To request records about an automated license plate reader (ALPR) program, identify the agency likely to hold them, use its published records-request channel, and ask for specific existing documents within a defined date range. The policies, retention rules, and disclosure exemptions depend on the jurisdiction and record type: federal FOIA applies to federal agencies, while state and local agencies follow their own public-records laws.
Start with records the agency has already published
Before filing, check the police department or sheriff’s website, the city or county clerk, procurement pages, and any transparency portal. Look for ALPR policies, contracts, retention schedules, reports, and instructions for submitting records requests. FOIA.gov also advises federal requesters to check whether records are already available online.

Use the request channel named by the agency. Address a federal FOIA request to the federal agency or component likely to hold the records. For a state or local agency, follow its own instructions and the public-records law that applies there; federal FOIA does not cover state and local governments. FOIA.gov’s guide to making a FOIA request explains the federal process.

Describe records, rather than asking the agency to answer questions or conduct an analysis. Federal FOIA guidance says: “The request simply must be in writing and reasonably describe the records you seek.” Federal agencies generally do not have to create a new record, analyze data, or answer questions. State and local requirements may differ.

Give the agency a date range, identify the relevant unit or system when known, and request electronic copies if that format is suitable. Possible existing records include:
- Current ALPR policies, operating procedures, and public-facing privacy policies.
- Contracts, purchase orders, renewals, and vendor statements of work.
- Data-sharing agreements, memoranda of understanding, or records identifying partner agencies.
- Retention schedules and deletion or preservation policies.
- Aggregate scan, alert, hit, or usage reports, if maintained and releasable.
- Audit or access logs for a specified period, if maintained and releasable.
- Training, audit, or oversight records concerning system use.
- Records about camera locations or deployment decisions, recognizing that security or other exemptions may apply.
- For a particular incident, narrowly identified records tied to a date, location, or case identifier.
A City of Palo Alto public-records request sought access logs, an ALPR policy, scan summaries, and data-sharing information. It is an example of possible categories, not a promise that another agency has those records or will release them: Palo Alto ALPR information and its published PRA request and response.
Submit a focused request
- Find the records instructions. On the likely agency’s website, look for its public-records, open-records, or FOIA page and note the named custodian, request channel, required information, fees, and appeal process.
- Set the scope. Pick a reasonable date range and list the record categories you want. If the request could cover a large volume, separate categories or time periods where practical.
- Submit through the stated channel. Use the agency’s portal, email address, or other specified method. Keep a copy of the request and any confirmation or tracking number.
- Set a fee limit if allowed. Ask the agency to contact you before fees exceed an amount you choose, but only if that wording is permitted by the applicable rules.
- Review the response and act on any withholding. If records are withheld in whole or part, ask for the legal basis and any releasable portions. Use the review or appeal procedure and deadline that apply under that jurisdiction’s law.
Processing times and fee rules vary by agency and jurisdiction, so check the applicable procedure rather than assuming a particular response deadline.

Example wording to adapt
Under the applicable public-records law, I request electronic copies of existing records concerning [agency]’s automated license plate reader (ALPR/LPR) program for [date range]: (1) current policies and procedures; (2) contracts, purchase orders, and renewals; (3) data-sharing agreements; (4) retention and deletion schedules; and (5) existing aggregate usage or audit reports. I am not asking the agency to create a new record or answer questions. Please provide records electronically where readily available. If any portion is withheld, please identify the legal basis and release reasonably segregable portions. If permitted by applicable rules, please contact me before incurring fees above [amount].
Replace the general legal reference with the law named in the agency’s instructions when known, and adjust terminology to match that agency’s system. The sample is not legal advice and does not guarantee disclosure. FOIA.gov says there is no mandatory federal form; state and local rules may require different information.

Whether a record can be disclosed, and how long it is kept, depends on the jurisdiction, record type, and agency practice. Administrative records such as policies or contracts may be more practical targets than identifiable plate reads, but their release is not guaranteed.

The City of Palo Alto says its ALPR data is automatically purged after 30 days unless a record is identified as relevant to a specific criminal investigation. That is Palo Alto’s stated practice, not a national retention rule; the page does not state a year for that figure. See Palo Alto’s ALPR page.
Illinois State Police state that their ALPR system data and historical ALPR system data are not subject to disclosure under Illinois FOIA, and that reads and associated metadata are maintained for 90 days. Those statements describe the agency’s position and practice for its system, not a rule for other jurisdictions; the transparency page does not state a year for the figure. See the Illinois State Police ALPR transparency page.
Rules can change. The Municipal Research and Services Center of Washington reports that Washington SB 6002 took effect March 30, 2026, specifying ALPR retention periods and limits on sharing. For a Washington request, consult the current law and the agency’s current records schedule rather than relying on a summary: MRSC’s law-enforcement records retention overview. For other states, the NCSL state-statutes overview can be a starting point; check the controlling statute, agency policy, records schedule, and current request instructions.
Quick Recap
Frequently searched versions of this request
- “How do I file a FOIA request for Flock cameras?” Use the agency’s terminology and records channel; a vendor name does not establish that the agency uses that system or that the data is disclosable.
- “Can I request license plate reader data from my local police department?” You can submit a request under the applicable local law, but access to identifiable plate-level data is not assured.
- “Can I get a list of agencies that share access to ALPR data?” Ask for existing data-sharing agreements or records identifying partner agencies, if maintained and releasable.
