Use an emulator with explicit NEC PC-98 support rather than an ordinary IBM-PC DOS profile. The two documented starting points are DOSBox-X in machine=pc98 mode and the Neko Project II Kai core in a Libretro frontend. DOSBox-X is the quicker route when you want to mount a folder or disk image from a command line; Neko Project II Kai is a dedicated PC-9801-series core with defined firmware files and broad media-format support.
Your result depends on the individual game, image format, firmware, and disk arrangement. No single emulator is documented as compatible with every PC-98 title, so keep the game’s format and compatibility notes beside you while setting it up.

Why PC-98 games need a different emulator
NEC’s PC-98 family used x86 processors and versions of MS-DOS and Windows, but it was not IBM-PC compatible. The hardware, firmware, graphics conventions, sound devices, and disk formats differ in ways that matter to games. A normal DOSBox profile therefore starts the wrong machine even though both platforms use Intel-compatible CPUs.

DOSBox-X’s documentation puts the distinction plainly: by default it starts the standard IBM-compatible DOS system, not the PC-98 system. You must select its PC-98 machine profile, or use an emulator core designed specifically for the platform.

The PC-98 family was sold in Japan from 1982 through 2000. Games from that era may expect Japanese text, unusual video modes, FM synthesis, and floppy or hard-disk images that a conventional DOS setup does not understand.
Check your game files before choosing a setup
Start by identifying what you actually have. A download may be a hard-disk image, a floppy image, a collection of separate disks, or an installer that expects a bootable PC-98 system. Do not rename an image simply to make its extension look familiar: the emulator uses the file’s internal format, not just its suffix.
Common PC-98 image types
- HDI: a hard-disk image frequently used by PC-98 games and supported by both documented setups.
- FDD, FDI and D88/D98: floppy-oriented formats. Neko Project II Kai documents support for these extensions, while DOSBox-X’s PC-98 guide specifically discusses HDI and FDD examples.
- HDD: another hard-disk image extension listed by Neko Project II Kai.
- CMD: a content extension listed by the Libretro core documentation; verify what the specific file represents before mounting it.
Keep each game in its own folder and preserve any included readme, disk labels, patch files, or save directories. If a title has disk 1 and disk 2, note which file is intended to be the boot disk. Use game images and firmware that you are entitled to use; distribution rights vary by title and jurisdiction.

A PC98.org collection FAQ reports that its author needed at least three emulators—T98-Next, Anex86, and Virtual98—for the games encountered, while noting that MAME’s PC-98 work might change that situation. Treat this as one collection’s experience, not a measured compatibility statistic. It is a useful warning that you may need a second emulator when a particular title fails.
Set up DOSBox-X for PC-98 games
1. Install and start the PC-98 machine profile
Install a current Windows build of DOSBox-X from the project’s release channel. The exact Windows 10 or Windows 11 compatibility of a particular build is not established by the documentation used here, so check the release notes for the build you download.
To test the mode without editing a configuration file, open Command Prompt in the DOSBox-X folder and run:

machine=pc98
The guide also accepts pc9801 and pc9821 as aliases at the time of that documentation. If DOSBox-X opens with an ordinary IBM-PC prompt, the setting was not applied; close it, correct the configuration, and launch again.
2. Decide whether you need a Japanese font
PC-98 games often draw Japanese characters through a system font. DOSBox-X can enter PC-98 mode without additional files, so a missing font does not necessarily mean the emulator is broken. For accurate text, the guide recommends a PC-98 font: an original FONT.ROM or DOSBox-X’s free FREECG98.BMP alternative.
Font behavior depends on configuration and version. The guide notes that from version 0.83.15 onward, some configurations can use an internal Japanese DOS/V font when no external font is supplied. This may allow menus to appear while still producing different glyphs from the original hardware. Treat readable startup text and faithful character rendering as separate checks.

If your game is unpacked into a normal Windows folder, create a short path such as C:PC98, copy the game files there, and start DOSBox-X in PC-98 mode. At the DOS prompt, mount that host folder as drive C:
MOUNT C C:PC98
Then switch to the mounted drive and inspect the files:
C:
DIR
Run the game’s documented executable, for example:
GAME
The executable may instead be named START, RUN, or something listed in the game’s readme. Do not assume every title uses GAME; that command is the documented Touhou example.
4. Mount an HDI or other disk image
For a hard-disk image, use IMGMOUNT rather than mounting the Windows folder that happens to contain the image:

After mounting, enter drive C and launch the game:
C:
DIR
GAME
If the image is bootable and the game expects to start from its own system disk, use:
BOOT C:
The DOSBox-X guide’s Touhou example uses an HDI mounted as C: and identifies the first five Touhou games as PC-98-targeted. That example does not make every Touhou release a PC-98 game; verify the platform for the title you own.
5. Handle floppy disks deliberately
Floppy-based games can require a disk in drive A: or B:, and some multi-disk titles expect a particular disk to remain inserted while you swap another. Use DOSBox-X’s Drive menu or its image-mount commands to assign each image to the drive the game expects. If the game asks for disk 2, swap the image in the same drive rather than mounting both images to one slot at once.
Set up Neko Project II Kai through Libretro
1. Install a Libretro frontend and the core
Install a Windows Libretro frontend, then obtain the Neko Project II Kai core through that frontend’s core manager or the project’s current distribution method. The documentation describes the core as an emulator for the PC-9801 series. A frontend version and core build can change independently, so use the current release information supplied by the frontend and core maintainers.
2. Create the required system directory
Inside the frontend’s system directory, create a folder named exactly np2kai. Place the required firmware files directly in that folder. The documented required filenames are:
| File | Purpose in the documented setup | Status |
|---|---|---|
font.bmp |
Font data | Required |
FONT.ROM |
PC-98 font ROM | Required |
bios.rom |
Base BIOS | Required |
itf.rom |
Interface firmware | Required |
sound.rom |
Sound firmware | Required |
bios9821.rom |
Additional 9821 BIOS | Optional |
d8000.rom |
Additional machine data | Optional |
| YM2608 rhythm samples | Rhythm sound samples | Optional files listed by the core |
These names and the np2kai directory apply to this Libretro core. Do not treat them as universal requirements for DOSBox-X or another emulator. Firmware availability and redistribution rights also differ by project and region.
3. Load a supported image
Choose the Neko Project II Kai core first, then open the game image. The documented extensions include .d98, .fdi, .fdd, .d88, .hdi, .hdd, and .cmd. If the frontend does not show a file, check that the core is selected and that the extension is enabled in its content-association settings.

For a multi-disk game, launch the first disk and use the NP2 menu to insert or replace the next disk when requested. The core documents FDD and HDD media swapping, so you do not need to restart the entire frontend for every disk change.

4. Use the core’s controls
- Press F12 to open the NP2 menu.
- Press F11 to toggle mouse-capture visibility.
- Hold End while the machine is booting to open machine options.
- Use the documented save-state feature only after confirming that the game itself has reached a safe point; some older software expects to control its own disk and memory state.
How to deal with image formats and disk swapping
Image extensions tell you which loading path to try, not whether the game will boot. An HDI may be a complete bootable hard disk, while an FDD or D88 set may contain only one floppy in a multi-disk sequence. Keep disk labels and numbering visible in filenames, such as game-disk1.fdd and game-disk2.fdd, so you can identify the requested media quickly.
If a floppy title reports “insert disk 2,” first confirm that disk 1 is assigned to drive A: and disk 2 is assigned to the slot the game expects. The PC98.org FAQ specifically notes that some floppy games need disk 1 in slot A and disk 2 in slot B. That is a collection-specific observation, but it explains why loading both files into the same virtual drive can fail.
When a game image contains an installer and a separate data disk, boot the installer image first, install to a virtual hard disk, and then attach the data disk when prompted. If the supplied image is already bootable, use the emulator’s boot function rather than copying files out of it; copying can lose hidden boot-sector data.
Troubleshoot the most common failures
The emulator boots an IBM-PC prompt
In DOSBox-X, confirm that machine=pc98 is in the configuration actually being used. A command-line launch with dosbox-x -set machine=pc98 is a quick test. If you have multiple DOSBox-X installations, check the shortcut’s target and working directory; editing a different configuration file will have no effect.
The screen is readable but Japanese text is wrong
Check the font setup independently of the game image. In DOSBox-X, try the documented FONT.ROM or the included FREECG98.BMP alternative, and remember that an internal DOS/V font may be used in some newer configurations. In Neko Project II Kai, verify that both font.bmp and FONT.ROM are in the core’s np2kai system folder with the exact lowercase and uppercase names shown in the documentation.
The image is not recognized
Check the extension against the core’s documented list, then try the emulator that explicitly documents that format. DOSBox-X’s guide centers on PC-98 mounting through MOUNT and IMGMOUNT, while Neko Project II Kai lists a broader set of content extensions. A renamed file, archive, or installer is not automatically a valid disk image; extract archives only when the game instructions require it.
The game asks for another disk
Use the emulator’s media controls without resetting the virtual machine. In DOSBox-X, assign the requested image to the proper drive through the Drive menu or image-mount command. In Neko Project II Kai, open the NP2 menu with F12 and swap FDD or HDD media. For two-drive floppy software, test disk 1 in A: and disk 2 in B: before trying other arrangements.
Recommended Free Tools
There is no sound or music
Confirm that Neko Project II Kai’s required sound.rom is present, then check the core’s audio output and the game’s own sound-test or configuration screen. Optional YM2608 rhythm samples can affect titles that use those sounds, but their absence does not prove that the entire game is incompatible. In DOSBox-X, verify the PC-98 machine profile before changing individual mixer settings; an IBM-PC profile can produce a misleadingly different sound setup.
Best Value
Input or mouse behavior is confusing
Open the emulator’s input configuration rather than changing the game files. In Neko Project II Kai, F11 toggles mouse-capture visibility. Release and recapture the mouse after opening the NP2 menu with F12, then return to the game. Some games use keyboard-only menus even when they display a pointer, so test arrow keys, Enter, and Escape before assuming the controller is broken.
Save states work but the game’s own save does not
Check that the mounted image or virtual hard disk is writable and that Windows has not placed the game in a protected location such as a system directory. Save states are a separate feature from the game’s battery-backed or disk-based save system. Test an in-game save, quit normally, and relaunch before relying on a state file as your only backup.
Build a practical compatibility strategy
Start with the simplest documented path for the image you have. Use DOSBox-X when you want to mount a Windows folder or HDI directly and control the machine from a short configuration file. Use Neko Project II Kai when your content matches its listed extensions, you can supply its firmware set, or you want frontend features such as save states and menu-based media swapping.
If a game fails, change one variable at a time: machine profile, image type, disk assignment, font, or emulator. Keep a note of the working combination. A title that boots from an HDI may not boot from files copied into a folder, and a floppy release may require a second virtual drive even when another release of the same game does not.
When neither documented setup works, consult the game’s compatibility notes and try another PC-98-capable emulator. The collection FAQ’s report of using T98-Next, Anex86, and Virtual98 demonstrates why a multi-emulator toolkit can be necessary for a broad personal library, but it is not evidence that every PC-98 game requires all three.
What to expect on current Windows versions
The available documentation does not provide a current Windows 10 or Windows 11 compatibility matrix for every emulator build or game. The original Neko Project II site lists a Windows x64 version 0.86 released on March 6, 2016; that date describes the original project page and does not establish the status of later Neko Project II Kai builds.
For a modern installation, check the release notes for the exact DOSBox-X build, Libretro frontend, and Neko Project II Kai core you intend to use. Keep portable copies of working configurations and firmware paths, because updating a frontend can change where system files are searched. If a new build behaves differently, test the same image with the previous known-good configuration before altering the game files.

A short decision checklist
- Is the title actually a PC-98 release rather than an IBM-PC DOS release?
- What is the image type: HDI, FDD, FDI, D88/D98, HDD, CMD, or a folder of files?
- Do you want DOSBox-X’s direct mounting workflow or a Libretro core with menu controls?
- If using DOSBox-X, is
machine=pc98active? - If using Neko Project II Kai, are all five required files in
systemnp2kai? - Does the game need a Japanese font, two floppy slots, a boot command, or a disk swap?
- Have you checked title-specific compatibility notes before concluding that the image is bad?
