Choose Ads Manager or a quicker promotion flow
Meta Ads Manager is the more customizable route for creating and managing campaigns across Meta’s advertising surfaces. Meta Business Suite can be used to quickly create an ad or boost existing content, while Meta’s help checklist directs advertisers to Ads Manager for advanced campaign creation. Meta’s Business Suite and Ads Manager guidance can help you choose the path that fits your needs; available controls may vary by account and campaign.

| Meta Ads Manager | Campaigns that need more setup controls, tracking, or ongoing management | Requires making more campaign-level decisions |
Prepare before creating the campaign
Make sure you can access the relevant Facebook Page and ad account. If the account requests a payment method, follow the billing instructions shown in your current account. Decide on one concrete business outcome before you start; examples include increasing awareness, driving visits, collecting leads, promoting an app, or generating sales. These are goal examples, not a promise that every account will show identical objective labels.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsCreate the campaign and match its objective to your goal
- Open Meta Ads Manager and select Create.
- Review the campaign objectives currently available in your account and choose the one that best aligns with the outcome you defined. Meta Blueprint’s campaign learning collection covers choosing an objective, audiences, budget and schedule, placements, creative, and tracking.
- If the setup offers Advantage+ or manual options, compare the available control and automation in your account before proceeding. The choices and eligibility can differ by campaign type.
Choose based on the business result you need—not because an objective sounds popular. An objective guides how a campaign is set up and optimized, so a mismatch can make the results less useful for judging whether the campaign met its goal.

Set audience, budget, schedule, and placements
At the campaign and ad set stages, configure who may see the ad, how much you are willing to spend, when it should run, and where it can appear. Meta’s beginner training covers these setup decisions. Set a budget you can afford to spend while learning; there is no single beginner budget established here that works across objectives, locations, and businesses.
Choose an audience you can explain
Define the people relevant to the offer using the audience controls available in your account. Keep the intended customer and campaign goal in mind, and avoid narrowing the audience without a business reason. Review the estimated audience and any targeting options shown before publishing.
Choose placements deliberately
Placements determine where eligible ads can appear. Meta’s Reels guidance describes placement selection at the ad set level, with Advantage+ placements or manual selection as options. In that Reels-specific context, Meta recommends selecting six or more placements when choosing manually; this is a recommendation for that flow, not a universal requirement. Meta’s Reels ad guidance explains the placement considerations.
Set a workable budget and schedule
Choose a spend level and run period that fit your business’s risk tolerance and the time needed to learn from delivery. Check the budget type and schedule displayed in the account. Do not assume a particular daily amount will generate a specified number of clicks, leads, or sales.
Build the ad for its placement
At the ad level, choose the Page or account identity, add the creative and text, confirm the destination, and preview the ad in its intended placements. Check that the offer, message, and landing page agree, and that important details remain visible in each preview. Meta Blueprint’s creative lessons cover ad customization.
If you use Reels placements
For Reels, Meta recommends vertical 9:16 video, suitable audio, and keeping key messages within the safe zone so they are not obscured by interface elements. Adapt the asset to the placement and review the preview rather than assuming a format made for another placement will carry over cleanly. Meta’s stated guidance is: “Reels ads with key messages in the safe zone, quality audio and vertical video see better results.”
Rank #3
Meta reports that 79% of people surveyed said they purchased a product or service after watching Reels; the cited page does not state the survey year. Meta also reports 2x higher delivery to the Reels placement and 34.5% lower cost per result for campaigns that included 9:16 video ads with audio and key messages in the safe zone. The 34.5% figure is attributed to a global meta-analysis of 15 split tests of Reels-only campaigns comparing still images with qualifying 9:16 video, in e-commerce, retail, and consumer packaged goods; Meta says the result outperformed with 99.9% confidence. The source does not state the publication year for that result card. These are Meta-reported findings for their stated conditions, not forecasts for an individual campaign. See Meta’s Reels guidance and reported results.
Meta separately describes 15 A/B tests conducted from May 2022 through April 2023 in Germany, Spain, Indonesia, the UK, and the US. In that test setup, adding partner-enabled native Reels creative drove an average 5% lower cost per result and 11% higher conversion rate. Those test results describe that study’s setup, not an expected outcome for every advertiser. Meta’s Reels page names Canva, Videoleap, and Adobe Express among Meta Business Partners, but that does not establish endorsement for every advertiser.

Additional requirements for certain US issue ads
For ads about elections, politics, or social issues in the United States, Meta’s February 2026 guidance requires authorization and a “paid for by” disclaimer. Meta says certain AI-created or altered ads in these categories also require disclosure, and that these ads are stored in the Ad Library for seven years. Check the current Meta authorization and disclaimer guidance for the applicable category and account steps.
Check the current AI-transparency interface
Meta’s AI transparency article, updated June 1, 2026, describes a rollout of a unified “About this ad” destination and labels for images or videos created or significantly edited with Meta’s own generative AI tools, alongside broader transparency for ads shaped by third-party AI tools. Because the feature is rolling out, check current disclosure requirements and the interface available to you. Meta’s AI ad transparency update describes the rollout.

Publish, monitor, and make measured changes
After submitting the campaign, check Ads Manager for its delivery status and the results that correspond to your objective. A campaign aimed at leads should be judged using lead-related outcomes, for example, rather than impressions alone. Meta Blueprint includes learning on campaign management and tracking: Meta’s campaign learning collection.
- Review delivery and objective-relevant results over the schedule you set.
- When you make an adjustment, change one meaningful element at a time where practical so you can interpret what happened.
- Treat the result as evidence about this campaign and its conditions, not proof that the same change will work for another audience, offer, or business.
Meta says “Why am I seeing this ad?” explains how activity on and off Meta technologies may inform the machine-learning systems that shape and deliver ads. Its September 17, 2026 update says the feature is live on Facebook Reels. Meta’s explanation of ad relevance and delivery provides more detail.
