environmental and reliability obligations that affect design and production records.
- Supplier capacity, process maturity, quality history and willingness to participate in development.
Convert the audit into a gap register. Each gap should have an owner, evidence of completion and a dependency. For example, automating inspection before test coverage is adequate may produce faster detection of known defects while leaving the most important failure modes undiscovered.
Build process control and test depth first
Advanced development depends on trustworthy production data. If operators cannot identify the exact component lot, machine program, firmware image and test result for a unit, R&D will receive anecdotes rather than usable evidence.

Establish a controlled product record
Use a single released source for the bill of materials, approved manufacturer list, drawings, software, test limits and work instructions. Connect revisions to serial numbers or other unit-level identifiers. Require formal review for substitutions, deviations and temporary rework instructions; expire temporary approvals instead of allowing them to become invisible permanent practice.
Design a layered test strategy
Test should expose defects as close as possible to their origin. Combine incoming inspection, in-process checks, board-level electrical tests, functional tests, software loading and system-level verification. For radio and networking equipment, include the laboratory measurements and interoperability checks required by the customer or applicable standard. Record raw results where practical, not only pass/fail outcomes, so engineers can detect drift.
Close the loop on defects
Classify failures by design, component, process, software, handling and test-system cause. Require a containment decision, root-cause evidence, corrective action and verification. Trend recurring defects by line, supplier, product revision and operator training status. This discipline is more valuable than a dashboard containing many unverified metrics.
Add manufacturing engineering and NPI capability
NPI is the bridge between an interesting prototype and a product that can be built repeatedly at the required quality and cost. It should be a named function with authority, not an informal task assigned to production after design release.

Use gated releases
- Design-for-manufacture review: examine component availability, assembly access, tolerances, thermal paths, test points, fixtures and service requirements.
- Prototype build: document deviations and unknowns instead of treating an engineering build as a production trial.
- Pilot build: use production-intent materials, equipment, software and operators where possible. Measure defects, cycle constraints and test escapes.
- Process qualification: approve work instructions, machine programs, fixtures, test limits, training and reaction plans.
- Production release: require evidence that open risks have owners and that customer acceptance or regulatory obligations are satisfied.
- Post-launch review: feed early-life failures, supplier changes and service data back into the design and process libraries.
Give NPI cross-functional authority
The NPI team should include design engineering, manufacturing engineering, quality, procurement, test, operations and a customer representative when acceptance is complex. Set a calendar for design freezes and build readiness. A factory cannot compensate for continuously changing drawings, unapproved component substitutions or test software that is not version controlled.
Connect the factory to product design and R&D
Collaboration needs operating mechanisms, not only co-location or a promise to communicate.
Create shared technical reviews
- Hold recurring design-for-manufacture and design-for-test reviews before prototypes.
- Use a shared issue system with evidence, owner, due date and affected revision.
- Invite factory engineers to architecture and component decisions that affect yield, thermal performance, supply risk or test cost.
- Give R&D access to production histories, failure images, test distributions and supplier corrective-action records.
- Return validated process improvements to the design standards library.
Ericsson’s reported arrangement—Texas factory engineers working with Ottawa product designers and products using Austin-designed chips—illustrates a distributed connection. Nokia’s Oulu model illustrates the shorter feedback loops possible when R&D, labs and manufacturing share a campus. Choose the mechanism that matches your geography and product complexity; do not assume that moving teams into one building automatically creates cooperation.

Develop the workforce deliberately
Advanced technology development requires more than adding operators. You need technicians who can maintain automated equipment, engineers who can interpret process data, test specialists who understand system behavior, and managers who can coordinate suppliers and customer qualification.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsBuild a skills matrix
List skills by workstation and engineering role: soldering and rework, machine programming, metrology, test development, embedded software loading, radio measurement, data analysis, statistical process control, supplier quality and failure analysis. Mark each person as trained, independently qualified, or able to teach. Use the matrix for staffing, succession and training priorities rather than as a compliance spreadsheet.
Create advancement routes from entry-level work
Ericsson says it created training for workers without manufacturing experience and that more than half of its current supervisors and team leads began as entry-level line workers. That is a company-reported example, not a general benchmark, but it shows how a factory can treat production experience as a pipeline for leadership and technical roles. Define transparent stages such as operator, certified specialist, team lead, technician and manufacturing engineer, with practical demonstrations for each transition.
Use external technical partnerships
Partner with vocational schools, universities and equipment suppliers for electronics, automation, radio testing and data skills. Nokia describes its Oulu ecosystem as including universities, startups and technology companies. Partnerships should produce specific outcomes—qualified technicians, capstone process projects, internships or shared laboratory access—rather than vague memoranda.
Strengthen suppliers as part of the capability plan
A factory cannot become technologically advanced if critical components, boards, test fixtures or specialist processes remain opaque and fragile. Nokia distinguishes final-assembly suppliers from hardware suppliers and describes supplier development and learning as enablers. Treat suppliers as part of the engineering system while preserving qualification and commercial independence.
Segment the supply base
- Strategic technology suppliers: semiconductor, radio-frequency, optical or other components that define product performance.
- Manufacturing suppliers: printed-circuit boards, mechanical parts, cable assemblies, coatings and outsourced processes.
- Final-assembly partners: providers that build or configure complete units under your specifications.
- Commodity suppliers: parts with multiple qualified sources and limited design influence.
For each segment, define technical data rights, change-notification periods, audit access, capacity information, business-continuity expectations and the evidence required to qualify a new source.
Develop suppliers instead of only auditing them
Jointly review process capability, test coverage, yield loss, incoming defects and engineering-change performance. Provide a clear defect taxonomy and escalation route. If a supplier lacks a measurement method, help establish one; if it cannot meet a requirement, decide whether to redesign, dual-source, bring the process in-house or accept a documented risk.

The U.S. Department of Commerce’s 2022 assessment warns that specialized information and communications technology supply chains can be difficult and costly to restructure. That is a reason to map dependencies early, not a reason to promise complete domestic or internal production. The 1995 USITC report can provide historical context on supplier integration and technological cooperation, but it should not be used as a current market benchmark.
Use automation where it removes a constraint
Automation is an enabler, not a definition of advanced manufacturing. Prioritize repetitive work that is measurable, ergonomically difficult, inspection-intensive or a clear bottleneck. Keep skilled human review for ambiguous defects, process experiments and unusual configurations until the automated method is proven.
Sequence automation investments
- Stabilize the process and standardize inputs.
- Instrument the line so the current state is measurable.
- Automate inspection, handling, test execution or data capture where the failure mode and acceptance rule are understood.
- Integrate equipment data with product and quality records.
- Validate detection performance, false rejects, maintenance needs and operator response.
- Expand only after the new process is qualified and supported by trained staff.
Ericsson reports 2.2 times improved output per employee at its Texas factory compared with a similar site without the described automation and Fourth Industrial Revolution improvements. This is a company-reported, site-specific comparison; it is not a forecast for another factory. Likewise, Ericsson’s statement that its most complex board is 16 times more complex than most laptop circuit boards applies to the company’s cited product, not to telecom boards generally.

Fund capability in gates
- Gate 1 — control: traceability, quality systems, test coverage, maintenance and basic manufacturing engineering.
- Gate 2 — industrialization: NPI staff, pilot capacity, fixtures, process validation and supplier-development work.
- Gate 3 — technical depth: laboratories, advanced test, automation and specialist engineering tied to a defined product pipeline.
- Gate 4 — ecosystem scale: partnerships, additional sites or a campus model when demand and talent justify fixed infrastructure.
Ericsson announced an additional $50 million investment in its Texas smart factory after an initial $100 million investment in 2024, alongside an expanded Lewisville facility of 300,000 square feet and more than 500 employees. Nokia announced a planned multiyear U.S. investment of $4 billion, including around $3.5 billion in R&D and about $500 million in manufacturing and R&D capital expenditures. These are company announcements; Nokia’s figures describe planned spending, not verified completed expenditure, and neither announcement establishes a transferable return on investment.
Design laboratories for decisions
A useful lab answers a production or product question: Does the radio meet its limits? Does a thermal change survive reliability testing? Can the test fixture distinguish a component defect from a software fault? Define the equipment, calibration, staffing and accreditation needed for those decisions before purchasing general-purpose instruments.

Best Value
| Area | Recommended measures | What the measure reveals |
|---|---|---|
| Quality | First-pass yield, defect escape rate, rework by cause, corrective-action closure | Whether process control is improving rather than hiding defects |
| Industrialization | Time from design freeze to qualified production, pilot-build issues, engineering-change cycle time | Whether NPI is becoming repeatable |
| Test | Coverage by failure mode, test-system false rejects, calibration status, field-failure correlation | Whether test results are trustworthy |
| Delivery | Schedule adherence, changeover losses, constrained-component interruptions | Whether output can scale without destabilizing operations |
| Supply resilience | Single-source exposure, supplier corrective-action aging, alternate-source qualification status | How quickly a disruption can be absorbed |
| Workforce | Qualification completion, time to independent operation, internal promotions, critical-skill coverage | Whether capability survives turnover and grows internally |
| Customer acceptance | Qualification milestones, audit findings, returns and acceptance-cycle time | Whether technical progress is recognized by customers |
Set internal targets from your baseline and customer commitments. Do not copy Ericsson’s reported productivity comparison or any other company figure as an industry norm.
A practical implementation sequence
- Define the destination: name the products, engineering decisions and customer qualifications the factory should own.
- Audit the baseline: map process control, tests, skills, suppliers, data and bottlenecks by product family.
- Repair fundamentals: release controlled product records, traceability, maintenance, defect management and calibrated test.
- Form the NPI team: assign manufacturing engineering, quality, procurement, test and design interfaces with decision rights.
- Run a disciplined pilot: use production-intent inputs, capture deviations and qualify the process before promising volume.
- Connect engineering sites: establish shared reviews, change control, issue tracking and access to production evidence.
- Build the skills pipeline: create a matrix, certification stages, internal advancement and technical-institution partnerships.
- Segment and develop suppliers: identify critical dependencies, qualify alternates and run joint improvement plans.
- Automate a measured constraint: instrument first, validate the use case, train operators and integrate data.
- Gate larger investment: expand laboratories, equipment or campus integration only when demand, talent and qualification workload support it.
- Review outcomes: use yield, NPI time, delivery, resilience, skills and customer acceptance to decide the next capability step.
Common failure modes and recovery actions
Buying automation before stabilizing the process
Symptom: expensive equipment produces inconsistent results or excessive false rejects. Recovery: document the process, standardize inputs, define the failure modes and revalidate the automated method with trained operators.
Calling final assembly “product development”
Symptom: the factory has more volume but cannot change a design, create a test method or qualify a substitute. Recovery: establish manufacturing engineering and NPI ownership, then give those teams an explicit role in design reviews.
Keeping R&D and production in separate information systems
Symptom: engineers debate failures using screenshots, spreadsheets or obsolete revisions. Recovery: link serial-level production records, test data, drawings, software and change notices under common configuration control.
Relying on one experienced individual
Symptom: a departure or absence stops a line or delays a qualification. Recovery: codify work instructions, cross-train, certify backups and use the skills matrix to expose single points of failure.
Assuming a supplier can be replaced quickly
Symptom: a disruption reveals that an alternate source lacks tooling, firmware, test capability or customer approval. Recovery: qualify alternatives before they are urgently needed and include technical-development obligations in supplier reviews.
Announcing investment without a capability owner
Symptom: buildings and equipment arrive before staffing, calibration, software integration or customer qualification plans. Recovery: tie each capital gate to an accountable owner, readiness evidence and a product or bottleneck that the investment will address.

How to decide when to advance to the next stage
Advance when the current stage is controlled enough that added complexity will produce learning rather than noise. A factory is ready for deeper technology development when it can show reliable traceability, repeatable tests, disciplined change control, an NPI path, qualified engineering owners and supplier visibility. It is ready for larger laboratories or automation when a defined customer or product need requires them and the workforce can operate and maintain the capability.
The destination may be an integrated campus like Nokia’s Oulu model, a distributed network like Ericsson’s Texas-to-Ottawa-and-Austin arrangement, or a hybrid that keeps specialist development elsewhere. The sound choice depends on product architecture, customer geography, available talent, capital and supplier resilience—not on a universal ranking of locations or technologies.
Bottom line for telecom manufacturers
Move from assembly to advanced technology development by accumulating dependable capabilities in sequence. First make production and testing trustworthy. Then institutionalize manufacturing engineering and NPI, connect factories with design and R&D, grow technicians and engineers through structured progression, and develop suppliers alongside internal processes. Add automation, laboratories and deeper R&D only when measurable constraints and customer requirements justify them. The examples from Ericsson and Nokia demonstrate possible operating models and reported investments; they do not replace a site-specific capability audit or business case.
