Changing the TTL at cutover does not shorten copies already in those caches. First compare the exact record required by your platform with authoritative and public DNS answers; then use the old TTL and the platform’s own status guidance to judge whether waiting is reasonable.
How an old TTL can delay activation
A DNS record’s TTL is the period, in seconds, that a cache may keep an answer before it should consult the source again. Editing the authoritative DNS zone changes what the zone publishes; it does not remotely erase older answers already held by recursive resolvers. A tenant platform that checks ownership, certificate validation, or routing may therefore see an old answer even after the DNS provider shows the new one.

For example, if a resolver fetched a record just before a change when its TTL was one day, that resolver could retain the old answer for nearly a day. Setting the new record’s TTL to a shorter value at cutover does not rewrite that cached copy. This illustrates the arithmetic, not a promise that every resolver will cache an answer for the entire interval.
Longer caching reduces repeated DNS lookups and can support resilience; shorter TTLs can make planned transitions easier once caches holding the previous TTL have aged out. The IETF notes that cached records cannot be remotely removed and that the TTL creates a transition delay: RFC 9199. There is no universally correct TTL or lead time for every tenant change.

Check the record before assuming it is propagation delay
- Get the platform’s exact DNS instructions. From the tenant’s activation or custom-domain screen, note the record name or hostname, type, required value or target, and requested TTL. Do not assume the ownership-verification record is also the traffic-routing record.
- Inspect the authoritative zone. At your DNS provider, check for a mistyped hostname, an incorrect root/apex entry such as
@, duplicate records, a wrong record type, or a value that differs from the platform’s instructions. Verify TXT, CNAME, A, or MX as specifically required; do not substitute one type for another. - Compare public DNS answers. Query the intended hostname using a public DNS lookup service or resolver, and compare the returned record with the platform’s exact expected value. If the authoritative zone is correct but recursive answers still show the old value, a cache delay is plausible. If public answers show the wrong value consistently, correct the record rather than simply waiting.
- Separate ownership, certificate, and routing states. Check whether the platform reports these as separate steps. A successful ownership check does not by itself prove that a routing record or certificate check is complete.
- Retry using the platform’s guidance. If the required public answers match but activation remains pending, wait for the prior TTL and the platform’s validation schedule, then retry or refresh status as instructed. Do not treat elapsed time alone as proof of propagation.
- Investigate platform-specific blockers. If DNS answers match and the status does not advance, check the platform’s documentation for issues such as a domain already associated with another tenant, an unapproved validation state, or a separate missing routing record.
Why verification and routing may need different records
Platforms can use one record to prove control of a domain and another to direct traffic. Follow the exact hostname, type, and value shown for each task. Microsoft examples illustrate the distinction but are not instructions for another fintech service:
- Microsoft Entra’s general tenant custom-domain process uses a TXT or MX record for ownership verification and specifies a 3600-second (60-minute) TTL for that procedure. Its page says verification may be instantaneous or take a few days, depending on the registrar; this is provider-specific guidance, not a universal DNS timetable. - For Azure App Service, Microsoft distinguishes root-domain A records, with supporting TXT verification, from subdomain CNAME records. Its troubleshooting guide says that a long previous TTL or a slow DNS provider can mean propagation takes up to 48 hours worldwide. That estimate applies to this App Service guidance, not every tenant platform. See Azure App Service custom-domain troubleshooting.
- Microsoft Entra External ID describes TXT or MX ownership verification separately from a CNAME used to route a custom URL to Azure Front Door. That architecture is specific to the documented service; see Microsoft’s External ID custom URL guidance.
How long to wait—and what can extend it
DNS standards do not set a universal wait after a record change that guarantees tenant activation. The remaining lifetime of previously cached answers, resolver behavior, authoritative DNS availability, record type, DNS provider, and the platform’s own validation schedule all affect timing.

Use the old TTL as a clue, not a deadline. A resolver that obtained an old answer shortly before the change may keep it until that answer’s remaining TTL expires. Microsoft Entra says its verification may be immediate or take a few days and recommends waiting at least an hour in common troubleshooting; Azure App Service gives its separate estimate of up to 48 hours worldwide when the old TTL was long or the provider is slow. Neither statement guarantees timing for another service.
There is also an exception to ordinary expiry behavior. Under RFC 8767, a resolver implementing serve-stale behavior may use expired data when it cannot refresh the record authoritatively. The RFC recommends a 604800-second (seven-day) cap for TTL values in its amended definition; that is not a claim that all resolvers keep expired records for seven days. Stale-data retention is separately configurable.

Prepare a future DNS cutover
- Use the tenant platform’s instructions to identify every record involved in ownership, certificate validation, and routing.
- If a faster transition matters, lower the relevant TTL well before the planned change and allow caches holding the former TTL to age out. Choose the lead time using the currently published TTL and platform guidance; lowering it at the moment of cutover cannot shorten existing cached answers.
- Make the change, then check both the authoritative zone and public DNS answers against the platform’s expected values.
- Keep a rollback path and confirm the platform’s status before considering activation complete.
The IETF’s operational guidance explains the trade-off between caching and planned changes in RFC 9199; it does not prescribe a single TTL or cutover lead time for every zone.

If the record values returned publicly match the platform’s instructions, look beyond propagation. Confirm that you are checking the right tenant and domain, review any separate certificate or routing status, and consult the platform’s error details. Microsoft Entra warns that a custom domain may already be verified in another directory or tenant. Azure Front Door documents validation states such as Pending and Approved, and notes that a prior TXT TTL can affect revalidation; those examples apply only to those services.
