You can plan to run Fedora 46 KDE Rawhide in a Windows 11 virtual machine, but the available Fedora instructions do not provide Windows-host setup steps or confirm compatibility with any particular Windows hypervisor. Fedora 46 development began in Rawhide on August 11, 2026, so this is a moving development release—not a stable Fedora edition. The safest approach is to choose a Windows virtualization platform whose current documentation covers your Windows edition and CPU, then verify its Fedora guest support before installing.
What Fedora 46 KDE Rawhide means for a VM
Fedora Linux 46 entered development in Rawhide on August 11, 2026, according to the Fedora Linux 46 schedule; the Fedora Rawhide package changelog also identifies Rawhide as F46 on that date. Rawhide is Fedora’s development stream, so packages and behavior can change. Treat an installation as an experimental guest rather than a stable daily-driver system.

For a conventional graphical desktop guest, choose Fedora’s KDE Plasma Desktop Edition. Fedora also recommends Kinoite as a KDE option, but Kinoite is the atomic desktop variant and is a different fit for a walkthrough aimed at a conventional installable desktop. See the Fedora KDE page.

There is not enough verified, current evidence here to rank Windows 11 virtualization platforms for Fedora 46 Rawhide. Fedora’s published release criterion specifically discusses booting and installing in a VM using its recommended QEMU/KVM/libvirt/virt-manager stack, with the cited criterion referring to a Fedora host. That is not certification of every Windows hypervisor; consult the Fedora Basic Release Criteria.
#1 Best Overall
- 1.1 GHz (boost up to 2.4GHz) Intel Celeron N5030 Quad-Core
Before creating a VM, check the platform vendor’s current documentation for these points:
- Whether the host edition of Windows 11 and your CPU architecture are supported.
- Whether the VM can use the firmware mode and Secure Boot configuration Fedora needs.
- Whether Fedora 46 or a sufficiently relevant Fedora guest is documented as supported.
- How the platform handles display acceleration and resolution, shared folders, clipboard integration, and networking.
- Whether using the hypervisor requires disabling or changing another virtualization feature on your PC.
These are verification questions, not confirmed compatibility claims. For example, the surfaced Oracle VirtualBox 7.2.8 User Guide lists Windows 11 on ARM as experimental and Fedora 40, 41, and 42 among host systems. That information does not establish Fedora 46 KDE as a supported guest on Windows 11; check the documentation for the exact platform version and guest configuration you plan to use.

What the Fedora installation guide does—and does not—tell you
Fedora’s libvirt virtual-machine guide describes the general installation sequence: download an ISO, create a virtual disk, and install Fedora in a virtual machine. Its examples use QEMU and libvirt on a Fedora/Linux host, including BIOS and UEFI examples. They are not Windows 11 instructions and should not be copied as if they were setup steps for a Windows GUI hypervisor.

Set expectations before installing Rawhide
- Use the VM for evaluation or development work where occasional breakage is acceptable; keep important data outside the guest or back it up.
- Do not assume Fedora’s QEMU/KVM-based VM criterion validates a different Windows hypervisor.
- Expect to verify boot, installation, display behavior, networking, and integration features on your particular Windows machine and hypervisor version.
- If your goal is a dependable Fedora desktop rather than testing F46 development, use a stable Fedora release instead of Rawhide.
