Ask for existing records—such as policies, contracts, retention rules, access logs, and reports—for a defined period. Whether raw plate and location data can be released depends on the jurisdiction, the type of record, and applicable exemptions.
Find the agency that holds the records
Start with the city police department if it operates the cameras, but do not assume it is the only custodian. A county or state agency may fund, oversee, or share the system; partner agencies may have separate access records; and contracts or other documents may be held by a procurement office. A vendor name, such as Flock, can help identify the system, but the request should go to the public-records contact designated by the agency that holds the records.

Search agency websites for “public records,” “records request,” “FOIA,” “ALPR,” and “automated license plate reader.” Use the agency’s stated portal or form where available. California agencies’ publicly posted usage and privacy policies can help identify relevant terminology. In Washington, the Attorney General’s ALPR registry links to agency policies; the Attorney General’s Office says it updates the registry periodically and has not independently verified agency certifications, so confirm details with the agency.

Choose records before asking for data
A request for “all records about surveillance” may be difficult to search and could prompt a request for clarification. Name the system or vendor if known, specify the date range and geographic scope, and ask for existing records rather than asking the agency to answer questions or create a new analysis. Electronic copies are often practical to request; ask the agency to notify you before fees exceed an amount you set, if its process permits.

These categories differ in sensitivity and in how likely a particular law or exemption is to affect disclosure. The table is a guide to what to ask for, not a prediction that a record will be released.

Use a focused request template
Adapt the bracketed details, use the agency’s form if required, and replace the generic legal reference with the applicable state or local law when known.

- Contracts, amendments, renewals, data-sharing agreements, and procurement records for the system.
- Retention and deletion schedules, including records describing routine purging of ALPR data.
- Audit logs or audit reports showing access, searches, exports, downloads, and sharing during [date range], to the extent disclosable.

Expect different treatment for raw data, logs, and policies
California
California DOJ’s 2023 ALPR guidance says law-enforcement agencies responding to a Public Records Act request or litigation process seeking ALPR information should consider applicable privileges and exemptions based on the request. It does not promise that a particular record category will be released. California law also requires a written usage and privacy policy to be publicly available and conspicuously posted. Operators that access ALPR information or provide access must maintain access records that include the date and time, query elements, user and affiliated organization where applicable, and purpose.
A practical first California request can seek the written policy and records describing access, sharing, retention, and audit procedures before seeking individualized plate records. Ask the agency to identify the legal basis for any withholding and to consider releasing redacted or segregable portions. The result depends on the request and applicable law; these are California-specific rules, not a nationwide disclosure standard.

Washington
Washington Chapter 10.130 RCW took effect March 30, 2026. It excludes ALPR data from disclosure under the Washington Public Records Act, with an exception for bona fide research that does not include individually identifiable information. A Washington request should distinguish raw ALPR data from policies, procurement, registration, audit, and reporting records; the distinction does not mean those other records must be disclosed.
For covered ALPR data, the chapter generally sets a maximum retention period of 21 days, subject to statutory exceptions. That limit is not the retention period for every related record. Access audit-trail data must be kept for two years. The logs include the accessing user, date and time, query elements, stated purpose, case or service number, camera location, and information about exports, downloads, or sharing. Unique identifiers in audit-trail data must be partially redacted in public disclosure. Agencies must conduct internal audits at least annually to assess access, use, retention, purging, and sharing compliance.
Washington public-agency annual reports are scheduled to begin December 1, 2027. The reports include counts of certain outcomes, preservation requests and disclosure orders, and sharing or access by other governmental entities. A request for these reports should account for the applicable reporting period and the date they are scheduled to begin.

Follow up carefully if records are withheld
- Ask the agency to identify the specific statute or exemption supporting each withholding or redaction and to release reasonably segregable non-exempt portions.
- If raw plate data is denied, consider whether a separate, narrower request for policies, procurement documents, audit procedures, or public reports would answer another part of your question.
- For data that may be time-limited, make the request promptly and specify dates. Records may already have been purged under applicable retention rules.
- Check the relevant state’s administrative appeal or review process and deadlines. There is no single nationwide deadline or remedy established here.
