To stop apps from using your camera in Windows 11, open Start > Settings > Privacy & security > Camera and turn Camera access off. This is the broadest switch Windows provides for app camera access. It is not a complete lockdown, though. Desktop programs are governed by a separate category switch, Windows Hello can still use the camera for sign-in, and some laptops have physical shutters or key switches that work outside Windows entirely. The steps below cover each layer and what breaks when you turn it off.
Turn off camera access for all apps
Microsoft’s Camera privacy page splits app access into two categories: Microsoft Store apps and desktop apps. A global block therefore needs both categories addressed. Follow these steps in order.

- Open Start > Settings > Privacy & security > Camera. Microsoft documents this path in its guidance on Windows camera, microphone, and privacy.
- Turn Camera access off. Microsoft describes this as the setting that controls whether users on the device can allow apps to access the camera. Turning it off blocks Microsoft Store apps and prevents the individual app list from granting access.
- Scroll to Let desktop apps access your camera and turn it off. This is the category-wide switch for desktop programs such as browsers and video-call software.
- Close any open apps that were using the camera, then test in a camera app to confirm the block took effect.
If the Camera access toggle is greyed out, an administrator has likely locked it through policy. Microsoft’s guidance on managing app permissions for a camera in Windows notes this, and a standard user cannot override it. On a work or school device, the IT administrator is the person who can change it.

| Setting | Applies to | Can you set it per app? | Effect when off |
|---|---|---|---|
| Camera access | All app access controlled by Windows, including Microsoft Store apps | No, it is one master switch | Blocks camera access for apps through Windows permissions |
| Let apps access your camera | Microsoft Store apps | Only as a group switch, with individual app toggles listed beneath it | Stops Store apps from using the camera, whatever their individual toggles say |
| Individual Store app toggles | Each Store app listed on the page | Yes | Blocks only that listed Store app |
| Let desktop apps access your camera | Desktop apps, such as browsers and Microsoft Teams | No, Microsoft says desktop apps cannot be changed one at a time on this page | Stops desktop apps from using the camera, but Microsoft notes some may still access it |
Microsoft states in its Windows camera, microphone, and privacy guidance that desktop apps may not always appear in the app list and “might still be able to access your camera or microphone even when these settings are turned off.” A second Microsoft page, Manage app permissions for a camera in Windows, adds that camera privacy settings for desktop apps cannot be changed at an individual app level. Treat the desktop switch as a category control, and do not assume it guarantees a block on every program.
Allow some apps and block others
If you want the camera available to a few trusted apps, keep the broad controls on and work through the list instead.

- Leave Camera access on.
- Leave Let apps access your camera on, then turn the individual toggles off for any Store app you want to block.
- For desktop apps, leave Let desktop apps access your camera on if you need browsers or call software to work. You cannot allow one desktop app and block another from this page.
Use this approach when the goal is to control Store apps selectively. It does not provide a per-app block for desktop programs. Those need either the category switch or a change made in the app’s own settings, where available.

- Windows Hello: Microsoft states that if Windows Hello is turned on, it “will use your camera to sign you in even if the setting that allows apps to access your camera is turned off.” If you want the camera fully unavailable, you must turn off Windows Hello face sign-in as well, and you will then sign in another way.
- Hardware controls: Some devices have a camera key, a side switch, or a built-in sliding shutter. Microsoft’s Camera doesn’t work in Windows guidance describes these as device-specific hardware features. They do not appear as Windows app permissions, so toggling Windows settings will not change them.
- Optional lens cover: A physical webcam cover is a separate option for people who want a visible block. It does not change app permissions, and whether it fits depends on your laptop’s camera placement and nearby sensors.
When turning off camera access breaks something
Browsers such as Microsoft Edge and video-call apps such as Microsoft Teams are desktop apps. If you turn off Let desktop apps access your camera, they may stop receiving video. That is the expected result, not a fault. Re-enable the switch to restore access.
If a camera stops working and you did not mean to change anything, Microsoft’s troubleshooting guidance recommends this sequence:

- Check Settings > Privacy & security > Camera and confirm that Camera access and the relevant app switch are both on.
- If only one app fails, open the camera in a different app. If the camera works elsewhere, the problem is specific to that app’s permissions or settings.
- If Camera access is greyed out, an administrator controls it. Ask your IT administrator to change the policy rather than trying to edit the setting locally.
The Camera doesn’t work in Windows page covers further steps if the camera still does not respond after these checks.
