These are separate fixes: the startup setting applies to future launches; the shortcut and History are manual recovery options for tabs Chrome still lists.
Turn startup restoration back on
- Open Chrome on your computer and select More (the three-dot menu).
- Select Settings, then On startup.
- Choose Continue where you left off.
Google says this setting tells Chrome to reopen the same pages that were open when you quit. It affects subsequent launches; it does not itself reopen a session that has already disappeared. See Google’s instructions for setting the homepage and startup page on a computer.

Reopen tabs or a window that has already closed
If you have already closed Chrome or a window and want to recover its tabs, try these manual options. The steps below come from Chrome Community discussions, so they are suggestions rather than guaranteed recovery methods.
Use the keyboard shortcut
Press Ctrl+Shift+T to try reopening the most recently closed tab or window. Repeat the shortcut to work through earlier closures that Chrome still makes available. On a Mac, the cited community guidance does not specify a shortcut, so these instructions should not be assumed to apply.

Check Recently closed in History
Open Chrome’s History menu and look for a Recently closed tab or window entry. Select an entry if it appears. Community replies also suggest checking that you are in the Chrome profile where the tabs were open. If Chrome does not offer the missing session
Turning Continue where you left off on does not establish that Chrome can reconstruct a session it no longer exposes. A community reply says a “Restore tabs” prompt is associated with Chrome detecting an unexpected end, and suggests checking History and the profile. Treat that as troubleshooting advice, not a definitive rule about when recovery is possible. If the tabs are absent from the shortcut and History options, the cited guidance does not establish another guaranteed way to restore them.

Platform and administrator limits
Google’s startup-setting instructions apply to Chrome on a computer; they do not provide mobile recovery steps. Google also notes that on a Chromebook managed by a work or school administrator, startup or homepage settings may be controlled by that administrator. If the setting is unavailable, contact the administrator rather than assuming the menu is broken.
