To request or challenge an automated license plate reader (ALPR) record about your vehicle, first identify the agency or operator that may hold it, then check that organization’s current policy for its records custodian, request process, retention schedule, and review procedures. Send a written request identifying your plate, state, and relevant dates, and specify which records you want. If you believe a record is inaccurate or was misused, ask the custodian which correction, complaint, or oversight process applies.
The examples below focus on California public agencies. Access and correction rights vary by jurisdiction, operator, and record type. A public-records request may not disclose an individual vehicle’s scan history, and requesting a DMV registration record is not the same as requesting camera observations.

What an ALPR record may contain
An ALPR system photographs a license plate and uses optical character recognition to convert the plate image into characters. Depending on the system, a stored record may also include a vehicle image, the observation’s date and time, and the camera’s location. California’s Bureau of Automotive Repair (BAR) and the City of Santa Monica describe these kinds of fields in their respective policies or system explanations.
Do not assume every operator stores the same information. Ask the agency to identify the fields and record types its system actually retains. Related records may include access or disclosure logs, but whether those exist or can be released depends on the system and applicable rules.

Identify the likely record holder
Start with the public body whose cameras or system may have observed the vehicle. Depending on where and when the vehicle was driven, that could be a city or county police agency, a state agency, or a parking or transportation agency. Search the organization’s website for “automated license plate reader,” “automated license plate recognition,” “ALPR,” and “LPR.”
If a private vendor operates the system, determine which public agency controls the records or can access them. The reviewed California sources do not establish that a vendor must respond directly to an individual’s request in every situation. Direct your request to the appropriate agency unless its policy specifies another route.
California law provides a useful policy starting point: the Attorney General’s 2023 ALPR guidance and announcement describe SB 34’s requirement that public agencies have a written ALPR usage and privacy policy. That requirement does not establish that every agency offers a personal-data portal or complies with the requirement. Read the current policy for the system you are asking about.

Choose the request route that matches the record
| What you want | Where to start | Important distinction |
|---|---|---|
| ALPR observations, images, or related agency records | The public agency’s Public Records Act request process, if the agency is in California | A request is not a guarantee that individual scan history will be disclosed. Exemptions, privileges, retention, and the record’s nature may affect the response. |
| Access to or amendment of personal information held in an agency system | The agency’s privacy, disclosure, or amendment contact, if it has one | Procedures are agency-specific. California CDTFA publishes privacy contacts and an amendment route for information in its own systems; that process is not a general ALPR procedure. |
| Your California DMV driver or vehicle-registration record | California DMV’s own-record process; form INF 1125 applies to certain requests | DMV records are not camera detections, routes, or ALPR scan histories. DMV also says confidential information such as a residence address is not public. |
The federal Driver’s Privacy Protection Act concerns personal information in motor vehicle records. It does not turn a DMV registration request into an ALPR search.
Prepare and send a focused request
- Read the current policy. Find the named custodian, request address or portal, collection purposes, retention schedule, sharing rules, and any privacy contact. For example, BAR’s policy identifies its custodian and describes permitted uses and sharing for its own system; those terms are not a statewide rule.
- Identify the vehicle and time period. Include the plate number and issuing state, and add the vehicle description if it helps distinguish the record. Give the narrowest useful date range and any relevant location. Do not include sensitive details that are not needed to locate the records.
- Name the records you seek. You might ask for ALPR detections associated with the plate during the date range, related images and location/time fields, access or disclosure logs, or records documenting a particular use or sharing. Request only categories relevant to your concern.
- Ask about retention. Request the applicable retention schedule and ask whether responsive records have already been deleted. A record may no longer exist under the operator’s retention policy; the request cannot guarantee that a past observation remains available.
- Use the agency’s stated channel. For California public-agency records, submit through that agency’s Public Records Act process. If you seek access to or amendment of personal information, check whether a separate privacy or disclosure office handles that kind of request.
Sample wording:
Please search for ALPR records associated with California plate [plate number] for [date range]. I request any responsive observation records, including available plate or vehicle images and associated date, time, and location fields. Please also identify the retention schedule applicable to these records and whether responsive records have been deleted. If this request should be directed to another custodian or handled through a separate privacy or amendment process, please let me know the appropriate contact and procedure.
Adapt the wording to the actual agency and the records you need. A narrowly described request can help the custodian identify what to search for, but it does not establish that a record exists or that it must be disclosed.

Understand what a response can—and cannot—tell you
California’s Public Records Act provides a route to request records from public agencies, but disclosure depends on the record, applicable exemptions or privileges, and the circumstances. A California Supreme Court opinion involving a CPRA request for ALPR policies and records concerning use and retention illustrates that ALPR records can arise in complex public-records disputes; it does not establish that an individual is entitled to a personal scan history. California DOJ guidance likewise directs agencies to consider applicable privileges and exemptions.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesIf the agency denies the request or provides only part of the material, ask for the specific exemption or other basis, whether reasonably segregable records can be released, and the applicable appeal or administrative-review procedure. Keep the response and note any stated deadlines. The process and available review options depend on the jurisdiction and agency.
Do not assume you can obtain another person’s scan data, compel disclosure of your own scan history, or require deletion. The available California sources do not establish a general right to obtain or delete ALPR data from every public agency or private vendor.

Challenge a suspected error or misuse
If you think a record is wrong—for example, the plate was misread—or that information was used or shared improperly, write to the custodian. Identify the record or date, explain the specific concern, and request the agency’s applicable correction, review, complaint, or oversight process. Ask how the agency records the outcome and whether it can preserve the material while the concern is reviewed, if that is relevant.
There is no single correction right established here for every ALPR record or agency. California CDTFA’s amendment procedure is an example of an agency-specific process for information in its own systems, not authority for changing ALPR records held elsewhere. If the matter has significant legal or personal consequences, consider getting advice from a qualified professional in the relevant jurisdiction.

Check the actual system’s retention and sharing rules
Retention and sharing terms differ by policy. BAR’s policy, effective April 28, 2026, states: “ALPR information will be collected only for the purposes of evaluating Smog Check Program effectiveness, research, regulation development and implementation, and emissions inventory.” That purpose statement applies to BAR’s program, not to police or other ALPR systems. BAR also says its information follows its file-retention policy and describes specific sharing exceptions, including authorized law-enforcement purposes and certain public agencies under confidentiality agreements.

Santa Monica describes its own controls and says it does not share ALPR information with other California agencies without a formal request. These are local examples, not universal sharing or retention rules. Use the current policy for the system that may hold your record rather than relying on another agency’s terms.
Historical oversight findings can help explain why policy details matter, but they do not determine what a particular agency currently holds. In its 2019-118 audit report, published in 2020, the California State Auditor reported that a majority of California law-enforcement agencies collected and used ALPR images and identified shortcomings among audited agencies in policy clarity, access oversight, and data destruction. The finding is qualitative; it should not be read as a specific percentage or a statement about every agency today.
