How to Find Out Whether Police Use Automated License Plate Readers in Your Area

Search the Electronic Frontier Foundation’s Atlas of Surveillance for your city, county, state, or local law-enforcement agency, then confirm any lead with current police records or the agency itself. An Atlas entry is a starting point, not proof of current deployment; no entry does not prove that local police have no cameras or access to ALPR data.

What automated license plate readers do

Automated license plate readers (ALPRs) use high-speed cameras to capture images of vehicle plates and convert them into searchable vehicle-location data stored in centralized databases, according to the Electronic Frontier Foundation (EFF). To find out whether police use the technology, check both for cameras physically operated in your area and for an agency’s ability to search data collected by a vendor or another agency.

Search the Atlas, then verify the lead

  1. Search the EFF Atlas of Surveillance. Enter a city, county, state, police or sheriff’s agency, or vendor, and filter for “Automated License Plate Readers.” The Atlas documents law-enforcement technology in U.S. communities using open-source research and datasets from public and nonprofit sources. Open any linked records or reporting and note their dates; the Atlas is not a real-time installation registry. See the Atlas and how it works.
  2. Check official local records. Search the police or sheriff department website, city or county procurement portal, council agendas and minutes, budgets, and surveillance-technology reports. Try terms such as “automated license plate reader,” “ALPR,” “license plate recognition,” “Flock Safety,” and the agency’s name. Look for equipment counts, locations or maps, vendor and contract dates, written policies, retention, data sharing, and audit practices.
  3. Ask the records custodian if details are missing or stale. Email the police department or sheriff’s office, or use its public-records portal. EFF’s June 2026 explainer search result recommends these routes for asking whether an agency has Flock ALPRs; the applicable disclosure process depends on local and state law. Ask for current contracts and amendments, policies or orders, camera counts and general locations, retention and deletion rules, data-sharing agreements or settings, and usage or audit records. Ask whether the agency operates its own cameras, subscribes to a vendor-hosted network, or can search data contributed by other agencies.
  4. Check neighboring and specialized agencies. City police are not the only possible operators. County sheriffs, state police, university or transit police, and neighboring jurisdictions may run systems or share access. Compare the dates on contracts, reports, maps, and public statements because equipment and policies can change.

What to ask the agency

  • Does the department currently own or operate ALPR cameras, or can it access ALPR data through another agency or vendor?
  • Which vendor or system is used, how many cameras are active, and when was the contract last renewed?
  • What written policy or special order governs use, including permitted purposes and approval requirements?
  • How long are records retained, when are they deleted, and what rules govern sharing with local, state, or federal agencies?
  • Are searches logged and audited? Are summary audit results or annual reports public?
  • Which contracts, amendments, purchase orders, grant records, training materials, and surveillance reports document the program?

Records access varies with state and local law. Do not assume that plate-level records or audit logs will be released; an agency may be able to provide policies, contracts, counts, or summaries even when some operational records are withheld.

How to interpret what you find

Keep three claims distinct: an agency has cameras; an agency can search a vendor or shared network; or cameras operated by another agency are physically located in the jurisdiction. One does not automatically establish the others. Attribute every device count, policy, and trial to the dated document that supports it.

For example, Boston’s official 2024 surveillance-technology report says its police department began an approximately 90-day trial of about 45 Flock ALPR cameras on April 1, 2025, and references a special order for the trial. That report documents a dated trial, not necessarily Boston’s current camera count or present-day deployment.

EFF’s ALPR explainer reports that Flock Safety cameras are used by more than 5,000 police departments in 49 states. This is an EFF-reported figure, not an independently audited count or evidence that any particular nearby agency uses the system. The same explainer relays a Flock Safety company statement that “Local agencies add/remove license plates from the NCIC list.” Treat that as the company’s statement, not as an independently established description of every agency’s practices.

If searches and records requests do not confirm use, report that the available sources did not confirm it. A missing Atlas entry or an unanswered request is not proof that no system exists.
