How to Report a Website Hosting Stolen or Leaked Content

Report the exact page or file to the site and, when appropriate, its host. Use a separate search-engine request for delisting, and choose a distinct route for personal information or DNS abuse.

Report the specific page or file to the website owner and, when appropriate, its hosting provider; separately report search results to each search engine where you want them removed. The right route depends on what was exposed: copyright infringement, personal information, non-consensual intimate imagery, and DNS abuse are different complaints. Removing a search result does not necessarily remove the content from the website.

First, identify what kind of content is involved

Choose the reporting route based on the problem, rather than treating every unauthorized post as a copyright complaint.

  • Copyrighted work copied without permission: Contact the site and its hosting provider. In the United States, a qualifying copyright complaint may use the provider’s DMCA process.
  • Personal information exposed: Use the relevant platform’s personal-information removal process where available, and contact the site or host about removing the source copy.
  • Non-consensual intimate imagery or a child-safety concern: Follow the dedicated platform or law-enforcement reporting route. Do not attach or circulate sensitive imagery through a general complaint form. Google’s general reporting guidance warns against uploading screenshots of child sexual abuse imagery and says to contact police immediately if a child may be in danger.
  • DNS abuse: A registrar or registry may be relevant for qualifying DNS abuse, but that is not a general route for copyright takedowns or removal of website content.

When ownership, authorization, fair use, privacy rights, intimate imagery, or local law is disputed, avoid making categorical legal claims. The U.S. Copyright Office notes that photo-removal situations can also involve state privacy, publicity, or revenge-porn laws and recommends discussing options with a licensed attorney.

What to save before you report

Collect the details that let a reviewer find the exact material and understand your claim. Google’s legal reporting form asks for specific content URLs and an explanation of what is allegedly unlawful; a homepage address alone is not enough.

#1 Best Overall
  • The exact URL of each page, image, or file at issue—not just the site’s homepage.
  • The original work’s URL or a clear identification of it, if the complaint is about copyright.
  • A concise explanation identifying what was copied or exposed and why you are entitled to report it.
  • Your name and contact details, plus the required signature or authorization for a copyright notice.
  • A dated record of the relevant page or evidence, kept only as needed and where it is safe and lawful to do so.

Limit distribution of sensitive material. Google says qualifying copyright notices may be shared with the Lumen Database, and its reporting process includes privacy disclosures. Review the form’s terms before submitting contact details; if a complaint could expose your home address or sensitive identity information, consider whether a representative or lawyer should file it.

Report copyright infringement to the site and host

Start with the website’s contact, legal, or copyright page. If the site does not respond or its process directs you elsewhere, identify the provider that hosts the content and use its applicable complaint process. In the United States, Section 512 of the Copyright Act provides a framework under which covered hosting and search/linking providers designate DMCA agents and respond expeditiously to valid notices as part of the safe-harbor system. That framework does not promise immediate removal or removal by every service. See the U.S. Copyright Office’s Section 512 resources.

Cloudflare’s published DMCA guidance calls for a signature, identification of the copyrighted work, identification and location of the allegedly infringing material, and the reporter’s contact details. Use exact URLs and explain which work you own or are authorized to represent. Do not claim rights you do not have. Providers may request additional information, and their forms differ; see Cloudflare’s complaint types.

Report results separately to search engines

If the material appears in Google Search or another search product, submit a separate request to that service. Google can restrict access to content in its own products, but says the material may remain elsewhere on the web; contact the source site as well. A delisting request complements a host complaint—it does not remove the original page or file. Google also instructs users to file a separate notice for each relevant Google product when the content appears in multiple products. Start at Google’s legal reporting page and select the product and legal reason that fit your situation.

Google’s copyright FAQ reports an average processing time of approximately six hours for Search removal requests submitted through its web form. That is an average, not a deadline or service-level guarantee; an individual request can take longer depending on delivery method, language, and completeness. The page was accessed in 2026, and does not state a publication year for this figure. See Google’s Search copyright removal FAQs.

Use the personal-information route for exposed data

For eligible personal information in Google Search, use Google’s personal-content removal form. It asks for the specific affected URLs and contextual details, and public-interest considerations may affect whether content is removed. This process concerns eligible content in Google Search; it does not itself take the source material off the website. Contact the site or relevant host separately if source removal is needed.

Know what an intermediary can—and cannot—do

A site may use separate companies for hosting, a content delivery network (CDN), security, and domain registration. A provider’s involvement does not prove it stores or controls the content. Cloudflare says its response depends on whether a site uses its pass-through CDN or security services, registrar service, or a service that actually hosts the material. If it is acting as a pass-through intermediary, report the issue there if appropriate, but also seek the responsible host. Its abuse-reporting guidance describes these distinctions.

ICANN’s process is narrower still: its guide concerns DNS abuse and contractual compliance involving registrars and registries, not the web host or a universal copyright complaint route. For a qualifying DNS-abuse concern, report to the registrar or registry first and allow reasonable time for investigation; ICANN’s guide explains when to escalate to it: Submitting DNS Abuse Complaints to ICANN.

If your first report gets no result

  1. Check that you reported the correct content URL and chose a route that matches the issue: copyright, personal information, intimate imagery, or DNS abuse.
  2. Review the provider’s response and form requirements. Supply missing details or correct inaccurate information; for copyright, confirm that you own the work or are authorized to act for its owner.
  3. If the source remains online and appears in search, pursue both the source-site or host route and a separate search-engine request where applicable.
  4. For DNS abuse within ICANN’s stated scope, approach the registrar or registry first; use ICANN’s process only for issues covered by its contractual remit.
  5. If the dispute turns on rights, authorization, privacy, intimate imagery, or applicable country law, seek advice from a licensed lawyer rather than overstating what a report can establish.
