Save the screenshot as an untouched original, and keep it with the page’s full URL, capture date and time (including time zone), title, and a brief note about what was visible. Cite both the webpage and the particular screenshot or exhibit. A screenshot records a rendered view at one moment; by itself, it is not a complete copy of the site, proof that every visible claim is true, or a guarantee that a court will admit it.
What a webpage screenshot does—and does not—preserve
A screenshot can show how a page appeared in a browser at the time of capture. It may be useful when the visual presentation matters, but it can omit content below the fold, links, interactions, embedded materials, and the files or structure that make up the site. A single viewport should not be presented as though it shows the whole page.

The National Archives and Records Administration (NARA) explains that static screenshots do not retain hypertext functionality for permanent federal web-content transfer. That is guidance for federal records, not a universal rule for personal records or litigation. If links, component files, or site relationships matter, preserve a fuller web capture or use a web archive as well as the screenshot. NARA Transfer Guidance

1. Capture the relevant page state
Open the page and make sure the relevant material is visible. Capture additional portions when the evidence is below the fold or spans more than one screen. Note any state that could affect the view, such as a login, personalized content, selected tab, expanded section, or an interaction you performed.

2. Keep an untouched original
Save the screenshot in its original image format when possible and do not edit that file. If you need to crop, highlight, or redact it for readability, save a separate derivative and label it as such. Keep the original so the derivative can be compared with it.
3. Write a capture note
Store a short note with the image. Include the page title, full URL, capture date and time with time zone, your name or role if appropriate, and a concise description of what the image shows or why you captured it. Record when you captured the page separately from any publication or update date the page claims. These fields are a practical checklist, not a universal legal requirement. 4. Preserve related material and a second copy
Keep the original screenshot and note together in a folder with clear filenames. Preserve nearby context that matters, such as a linked PDF containing the underlying statement, a relevant downloadable record, or an archived page URL if a web archive captured it. Keep a second copy in storage with suitable access controls or backup protections. A portable drive can be one option, but storage alone does not establish authenticity or admissibility.

How to cite the screenshot and the source page
Follow the citation style required by your publication, court, or organization. A useful general pattern identifies the issuing organization or author, the page, its full URL, when it was accessed or captured, and the screenshot file or exhibit. Cite the screenshot distinctly from the underlying webpage or document.
Author or issuing organization. “Page title.” Website or publisher, full URL. Captured [date and time, time zone]. Screenshot by [person or organization], [filename or exhibit label]. Archived copy: [archive URL and capture date], if available.
Use only details you can verify. If the page does not display an author or date, do not invent one; identify the issuing organization and the actual capture or access date according to the style you are using. If you cite a cropped, highlighted, or redacted image, identify it as a derivative and retain the original separately.

For an in-text reference, name the exhibit, figure, or filename and point to the source citation. Do not use an archive timestamp as the time you captured your own screenshot: they describe different records.
When to use a web archive as well
A web archive may provide another capture and a link others can revisit, but it is not guaranteed to preserve or replay every page element. The Library of Congress notes that a webpage may appear unified while consisting of multiple files; crawler coverage and replay have limits. Stable URIs help connect capture timelines, while discoverable links and site maps help crawlers find content. Library of Congress: Creating Preservable Websites

NARA says federal agencies may preserve web content through a stand-alone copy or snapshot, with capture frequency and change tracking based on risk. For permanent federal web-content records, its guidance calls for methods that retain hypertext functionality. Those requirements describe federal records management; they should not be generalized into a rule for every screenshot or case.

Federal Rule of Evidence 901(a) frames authentication as whether there is enough evidence to support a finding that an item is what its proponent claims it is. Rule 901(b) gives nonexclusive examples, including testimony from someone with knowledge, distinctive characteristics considered with the circumstances, public-record evidence, and evidence about a process or system. A screenshot does not authenticate itself merely because it exists, and authentication does not establish that every statement shown is true. Federal Rule of Evidence 901
Rule 1001(c) defines a “photograph” to include a photographic image or its equivalent stored in any form. Rule 1001(d) defines an original of electronically stored information to include an output readable by sight if it accurately reflects the information; Rule 1001(e) defines a duplicate as a counterpart produced by an equivalent process or technique that accurately reproduces the original. Under Rule 1003, a duplicate is generally admissible to the same extent as the original unless a genuine question is raised about the original’s authenticity or the circumstances make admitting the duplicate unfair. This is not a promise that a screenshot will be admitted: authentication, accuracy, and other evidentiary questions depend on the circumstances. Federal Rule of Evidence 1003
A screenshot alone may not establish who operated a site, whether its content changed, when the underlying material was first published, or whether a visible statement is accurate. Depending on what needs to be shown, relevant context may include a witness who knows how the capture was made, the source URL, contemporaneous notes, related records, an archive capture, and documented file handling.
