Use Puppeteer’s Page.screenshot() behind a bounded queue, with a configurable concurrency limit for each target host. Start conservatively, keep each job’s slot until navigation, capture, and cleanup finish, and reduce or pause work if response times rise or the site returns rate-limit or server-error responses. There is no universally safe concurrency number: choose it for the site, your authorization, and observed behavior.
Build a bounded, per-host screenshot queue
The key is to limit simultaneous jobs sent to the same host rather than launching every URL at once. A job should hold its host slot through page navigation, screenshot capture, and cleanup. That prevents a slow capture from releasing capacity while its work is still active.

The following Node.js example uses Puppeteer 25.12.0 APIs. It processes a finite list, allows only a configurable number of active jobs per host, saves each screenshot, and pauses a host’s queue when it encounters an HTTP 429 or a 5xx response. Choose the limit and pause duration for your authorized workload; neither value is a universal safe setting.

For larger batches, reuse one browser and create a page per active job, closing each page in a finally block; retain the same per-host queue and do not let a shared browser become an excuse to raise target-site concurrency. Ensure your output directory exists, as the example does.

Make the queue stricter when needed
- Set
perHostLimitto a low starting value. Increase it only when you have permission and site behavior remains healthy. - For many hosts, maintain independent active counts and queues per hostname, as in the example. A global worker cap can additionally limit resource use on your own machine.
- If a job times out, fails navigation, or sees a 429 or 5xx response, stop increasing demand. Reduce concurrency or pause the affected host while investigating. Do not blindly retry at the same rate.
- Persist failed jobs and retry them later only under a deliberate backoff policy appropriate to the site. The example reports failures instead of automatically retrying.
Choose capture and page-isolation options deliberately
Viewport, full-page, or clipped capture
Page.screenshot() returns image bytes by default. Its options include a file path, full-page capture, clipping, image type, and quality where applicable; see the Puppeteer Page.screenshot() API. Use the viewport capture when only the visible screen is needed, fullPage: true for the full document, or a clip when a specific region is the deliverable. Full-page captures may take longer and include more content, so use them only when needed.
Shared browser context or isolated contexts
Puppeteer BrowserContexts isolate task state: cookies and local storage are not shared between contexts, and closing a context closes its pages. Use separate contexts when jobs must not share login or browsing state; share a context when shared state is intentional. Contexts are not a way to limit load on the website: every navigation and its assets still reach the target. See Puppeteer browser management.

Request interception is not a casual speed switch
Puppeteer request interception can stall a request until it is continued, responded to, or aborted. If you enable it, resolve every intercepted request on every code path. It should not be added casually as an assumed load optimization; see Page.setRequestInterception().

Check the target’s terms and obtain authorization where appropriate. The IETF’s RFC 9309, Robots Exclusion Protocol defines how automated clients interpret robots.txt rules, but explicitly states: “These rules are not a form of access authorization.” A robots.txt allowance is not permission and does not establish a safe request rate.

Use response behavior as feedback, not as a formula. Rising navigation times, timeouts, HTTP 429 responses, and 5xx errors are reasons to reduce work or pause and investigate. Google’s crawler documentation says Google reduces crawling after significant 500, 503, or 429 responses, and its crawl-budget guidance discusses response-time health and parallel connections. Those documents describe Google crawlers and site-owner guidance, not a Puppeteer-specific retry schedule or a concurrency number transferable to your screenshot jobs: Google’s crawl-rate guidance and Google’s crawl-budget guidance.
Reliability, performance, and cost considerations
- Track per-host latency and outcomes. Record navigation duration, status, timeout or failure, and capture completion. Compare behavior over time; if the target slows or begins returning errors, lower the limit or pause.
- Bound both target load and local resource use. Per-host limits protect a particular target from a burst; a separate global cap can keep browser processes, memory, and CPU within your own machine’s capacity.
- Keep cleanup in a finally block. Close pages and browsers even when navigation or screenshot capture throws. A leaked page or process can consume local resources and make later runs less reliable.
- Avoid needless work. Capture only required URLs and choose viewport, clip, or full-page output according to the deliverable. Browser asset requests contribute to what the site receives.
- Do not infer a safe rate from crawler guidance. Neither Puppeteer’s screenshot documentation nor the cited Google materials specify a universally safe number of simultaneous screenshot jobs.
Troubleshoot common failures
Navigation times out
The page did not reach the selected lifecycle condition within the timeout, or the network/site was slow. Treat repeated timeouts as a signal to pause or reduce work, verify the URL and connectivity, and choose a navigation condition suitable for the page. Do not respond by raising concurrency.

The site returns 429 or 5xx responses
A 429 indicates rate limiting; 5xx responses indicate server-side errors. Stop increasing demand, pause the affected host, and investigate before resuming at a lower rate. The sample pauses its queue after either signal rather than retrying immediately.

Check that the output directory is writable and exists. The sample creates it before scheduling jobs. Also inspect the logged job error: navigation may have failed before page.screenshot() ran.

Jobs appear to hang after enabling interception
Every intercepted request must be resolved. Audit all branches to ensure each request is continued, answered, or aborted, including error paths; otherwise navigation can wait indefinitely. See the request interception API.
Cookies or local storage leak between tasks
Use distinct BrowserContexts for tasks that require isolated state, and close each context when its pages are finished. Context isolation separates browser storage; it does not reduce requests sent to the site.
