Do not touch or move the animal, and do not present a suspected disease or species identification as confirmed. Reporting routes differ by jurisdiction and by whether the concern is an invasive species, illness, injury, dangerous-animal incident, or routine sighting.
1. Make the scene safe
Observe from a distance. Do not approach for a better photograph, touch, feed, capture, transport, or dispose of the animal. Keep children and pets away. If it is sick or injured, wait for instructions from a wildlife professional before moving it. Rules and precautions can vary by species and location, so follow the relevant local authority’s guidance.

For a concise reminder in its own jurisdiction, NSW Health’s factsheet, updated 31 July 2026, says: “If you see sick or dead animals: Avoid, Record, Report.” NSW Health: Be careful around wildlife.
2. Record what you observed
Make a simple factual record while details are fresh. A phone can be useful for noting the time and location or taking a picture, but no special equipment is required.

- When: date and time.
- Where: a precise location, GPS pin if available, or the nearest road, landmark, or property location.
- What: visible features and behavior, using plain language; say if you cannot identify the species.
- How many: count the animals, and note whether they were alive, injured, sick-looking, or dead.
- Evidence: if it is safe, take a few clear photos or a short video from a distance, with enough surroundings to show context. Keep the original files rather than editing them in ways that could change relevant details.
Photos can help authorities assess a report, but an image alone does not establish a species identification or diagnosis. In California, the Department of Fish and Wildlife says a familiar object in the image can help with scale: “Including something of commonly known size in the photo is helpful for comparison (for example, a coin, eyeglasses, or a camera lens cover).” Follow that advice only when adding the object does not require approaching or disturbing the animal. California Department of Fish and Wildlife: Report invasive species.
3. Choose the reporting route for the place and incident
Start with the official government wildlife, conservation, environment, agriculture or biosecurity, or animal-health site for the location where you saw the animal. Match the report to the issue rather than sending every sighting to a general wildlife inbox.

- Suspected invasive or non-native species: use the local invasive-species reporting route.
- Possible disease or unusual deaths: use the government animal-health or wildlife-disease route, and follow any current emergency advisory.
- Obvious injury or orphaning: contact the local wildlife rescue or the authority specified for animal welfare in that area.
- Danger, suspected poisoning, pollution, or poaching: use the relevant emergency, environment, or law-enforcement route for the jurisdiction.
- Routine notable sighting: check whether the official agency has a specific species-observation portal or form.
For example, California’s Department of Fish and Wildlife lists separate reporting routes for invasive species, wildlife incidents, dead fish or wildlife, and selected species sightings. Its invasive-species page also distinguishes animal and marine-plant reports from certain plant, terrestrial-invertebrate, and plant-disease reports, which may go to the state agriculture department. Confirm the current route on the agency’s live page: CDFW invasive-species reporting.
In Australia, the Department of Agriculture, Fisheries and Forestry directs reports of suspected H5 bird flu to its 24-hour Emergency Animal Disease Hotline at 1800 675 888. Its instructions include keeping distance, recording time, location, description, and the number affected, and taking images only if safe. This is an Australian animal-disease route, not a general wildlife hotline: Australian Department of Agriculture, Fisheries and Forestry: Avian influenza.

New South Wales guidance makes a similar distinction: suspected emergency animal disease has a separate route from rescue or routine welfare concerns; obvious injury or orphaning should go to local rescue, council, or a veterinarian, while suspected poisoning has a separate Environment Line. Check the current instructions before calling: NSW Health wildlife safety factsheet.
Other local agencies illustrate why details matter. British Columbia advises people not to handle sick, injured, or dead wildlife and not to move or touch sick or injured animals without professional instructions: Government of British Columbia wildlife health. Washington’s Wildlife Incident Reporting system recommends a photo, geotagged location, and contact method, and offers distinct forms including wildlife infectious-disease reporting: Washington Department of Fish and Wildlife reporting. Hawaii’s aquatic invasive-species reporting advice requests date, time, location, organism description, a photo if possible, contact details, landmarks, and GPS coordinates: Hawaii Invasive Species Council reporting.

4. Write the report without turning suspicion into fact
Describe what you saw and distinguish it from what you think it might mean. For example: “I saw three birds unable to fly near [place] at [time]. I could not identify the species.” If relevant, add that one appeared unable to stand or that you observed several dead animals. Avoid saying a named disease is present unless an authority has confirmed it.

Official forms commonly ask for descriptions and evidence; authorities assess reports rather than relying on a witness’s diagnosis. A photo can support that assessment, but it should not be presented as proof by itself.

5. Share publicly only when it helps
If others need to know, link to an official advisory or reporting page and label unconfirmed information as unconfirmed. Do not name a disease, attribute a cause, or predict effects on a population without confirmation. When a matter is urgent, report it through the appropriate official channel instead of relying on a social post to reach responders.
WOAH and INTERPOL publish guidance on misinformation and disinformation during animal-health emergencies. That guidance is broad, not a substitute for local reporting instructions: WOAH and INTERPOL: Communication guidelines for animal health emergencies.
What to check before choosing between official contacts
If more than one route seems plausible, compare the actual scope and instructions on the agencies’ pages:
Recommended Free Tools
- Does the contact cover the species and location?
- Does it handle disease or invasive-species reports, or is it for rescue and routine welfare?
- Is it intended for urgent reports, and what are its operating hours?
- Does it accept an online form, a phone call, or both?
- Does it request coordinates, photos, animal counts, or contact details?
Do not assume one agency’s number or portal works everywhere, or infer how quickly a report will be handled: response times and outcomes are not comparable across the routes described here. Whether reporting is legally required, and what to do with a particular carcass, depend on the place, species, and current incident instructions.
