Save the complete public listing URL and screenshots first, then report the suspected trade to the wildlife-enforcement authority in the country or countries involved. Do not contact or confront the seller, attempt an undercover purchase, or treat a suspicious post as proof of a crime. Wildlife trade can be legal or illegal depending on the species, permits, jurisdictions and transaction details that investigators must verify.
Act in this order
- Stay safe. Do not meet a seller, handle an animal or enter private property to gather evidence. If an in-person incident is happening, keep your distance.
- Preserve what is public. Copy the full listing URL and take screenshots before the post changes or disappears.
- Record context. Note the date and time, platform, displayed seller or profile name, listing text, claimed species or product, stated location and any other visible transaction details.
- Send the report to the right authority. Contact the national wildlife-enforcement or police agency where the suspected trade is occurring. In the United States, use the U.S. Fish and Wildlife Service (USFWS) online tip route or call 1-844-FWS-TIPS (1-844-397-8477). A separate Coalition to End Wildlife Trafficking Online form can review eligible online listings, but it does not replace a law-enforcement report.
Preserve the listing before reporting it
Copy the complete URL
Use the browser’s address bar and copy the entire public address, including the path after the domain. A shortened share link, search-result link or seller’s username alone may not let investigators locate the exact item. If the platform uses a separate URL for the seller profile and the individual listing, save both.

Take screenshots that show context
Capture the listing as it appears, including the product or animal images, title, description, price or claimed exchange terms, seller name, profile identifier, stated location and any visible date or availability information. Take additional screenshots showing the page address or platform name when possible. Do not edit the originals or add annotations over the text; if you need to mark an area for your own notes, keep an unedited copy as well.
If the page is long, take overlapping images so that no sentence, image or identifying field is omitted. A screenshot that shows only a cropped animal photograph is much less useful than one that connects the photograph to the account, description and offer. Preserve the files at their original resolution, and note if the platform displays content differently after you sign in.

Record when and where you saw it
Write down the date and time you viewed the post and the country, state or city stated in the listing. Include the platform and the seller’s displayed name exactly as shown. If the listing says that the animal, specimen, shipment or buyer is elsewhere, record each location rather than guessing which jurisdiction controls.
Save the wording of any delivery, pickup or cross-border statement. Even apparently casual phrases about a courier, airport, port or hand-off can help an authority understand where the transaction may occur. Do not convert a time displayed by the platform into another time zone without recording the original time as shown.
Save material only when it is safe and lawful
Publicly visible photographs or video may help an authority understand the listing, but do not follow a seller, trespass, open packages, handle wildlife or arrange a meeting to obtain more evidence. USFWS guidance emphasizes personal safety and says to take photos or video only if doing so is safe.
Describe why the post looks suspicious without declaring a crime
A listing can look alarming and still be lawful, for example when a seller has permits or when a species is legal to trade in that jurisdiction. Conversely, a legal-looking description may conceal an unlawful transaction. Your job is to provide observations; the receiving authority determines whether a law was broken.
- Quote or accurately summarize the seller’s own wording.
- Identify the species or product only as the listing identifies it unless you are certain; say “claimed to be” when the identification is the seller’s claim.
- Explain the specific concern: an offer to ship across borders, a stated collection location, a live animal offered without apparent documentation, or wording that suggests protected specimens.
- Separate what you saw from what you infer. “The post offers three turtle eggs for shipment” is an observation; “the seller is trafficking wildlife” is a conclusion for investigators to assess.
Do not add speculation about the seller’s identity, criminal history or motives. A concise factual account is easier for an investigator to verify. If you are unsure whether an item is a bone, shell, plant, egg or manufactured replica, describe its appearance and repeat the seller’s label instead of making a species determination.

Think of these routes as serving different purposes. A national agency can assess evidence under local law and coordinate an investigation. The Coalition’s role is to review eligible listings with company partners, which may address a listing under partner policies. The two routes can be used together, but a platform-focused submission should not be treated as confirmation that a criminal investigation has started.
Reporting in the United States
For a suspected U.S.-connected wildlife sale, USFWS provides an online tip option and the FWS TIPs telephone line: 1-844-FWS-TIPS (1-844-397-8477). Include the public URL, screenshots and the date, place and circumstances you observed. If the listing involves another country as well, say so clearly rather than treating it as a domestic-only matter.

USFWS public material describes a case in which information helped officers recover 120 illegally collected turtle eggs. That page, updated September 21, 2026, also describes a $1,500 reward paid in that single case while the tipster remained anonymous. It is an illustration of one outcome, not a normal amount or a promise that every report receives money.
Reporting outside the United States or across borders
Start with the country where the trade is taking place
CITES advises members of the public to contact the relevant national law-enforcement agency in the country or countries where the trade is occurring. A sale may involve several places: the seller’s residence, a collection site, a shipping origin, the destination and the buyer’s location. List each one that the post states or that you can document.
There is no single worldwide public reporting channel that replaces national authorities. Wildlife rules and public contacts vary by country, and the correct office may depend on whether the matter concerns a live animal, a specimen, an import or export, or a domestic sale.
If you cannot identify the seller’s country, do not delay while trying to solve the jurisdiction yourself. Submit the available URL, account details and location clues to the authority connected to your own country or to the place named in the post, and explain that the location is uncertain. Officials can redirect information when another agency is better placed to act.

CITES is the international framework governing trade in many listed species, but its Secretariat states: “The CITES Secretariat is not a law enforcement authority and does not conduct investigations.” Send the initial report to the competent national agency. CITES may help channel information when the Secretariat is the most suitable recipient, particularly in a cross-border context.
Use the Coalition form only where it accepts reports
The Coalition to End Wildlife Trafficking Online accepts reports of suspected illegal wildlife products and says it reviews relevant listings with company partners. Its current form states that reports from Europe are not accepted. TRAFFIC directs people who encounter suspected illegal wildlife trade online to this form. If you use it, also notify the relevant national authority when you suspect a crime.
Prepare a report investigators can use
Organize the material in a short, chronological account. Put the most identifying information first, and distinguish direct observations from explanations.

- Listing: complete public URL, platform and seller or profile name.
- Timing: date and time you viewed it, including your time zone if relevant.
- Location: every location stated for the seller, animal, specimen, shipment or buyer.
- Subject: the claimed species, number of animals or items, photographs and description.
- Transaction: asking price, delivery or pickup language, payment instructions and any stated dates.
- Reason for concern: a factual explanation of the feature that appears inconsistent with lawful trade.
- Attachments: unedited screenshots and safely obtained photographs or video.
- Your contact choice: whether you want to provide contact information or ask whether an anonymous report is available.

Safe way to contact me, if any:Keep the original files and a private copy of your notes. Do not send extra personal information that is unrelated to the report. If a form limits file size, submit the clearest screenshots first and explain that additional originals are available; do not reduce an image so heavily that text or account details disappear.
Protect yourself and consider anonymity
Do not confront or investigate undercover
Do not message a seller to test whether the offer is genuine, negotiate a purchase, pose as a buyer, arrange a meeting or encourage a shipment. Such contact can expose you to danger, destroy evidence or interfere with an official investigation. If the activity is occurring in person, USFWS advises keeping a safe distance and prioritizing personal safety.
Report anonymously when that is your priority
USFWS says a person may remain anonymous when reporting. Check the specific form or ask the receiving special agent what information is required before disclosing your identity. An anonymous report should still contain the URL, screenshots, timing and location details that allow the authority to assess it.
Anonymity is a choice to discuss with the receiving agency, not a promise that every channel handles personal data identically. Avoid placing your home address, workplace, phone number or unrelated identifying documents in screenshots. If you do provide contact details, state the safest method and times for follow-up.

USFWS advises discussing the possibility of a reward with the special agent receiving the information. Do not promise yourself or anyone else that a payment will be made. The $1,500 amount described in the turtle-egg case is a single reported outcome, not a standard schedule.
What not to do after submitting a tip
- Do not publish the seller’s personal information or encourage online harassment.
- Do not repeatedly contact the seller or keep probing a private group after making a report.
- Do not delete the original screenshots, URLs or notes while the post may still be relevant.
- Do not assume that a platform removing a post proves that authorities opened a case.
- Do not send the same material indiscriminately to every organization; identify the jurisdiction and purpose of each route.
If a reporting system gives you a confirmation number or contact address, store it with your evidence. If an investigator asks follow-up questions, answer only what you know and label anything uncertain as uncertain. Do not post the confirmation number publicly or use it to pressure an agency for case details.

Common situations and the safest response
The post has no stated location
Save the URL, profile details, wording and timestamps anyway. Report the listing to the national authority connected to your own jurisdiction if that is the only reasonable starting point, and explain that the location is unknown. The authority may be able to identify the relevant country from the account or platform information.
The seller claims the animal is captive-bred or permitted
Record the claim and any permit number or document shown. Do not attempt to authenticate the paperwork yourself or accuse the seller of forging it. Tell the authority exactly what was displayed so officials can check it.

The offer involves a shipment across borders
Record origin, destination, carrier or hand-off language and every species or product named. Submit the same factual account to the relevant national agencies on each side when their jurisdictions are identifiable. CITES-related questions do not turn the Secretariat into an investigative police service; national enforcement remains the primary route.
The listing disappears
Report it anyway with the full URL, screenshots, date and time, seller name and any saved profile link. State that the page is no longer visible. An investigator can decide whether the archived information is useful.
You see an in-person exchange or immediate danger
Do not approach, follow or record from an unsafe position. Move away and contact local emergency or police services when there is an immediate threat or crime in progress. Wildlife-tip channels are not a substitute for urgent personal-safety assistance.
Why a suspicious listing is not automatically illegal
Online wildlife crime includes activity on public websites, marketplaces, social networks, chat applications, peer-to-peer networks, email and the dark web. CITES notes that online wildlife sales may be legal or illegal. A photograph, a species name or an offer to sell therefore cannot establish illegality by itself. Species protection, permits, origin, transport rules and the locations of the parties all matter. Reporting preserves a lead while leaving the legal determination to the competent authority.
That uncertainty is not a reason to ignore a troubling post. It is a reason to report precisely. Authorities can compare the claimed species with protected-species rules, check permits and shipment records, and determine which country’s law applies. Your report is most useful when it preserves the original public evidence without overstating what it proves.

- Full public listing URL copied exactly.
- Unedited screenshots saved, including seller identity and listing context.
- Date, time, platform and every stated location recorded.
- Claimed species or product described without turning a claim into a fact.
- Reason for concern explained in neutral, specific language.
