Downloading model weights alone does not make an assistant private or offline: model updates, cloud APIs, telemetry, backups, and an exposed local server can all create other data paths.
What “local” does—and does not—mean
Local inference can avoid sending prompts to a remote inference API. Hugging Face describes privacy as one benefit of running models locally. But the privacy outcome depends on the whole application: where it retrieves documents, stores conversation history, sends crash reports, and routes tool requests.

Draw the data path before choosing a model. Include the user interface, inference runtime, model files, retrieval and embedding components, logs, telemetry, backups, and any external APIs. For each component, record what data it handles and whether it stays on the device or leaves it.

- Model files: A first download or later update requires a network connection unless you arrange a separate offline transfer.
- Prompts and retrieved content: Check whether the app sends them to cloud services, managed hosting, or third-party tools.
- Operational data: Review logs, crash reports, telemetry, and backups; they can contain sensitive content even when inference is local.
- Assistant capabilities: File access and tool use create additional paths for data to move or actions to occur.
OpenAI’s help article on its gpt-oss models says OpenAI does not receive data sent to a self-hosted model unless users explicitly share it or use a managed hosting partner. That statement is specific to OpenAI’s model and hosting context; it is not a guarantee about other local stacks.

Choose a model and runtime for the task
Start with a bounded use case
Decide what the assistant must do—such as search private notes, help with code, or summarize documents—before selecting hardware. Check the exact model card for its license, usage policy, supported languages and modalities, context limits, and compatible runtimes. “Open-weight” does not identify one license or one set of usage terms.
For example, OpenAI describes gpt-oss as Apache 2.0 licensed and also subject to its usage policy. Treat that as information about that model family, not a rule for every model with downloadable weights. Review the license and policy for the specific model you intend to deploy.
Pick a local inference route
Hugging Face documents a model-page workflow for supported local applications. For a developer-controlled route, its llama.cpp integration documentation describes local C/C++ inference using GGUF model files, with command-line and server workflows. The model architecture and target machine determine which route is suitable.

| Route | What the documentation establishes | What to evaluate for your project |
|---|---|---|
| Supported local application | Hugging Face documents a workflow for launching supported models in local applications. | Confirm that the particular model is supported and that the app’s data handling meets your requirements. |
| llama.cpp developer setup | Hugging Face documents GGUF-based local inference, quantization, memory mapping, command-line use, and a server interface. | Confirm architecture compatibility, hardware fit, and the additional work needed to secure and operate the runtime. |
The documentation does not establish a universal performance winner or a minimum hardware specification for all models and workloads. Compare candidate models on the task and machine you will actually use rather than assuming that every open-weight model will run well on a laptop.
What hardware do you need to run an LLM locally?
There is no single minimum specification that applies across models, quantizations, context lengths, and workloads. Model size and runtime compatibility matter, and Hugging Face identifies hardware as a constraint on inference speed. Estimate the demands for your chosen model and intended workload, then test on the target machine before committing to a deployment.
Quantized GGUF files can reduce the memory required compared with higher-precision weights, while llama.cpp also supports memory mapping. Those capabilities do not establish a particular speed or output-quality improvement for your use case. Compare candidate settings against your real task: memory use, responsiveness, and answer quality can all matter, and the trade-off depends on the model and machine.

Download and load model artifacts safely
Treat model repositories and runtime dependencies as software supply-chain inputs. Hugging Face’s Transformers security policy recommends Safetensors when available. If a Transformers model requires trust_remote_code=True, inspect the repository’s modeling files before enabling it and pin the revision or commit you reviewed. Pinning prevents a later repository update from silently changing the code your application executes.

- Prefer Safetensors where the model and runtime support it.
- Review custom modeling code before allowing it to run; do not treat a model download as passive data if loading it can execute repository code.
- Inventory runtime packages and model assets, and define how you will review and apply updates.
Keep the local API and assistant capabilities within the intended boundary
If you use a local server, verify its bind address, CORS origins, authentication, and any reverse-proxy configuration. The llama.cpp server README documents localhost as the default and describes deployment-specific configuration for local-network and public access. A service intended only for the same machine should not be exposed to a wider network by accident.
Before enabling file access or tools, decide which directories and actions the assistant actually needs. Restrict permissions to that scope, and account for the network paths those tools can use. A locally running model with broad file access or an exposed API can still create serious privacy and security risks.

Verify whether the assistant is private—and whether it works offline
“Private” and “offline” are separate properties. A local model may process prompts on-device while the application still contacts a remote service for another feature. An app may also need network access to download or update its model even if inference itself is local.
- Trace each data type. Identify where prompts, retrieved documents, embeddings, logs, crash reports, telemetry, and backups are stored or sent.
- Inspect network dependencies. Check whether the application calls cloud APIs, managed hosting, update services, or external tools during the features you plan to use.
- Review server exposure. Confirm the bind address, CORS rules, authentication, and reverse-proxy behavior against the users who should be able to reach the service.
- Test the intended operating mode. After model setup, disconnect the network and exercise the assistant’s core workflow. Note which features stop working and whether any data is queued for later transmission.
- Recheck after changes. Repeat the data-path and connectivity checks when you change the model, runtime, app, tools, or hosting arrangement.
This audit distinguishes an assistant that performs inference locally from one whose complete workflow remains local. It also reveals whether “offline” describes the whole application or only one part of it.

Make the deployment decision explicit
Self-hosting gives you control over where inference runs, but also makes you responsible for model selection, updates, server access, and the surrounding data path. Managed hosting may change who operates the infrastructure and how data is handled; terms and privacy behavior vary by provider. Compare those arrangements using your own requirements for operator access, data residency, maintenance, availability, and cost rather than assuming that either label guarantees a particular outcome.
The documentation cited here was checked on October 7, 2026; model cards, licenses, runtime support, and deployment guidance can change. Recheck the exact model and runtime documentation when you deploy.
