Scale support by separating routine, low-risk demand from complex cases, then redesigning demand, self-service, automation, staffing, and quality measurement around whether customers actually get their issues resolved. More channels or faster replies alone do not create more effective support.
Why scaling support is an operating-model problem
When volume rises, the instinct may be to hire quickly, add a chatbot, or push customers toward self-service. Each can help, but none addresses the whole system. A support operation has to match the amount and complexity of work with trained capacity, useful knowledge, workable channels, and quality controls.

The tension is real for frontline teams: in Salesforce’s 2022 State of Service survey, 78% of 8,050 customer-service professionals across 36 countries said balancing speed and quality was difficult. The fieldwork ran from May 6 to June 13, 2022. This is a reported perception, not evidence that speed targets inherently reduce quality. Salesforce’s 2022 State of Service

McKinsey’s 2022 State of Customer Care Survey, covering more than 160 industry leaders and experts, found that 77% of respondents said their organizations had built digital platforms, but just 10% said those platforms were fully scaled and adopted by customers. Only 20% of digital contacts were unassisted. Those are survey-specific findings from 2022, not present-day rates for every company. McKinsey’s 2022 customer-care survey

1. Start with demand and case mix
Before setting a hiring target or an automation goal, determine what customers contact you about, how often, through which channels, and what happens after the first response. A thousand straightforward order-status requests do not require the same operating model as a thousand cases involving billing disputes, account access, or product failures.
Build a useful demand picture
- Group contacts by issue and outcome, not just by channel. A single problem may begin in chat and continue by email or phone.
- Track volumes by channel, time period, and issue category. Note seasonal peaks, launches, outages, policy changes, and other predictable drivers.
- Measure repeat contacts and transfers. A fast first response that causes a customer to return or repeat the story is not necessarily efficient.
- Separate routine, repeatable work from cases that are complex, emotionally sensitive, or consequential if mishandled.
- Identify avoidable contacts caused by confusing product flows, unclear policies, missing status updates, or gaps in help content.
McKinsey’s 2022 respondents reported that total calls had grown at 61% of their organizations; 58% expected further growth within 18 months. These findings describe that survey’s conditions, not a forecast for an individual support team. Use your own contact history and case mix to plan capacity.
Plan for actual staffed capacity
Forecasting calls or tickets is only part of workforce planning. Account for time spent on breaks, coaching, training, meetings, leave, and other work that makes an employee unavailable for live contacts. Also consider how much work needs specialist knowledge and when those skills must be available. COPC identifies forecasting, staffing requirements, performance metrics, quality-assurance methods, measurement, and calibration as core workforce management and quality disciplines; its workforce-management report was published in September 2024 and its quality-assurance report in May 2024. COPC research and reports
Do not convert industry survey percentages into a staffing ratio. The evidence does not establish a universal ratio or quality threshold; demand patterns, service hours, contact complexity, and training requirements vary.
2. Remove avoidable work at its source
The most durable capacity gain may be preventing a predictable problem from becoming a support contact. Examine the experience that produces the question: Is order status hard to find? Does a setup step fail without an explanation? Is a return policy unclear at the point of purchase? Can the product communicate a delay before customers have to ask?
- Improve product and checkout flows where customers get stuck.
- Make policies, eligibility rules, and next steps easy to find and understand.
- Provide timely status information for orders, cases, and service interruptions.
- Write help content around the task a customer needs to complete, and keep it aligned with current products and policies.
- Review recurring contacts with product and operations teams so that root causes have an owner beyond the support queue.
Prevention is not the same as making support harder to reach. Customers should still have a clear path to a person when self-service cannot resolve the issue or the situation requires judgment.

3. Make self-service useful, not just available
A help center, chatbot, or automated status page creates value only when customers can complete their task. Measure whether people find the right answer, finish the process, and avoid needing to contact the company again—not merely whether they opened a digital channel or left the queue.
Salesforce’s 2022 article reported that 59% of customers preferred self-service for simple questions or issues, citing a separate study, and that 67% of service organizations tracked case deflection. Deflection is an activity measure; by itself, it does not show that the customer’s issue was solved. Salesforce’s 2022 State of Service
Design an effective self-service path
- Choose a narrow, common task. Start with a request customers can complete using reliable information, such as checking a status or finding a standard policy.
- Make the content actionable. Give clear steps, explain prerequisites, and state what the customer should expect after completing them.
- Test task completion. Look for abandoned journeys, failed searches, repeat contacts, and cases that return to an agent. A page view or bot interaction is not proof of resolution.
- Provide a recovery route. When the answer does not fit, offer a clear next step to a suitable human channel and preserve the context already collected.
- Update content from real cases. Use agent feedback and recurring contact reasons to find outdated, confusing, or missing guidance.
4. Route routine and complex work differently
Not every issue should follow the same channel or workflow. Routine requests may be handled effectively through self-service or a bounded automated process. Complex, sensitive, or high-consequence situations need access to people with the authority and training to investigate, explain, and make exceptions where appropriate.
Design routing around the nature of the issue, the customer’s needs, and the capabilities of each channel. Let customers move to an appropriate channel when their needs change. When a digital journey fails, the next step should not require starting over or repeating information already supplied.
Channel choice also has an accessibility dimension: customers differ in their ability, connectivity, language, and comfort with digital tools. An operating model that treats one channel as suitable for everyone risks adding friction instead of capacity.

Automation is most dependable when the task has clear rules, reliable data, and a defined handoff for exceptions. Good candidates are repetitive processes where a mistake is detectable and recoverable. Keep a named operational owner responsible for the information, monitoring, and correction behind each automated workflow.

Expand automation in controlled stages
- Define the task and its limits. Specify what the automation may do, what information it needs, and which cases must go directly to a person.
- Check the underlying knowledge and data. Incorrect or outdated answers become errors at scale when automation repeats them.
- Test outcomes and edge cases. Review correctness, successful completion, accessibility, escalation, and what happens when the system cannot proceed.
- Keep a workable human handoff. Make it clear how to reach an agent, and pass along the customer’s issue and previous steps.
- Expand only after reviewing results. Compare resolution, repeat contacts, customer feedback, and quality—not containment alone.
Salesforce reported in 2022 that 58% of service organizations used at least one process or workflow automation. Use was reported by 65% of organizations classified as high-performing and 41% classified as underperforming; those categories were based on self-reported customer satisfaction. The association does not prove that automation caused stronger performance. The same Salesforce report found that 67% tracked case deflection, which should not be treated as equivalent to confirmed resolution. Salesforce’s 2022 State of Service
AI results need the same discipline. A 2026 paper describing a Nubank card-delivery deployment reported an A/B-test improvement of 37 percentage points in AI transactional NPS and a 29-percentage-point increase in self-service rate compared with prior agent variants. That is evidence about one specific deployment, not a forecast for another organization. 2026 paper describing Nubank deployments
6. Protect training, coaching, and agent capacity
New hires do not become fully productive on the day they join. In McKinsey’s 2022 survey, 41% of care leaders said it took three to six months for a new hire to reach optimal performance, while another 20% reported more than six months. These responses are a warning to include ramp time in a staffing plan, not a universal timetable for every role.

A scaling plan needs a balanced scorecard. No single metric can show whether support is fast, effective, accessible, and sustainable. Pair operational measures and review them by channel and issue type so that strong results in routine work do not conceal a poor experience in complex cases.

| What to measure | What it helps reveal |
|---|---|
| Time to first response and time to resolution | How quickly customers receive attention and how long it takes to reach an outcome; interpret these alongside case complexity. |
| Resolution and repeat-contact rate | Whether the customer’s issue was addressed and whether the customer had to come back about the same problem. |
| Customer satisfaction and effort | How customers experienced the interaction and how much work they had to do to get help. |
| Quality-assurance results | Whether responses were accurate, appropriate, complete, and consistent with policy. |
| Escalations, transfers, and handoff completion | Where routing or channel continuity breaks down, and whether customers reach the right level of support. |
| Cost to serve and agent experience | Whether capacity changes are sustainable for the organization and the people delivering service. |
Define each metric carefully. For example, a case closed by an automated flow is not necessarily resolved, and a short interaction is not necessarily a good one. COPC identifies measurement and calibration as core quality disciplines. Gartner describes a benchmarking framework with more than 300 service and support metrics; that breadth supports choosing measures in context, not adopting a single prescribed scorecard. - Map demand. Establish volumes, issue categories, channel mix, repeat contacts, and seasonal patterns from your own operation.
- Find root causes. Prioritize preventable contacts and assign product, policy, or content fixes to accountable teams.
- Segment service paths. Decide which routine tasks fit self-service or automation and which cases require trained human support.
- Build capacity around complexity. Forecast staffing and skills by channel and workload, including training and coaching time.
- Pilot changes narrowly. Test the workflow with real cases, explicit escalation paths, and quality review before expanding its scope.
- Review balanced outcomes. Examine resolution, repeat contact, customer and agent experience, quality, speed, and cost together.
- Revise the operating model. Use failures and recurring contacts to improve routing, knowledge, product flows, and staffing assumptions.
How to choose the right scaling lever
| Option | Best fit | Key quality check |
|---|---|---|
| Fix the product, policy, or information gap | Contacts caused by a preventable obstacle or missing information | Does the change reduce the underlying issue without making help harder to reach? |
| Self-service | Simple, repeatable tasks customers can complete with clear guidance | Can customers finish successfully, and reach a person when they cannot? |
| Workflow automation or AI | Bounded tasks with reliable data, clear rules, and manageable exceptions | Are outcomes correct, recoverable, and resolved rather than merely contained? |
| Human support | Complex, sensitive, ambiguous, or consequential cases | Do agents have the training, authority, context, and time to resolve the case? |
| Additional staffing or specialist capacity | Demand that persists after avoidable work is addressed, or work requiring human judgment | Does the forecast include issue mix, availability, ramp time, coaching, and channel coverage? |
These options are not mutually exclusive. A strong model removes avoidable demand, serves suitable routine tasks digitally, and reserves human expertise for the work that benefits from it.
Frequently Asked Questions
Does adding self-service reduce support quality?
Not by itself. Quality depends on whether customers can complete the task, recover when the guidance fails, and reach a person when needed. Track successful resolution and repeat contacts rather than channel usage alone.
Should every support team use AI to scale?
No. AI and workflow automation are options for bounded work with reliable information and controlled handoffs. Evaluate them against the same resolution and quality measures as other channels; a single deployment result cannot predict another team’s outcome.
What should a team measure besides response time?
Track resolution, repeat contacts, customer satisfaction or effort, quality-assurance results, escalations, transfers, cost to serve, and agent experience. Segment results by channel and issue type.

How long does it take a new support hire to reach full performance?
It varies by role and operation. In McKinsey’s 2022 survey, 41% of care leaders reported a three-to-six-month ramp to optimal performance and 20% reported more than six months; those findings are not a universal timetable.
Is there a universal support staffing ratio?
No universal ratio is established here. Staffing depends on demand patterns, service hours, case complexity, availability, and training needs, so forecast from your own workload and operating conditions.
