How to Safely Fetch User-Submitted URLs: SSRF Controls That Matter

A server fetching user-submitted URLs can expose internal services. Reduce SSRF risk with controlled destinations, strict parsing, DNS and IP checks, redirect controls, and network-layer limits.

If your server fetches a URL supplied by a user, treat that input as permission to make a network request on the user’s behalf. That can expose internal services, cloud metadata endpoints, or other resources your server can reach. The safest design is to avoid arbitrary URLs when possible; when they are necessary, validate the destination and enforce the policy on the actual outbound connection—not just on the text the user submitted.

Do you need to accept arbitrary URLs?

Start with the product requirement, not the parser. A feature that needs to fetch from a fixed set of trusted services should accept a service choice or registered integration, rather than a complete user-controlled URL. OWASP recommends an explicit allowlist when the application only needs to contact known trusted applications.

Design choice Destination control User-controlled URL surface Operational trade-off
Known destinations Allowlist the approved hosts or integrations. Small: the application can construct the request from separately validated inputs. Usually simpler to constrain and maintain, but requires managing approved integrations.
Arbitrary external destinations Enforce URL, DNS, IP, redirect, and connection rules for every request. Large: the user may influence the destination and other URL components. Requires more careful implementation and restricted outbound network access.

User-provided image URLs, custom webhooks, URL-based file fetching, previews, and custom SSO are examples of features that can create this risk. Consider replacing arbitrary destinations with an approved integration registry or a controlled setup flow. OWASP identifies these patterns in its SSRF guidance and API Security Top 10:2023.

Why is server-side URL fetching risky?

Server-side request forgery (SSRF) occurs when an attacker can influence a request made by your server. The server may have access to internal networks, services, or metadata endpoints that the user cannot reach directly. A feature intended to download an image or call a webhook can therefore become a way to probe or access unintended destinations.

Do not assume that a request is safe because its URL looks public. The destination can change during DNS resolution, a redirect can point somewhere else, and different URL parsers can disagree about what host an unusual string identifies.

How should you validate the submitted URL?

Prefer constructing URLs from controlled parts

When the user only needs to identify a host, accept that host separately and build the request using application-controlled components. Set the scheme, port, and path from fixed values or validate them independently against the feature’s requirements. Do not accept a complete URL and then carry its other components forward blindly.

OWASP’s SSRF Prevention Cheat Sheet warns against accepting complete user-supplied URLs because they are difficult to validate and parser behavior can be abused. This is especially important when one component validates the URL and another component later interprets it.

If a full URL is necessary, parse it strictly

  • Use a maintained URL library rather than a regular expression as the primary parser.
  • Allow only the schemes the feature needs, normally HTTP and HTTPS. Reject schemes such as file unless the product has a separately designed, tightly controlled need for them.
  • Reject credentials in the URL and malformed or ambiguous forms according to a documented application policy.
  • Make sure every downstream service or library that handles the value will interpret it consistently. For example, OWASP notes that http://example.com\@evil.com can be read differently by different URL parsers.

Reject input when its meaning is uncertain; do not try to repair a suspicious URL and then fetch it.

How do you stop DNS and IP tricks?

A hostname allowlist alone is not enough. DNS can return a prohibited address for an allowed-looking hostname, or return different answers between validation and connection. Resolve all relevant IPv4 A and IPv6 AAAA records, classify every result against your destination policy, and reject the request if any answer is prohibited. The policy should exclude local and internal destinations, including loopback, link-local, private, and other ranges the feature must not reach.

Most importantly, connect to an address that passed the check. Preserve the original hostname for the HTTP Host header, TLS SNI, and certificate verification, but bind the outbound connection to the validated IP address. Do not validate one DNS lookup and then let the HTTP client perform an unchecked second lookup. Apply the same rule to retries and fallback connections; otherwise a later attempt can resolve to a different address.

What should happen when the destination redirects?

Disable automatic redirect following as the default. The simplest safe policy is to reject redirect responses. A public endpoint that passed the initial checks can redirect to an internal address, so validating only the first URL leaves a gap.

If following redirects is a real product requirement, treat every redirect target as a new request: parse and validate the URL, resolve and classify its addresses, and bind the connection to an approved address before making the next hop. Apply the same process at every hop rather than trusting the redirecting host.

How can you limit the impact of a missed check?

  • Restrict outbound network access. Run the fetching component with only the routes and destinations it needs. Block access to internal services and metadata endpoints at the network layer where possible.
  • Return only necessary data. Parse the upstream response and expose only the information the feature needs, instead of returning a raw response or forwarding its headers and body wholesale.
  • Keep the fetcher’s role narrow. Separate URL-fetching work from services that hold sensitive credentials or have broad network access when your architecture allows it.

These controls reduce the blast radius if application-level validation or a library integration is incomplete; they do not replace destination checks.

What should the implementation sequence look like?

  1. Choose the destination model: use an explicit allowlist and application-built requests for known services; permit arbitrary external hosts only when the feature genuinely requires them.
  2. Validate input: accept only the required components, or strictly parse a complete URL; enforce scheme policy and reject credentials, malformed syntax, and ambiguous forms.
  3. Resolve and classify: obtain all relevant A and AAAA results and reject prohibited destinations under the application’s network policy.
  4. Connect safely: make the request to a validated address while preserving hostname-based HTTP and TLS behavior; ensure retries and fallback paths use the same enforcement.
  5. Control redirects: reject them or repeat the complete validation and connection process for each hop.
  6. Constrain the environment and output: restrict outbound routes and return only the parsed data required by the feature.

Because HTTP clients differ in how they resolve names, connect, retry, and follow redirects, verify that the specific client and runtime you use can enforce address pinning and the required TLS behavior. The policy is only effective if the actual connection path obeys it.
