If your Samsung Galaxy asks for a “network unlock” or “SIM network unlock PIN” after you insert another provider’s SIM, contact the carrier or retailer that originally supplied the phone. Samsung says unlock requirements vary by carrier and are not set by Samsung. First check whether the message is actually a SIM-card PIN prompt: that protects the SIM itself and requires help from the SIM provider, not a handset unlock.
Identify what is locked
The wording on screen matters. A SIM-card PIN protects the SIM; a network or carrier lock restricts which provider’s service the handset can use. Samsung UK distinguishes the two and advises getting a SIM PIN or PUK from the SIM provider rather than guessing codes. Repeated incorrect entries can make the SIM require its PUK. For a handset network unlock, Samsung directs customers to the original service provider or retailer.

- “Enter SIM PIN” or “Enter PUK”: The SIM itself is locked. Contact the provider that issued it for the correct code.
- “Network unlock” or “SIM network unlock PIN”: The phone is likely restricted to its original provider. Ask that provider or the original retailer to unlock it.
- “No service” without an unlock prompt: This alone does not establish that the phone is locked. Possible causes include a carrier restriction, SIM settings, incorrect settings or outdated software, or incompatibility with the new carrier’s frequencies.
Samsung’s guidance is clear that the manufacturer is not the authority for carrier eligibility: Samsung US: Move your Galaxy phone to a different service carrier.
How to request an unlock
- Find the original provider or seller. Check purchase records, your account, or the seller’s paperwork. Samsung recommends contacting the carrier before deactivating the old service and activating with a new carrier.
- Ask about eligibility for your exact device and account. Confirm whether the phone is paid off, whether the account is in good standing, and whether an activation or service period applies. Ask whether the device has any lost, stolen, or fraud flag. Requirements vary by provider, country, device, and account type.
- Submit the request through the provider’s official channel. If it requests the IMEI, provide it only through a verified carrier or retailer channel. On some Galaxy versions, the IMEI is under Settings > About phone > Status > IMEI Information; menu names can vary by model and region. Samsung Gulf outlines the request and troubleshooting steps in its network-lock guidance.
- Follow the carrier’s instructions. Some older or region-specific devices display a code prompt after a different provider’s SIM is inserted. Other eligible phones may unlock remotely or automatically. Do not assume every Galaxy uses the same method.
- Test with the new provider. Restart the phone with an active SIM from the destination carrier, or configure its eSIM as that carrier directs. Samsung recommends using the new SIM and restarting to verify the unlock.
Check the carrier’s rules, not a generic waiting period
Unlock policies depend on provider, plan, purchase date, and device eligibility. The following are US carrier examples, not rules for every Samsung phone or for other countries. Check the current policy for your account before relying on any timing or eligibility detail.

What the FCC’s 60-day notice does—and does not—mean
FCC 24-77 was a 2024 notice proposing that mobile wireless providers unlock handsets 60 days after activation, subject to a fraud exception. A proposal is not proof of an enacted universal 60-day requirement, so it does not establish that every Samsung phone must unlock after 60 days. Check the applicable provider policy and any current rules for your location. Read FCC 24-77.

If the phone still will not connect
An unlock and network compatibility are separate questions. If the new SIM or eSIM does not work, verify that the carrier completed the unlock and activated the service, then check compatibility for the exact Galaxy model and destination network. Ask the destination provider whether the phone supports its frequencies and the features you need, such as VoLTE, Wi-Fi calling, and 5G. An unlocked handset is not automatically compatible with every carrier or feature.

If the original carrier will not unlock this phone
First ask the provider which specific eligibility condition is not met and whether you can appeal or resolve it. If the phone remains ineligible, your practical options are to keep using it with its current provider, find a compatible destination provider if the device can be unlocked, or replace it with a factory-unlocked phone. Samsung says Galaxy phones bought directly from Samsung.com in the US are factory unlocked; confirm the exact model, market, warranty, and seller before buying.
