Put an access decision in front of every production-facing developer tool, then authorize each person or service only for the specific resources and actions they need. First remove unnecessary public routes; for tools that must remain reachable, combine identity checks, strong authentication, narrowly scoped permissions, monitoring, and tested recovery paths. A VPN or internal IP address can be one network boundary, but neither proves that a user should be allowed to administer production.
Start by finding every path into production
Build an inventory of interfaces that can change production state, reach sensitive data or secrets, or administer infrastructure. Do not limit the review to web pages: include the APIs and command-line endpoints behind them, automation identities, and emergency or break-glass access paths.

- Deployment consoles and CI/CD control planes
- Source-control administration panels and repository settings
- Cloud dashboards, infrastructure-management interfaces, and operations tools
- Feature-flag consoles and production configuration services
- Service APIs, CLI endpoints, bots, runners, and other non-human identities
- Any separate administrative endpoint or emergency account that can bypass the normal route
For each entry, record its owner, hosting location, public and private routes, identity source, permitted users and actions, and the logs it produces. This inventory defines what must be protected and helps expose forgotten interfaces or alternate paths that would otherwise evade a control.

Disable unused interfaces and public listeners, and restrict network reachability to the people and systems that need it. CISA’s Binding Operational Directive 23-02 requires covered Federal Civilian Executive Branch agencies to remove identified networked management interfaces from internet exposure or protect them with Zero Trust capabilities enforced separately from the interface. The directive is binding on those agencies, not every private organization; CISA also recommends that other stakeholders review the guidance. CISA’s BOD 23-02 alert, June 13, 2023.

If a tool must be reachable, place an independently enforced access layer in front of it, such as an application proxy, gateway, or suitable private-access service. The enforcement layer should make the access decision before traffic reaches the management interface. A VPN or allowed IP range can reduce exposure, but do not treat network location by itself as authorization.
NIST’s cloud-native Zero Trust model describes moving emphasis away from trust based primarily on network parameters such as IP addresses, subnets, or perimeters and toward identity and granular application-level policy. It identifies gateways, proxies, and application identity infrastructure as possible building blocks in cloud-native and multi-cloud environments; this does not make network segmentation useless or prescribe one universal topology. NIST SP 800-207A.
Make identity, authentication, and permissions separate checks
Use a centralized identity provider where it fits the organization, but do not mistake a successful sign-in for permission to use every internal tool. Evaluate who is signing in, what resource they are requesting, and what action they want to perform. OWASP’s Zero Trust guidance describes role-sensitive decisions, least privilege, device checks, and just-in-time access as useful design considerations. OWASP Zero Trust Architecture Cheat Sheet.

Require strong authentication for sensitive access
Require multi-factor authentication (MFA) for production-facing tools, with phishing-resistant methods favored for privileged access. OWASP identifies FIDO2 hardware security keys as a highly phishing-resistant option. A key verifies an authentication factor; it does not define which production resources or actions its holder is authorized to use. Check identity-provider compatibility and plan for enrollment, recovery, revocation, and replacement before relying on a particular authenticator. OWASP Zero Trust Architecture Cheat Sheet; CISA #StopRansomware Guide.
Separate routine work from administration
Use ordinary accounts for day-to-day work and distinct privileged accounts for security or production administration. Limit privileged accounts to designated people or roles. NIST SP 800-171 Rev. 3 control 03.01.06 calls for restricting privileged accounts to organization-defined personnel or roles and requiring privileged users to use non-privileged accounts for non-security functions or information. This is a strong pattern, not a universal compliance obligation: the publication applies within its relevant scope. NIST SP 800-171 Rev. 3.
Authorize specific resources and actions
Give a person access to the tools, environments, and operations needed for their role—not blanket access to every production system because they belong to an engineering group. Scope policy to both the resource and the action: permission to view a deployment should not automatically confer permission to approve or execute it. Apply least privilege to service identities too, limiting their credentials and permissions to their actual purpose. OWASP’s authorization guidance recommends least privilege and warns that accumulated permissions can create “privilege creep”; it also recommends reviewing current permissions against the intended design. Use temporary elevation where the system supports it
For work that requires extra authority, prefer a task-based or just-in-time grant over a permanent administrator role. Define who may request or approve elevation, which tools and actions it covers, and when it expires. Revoke the grant when the task is complete. Periodically compare current access with job responsibilities and remove stale grants; the sources do not establish one review interval that suits every organization. OWASP Zero Trust Architecture Cheat Sheet; OWASP Authorization Cheat Sheet.

Secure the emergency route, monitor its use, and review what happened afterward. CISA’s hardening guidance discusses local accounts for emergencies and post-use password changes, but that procedure is not a universal fit; organizations should align emergency-account handling with their systems and obligations. CISA Enhanced Visibility and Hardening Guidance for Communications Infrastructure.
Decide which access context belongs in policy
Where the identity or access system supports it, consider managed-device status, device health, authentication strength, or session risk when deciding whether to grant access. OWASP’s Zero Trust guidance includes device registration and health checks; NIST’s model centers identity and application-level policy. These are design inputs, not a substitute for authorization, and should not create an undocumented exception path for users or devices that fail a check. OWASP Zero Trust Architecture Cheat Sheet; NIST SP 800-207A.

Keep an audit trail that can support a response
Record access and administrative activity across the identity layer, enforcement point, and tool. Useful events include who accessed what, when, and from where; authentication and authorization decisions; changes to permissions; and production actions performed by administrators. CISA describes logging as recording system activity, including “who accessed what, when, and from where,” and recommends centralizing logs, monitoring for high-risk events, and protecting logs against deletion or unauthorized reading. CISA Use Logging on Business Systems; CISA Enhanced Visibility and Hardening Guidance for Communications Infrastructure.
Set retention according to organizational policy and applicable legal or contractual obligations; the cited guidance does not establish one retention period for every organization. Logging supplies evidence for detection and investigation, but does not itself prevent unauthorized access. Restrict who can read or alter the logs, and alert on events your team can act on, such as unexpected privilege changes or suspicious sign-ins.
Choose an access design that fits the environment
There is no single network pattern prescribed for every organization. CISA’s modern network-access guidance discusses Zero Trust, secure service edge (SSE), and secure access service edge (SASE), and warns that misconfigured remote-access approaches can create business risk. Select and layer controls based on your identity system, hosting environment, threat model, availability needs, and operational capacity. | Control layer | What it contributes | What to verify |
|---|---|---|
| Private networking or segmentation | Reduces which network paths can reach an interface. | Unused and public routes are closed; permitted network location is not treated as proof of user authorization. |
| Application proxy, gateway, or ZTNA access layer | Can enforce an access decision separately from the management interface. | Identity integration, application-level policy granularity, device checks if needed, log export, availability, deployment fit, and operational complexity. |
| Identity and MFA | Establishes who is signing in and strengthens authentication. | Privileged access requires suitable MFA; enrollment, recovery, and revocation work; successful sign-in does not grant broad permissions. |
| Tool-level authorization | Limits the resources and actions available to each identity. | Roles reflect actual duties, service identities are scoped, and access can be reviewed and removed. |
| Centralized logging and monitoring | Provides evidence across sign-in, policy decisions, and tool actions. | Source coverage, protected access, retention policy, alerting, and export or integrity controls meet operational needs. |
These are evaluation dimensions, not a product ranking. A gateway cannot compensate for overbroad permissions inside a tool, and a strong identity check cannot protect an interface left open through an untracked alternate route.
Validate the controls and their failure paths
After rollout—and whenever the access design changes—test the full path rather than just checking that a login screen appears. Use an authorized test identity and a deliberately unauthorized one, and inspect the resulting events in the central logs.
- Try to reach each tool from outside its intended network path and confirm that unused public routes are not reachable.
- Sign in as a user without a grant and confirm that both the interface and its APIs deny access to protected resources and actions.
- Where device checks are part of policy, test from an untrusted or noncompliant device and confirm there is no silent bypass.
- Grant temporary access, verify its scope and expiry, then confirm it is revoked when the task ends.
- Exercise the emergency path under the organization’s procedure; confirm its use is visible and can be reviewed afterward.
- Perform a simulated administrative action and verify that the identity, decision, action, and relevant context appear in protected logs and trigger the intended alert when applicable.
Document the expected allow and deny outcomes, owners, and recovery steps so future changes can be checked against the same policy rather than relying on assumptions.
