You can make OBS launch and attempt to resume streaming after a Windows reboot, but a startup shortcut alone cannot guarantee that the same YouTube broadcast continues. Configure both Windows/OBS and the YouTube event, allow for the network to come back online, and test the exact event setup before relying on it.
What needs to be configured
There are two separate parts: Windows must start the encoder and have it send video, and YouTube must be configured to accept the encoder feed and start the event as intended. A reboot can also bring the PC back before the router or internet connection is ready. Plan for that delay rather than treating automatic OBS startup as proof the broadcast resumed.

Set up the YouTube broadcast

In YouTube Studio, open Live Control Room and create or schedule an encoder stream. Follow YouTube’s encoder setup guide to obtain the stream URL and key and configure them in OBS. Keep the key private.

Open the event’s stream settings and check Auto-start and Auto-stop. YouTube says these settings allow the encoder to start or stop streaming: Manage live stream settings. Check the actual event you plan to use; do not assume a scheduled event or copied settings have the options configured as needed.

Before a planned broadcast, connect OBS and wait for the Live Control Room preview to show the incoming feed. Use the event’s controls as appropriate to begin the broadcast. YouTube’s documented workflow covers connecting the encoder, previewing the feed, and going live.
Make OBS start after Windows signs in
A community answer in the OBS Project forums describes adding --startstreaming to an OBS shortcut and placing that shortcut in the Windows Startup folder. This is community guidance, not a guarantee or a universal instruction for every OBS version: OBS forum thread, March 21, 2024.

First confirm that the installed OBS version accepts the launch argument you intend to use. Test it by launching OBS with that argument while logged in and checking whether it starts streaming to the intended event.

Put the tested shortcut in the Windows Startup folder for the Windows account that will run OBS. This approach runs after that account signs in; it does not by itself establish that OBS will start before sign-in or work unattended on a locked-down machine.

Check that the PC’s OBS scene or media source is ready to play the prerecorded video, and that the correct YouTube stream URL and key are configured. A successful application launch is not the same as a successful YouTube ingest.
Account for internet startup and retry behavior
After a power interruption, Windows or OBS may start before the router has restored internet access. The OBS forum discussion warns that a one-shot startup can fail in this situation; it also notes that OBS auto-reconnect may not help if the initial connection never succeeded.

Add a startup delay, or use a task or script that checks for network access and retries or restarts OBS after connectivity returns.

Do not treat one successful reboot test as proof that every outage will recover. Router delays, sign-in requirements, and the behavior of the installed OBS version can change the result.

Test whether the same YouTube event continues
Run a controlled reboot test using the actual event configuration, preferably with a private or unlisted event. Confirm that OBS starts, the prerecorded video is playing, YouTube receives the feed, and the event behaves as you need. YouTube’s documentation explains encoder connection and Auto-start/Auto-stop, but does not establish a universal guarantee that a reboot resumes the same broadcast event or preserves the same archive.
YouTube says streams under 12 hours are automatically archived in its encoder live-stream guide. That archive rule is not a promise that an interrupted stream will continue as the same event after a reboot.
Hardware option: stream without keeping a PC in the path
YouTube’s encoder guide lists the AJA HELO Plus and describes its PlayToStream feature as allowing prerecorded media to be scheduled and streamed directly to YouTube Live without a computer. Check the manufacturer’s current feature details and price before choosing hardware; the cited YouTube documentation does not establish comparative reliability or cost.
