If a household tap stops working or water supply becomes irregular, first find out whether the problem is limited to one fixture, affects the whole home or building, or is happening across the neighborhood. Check the water provider’s outage notices, then report persistent or widespread problems through the provider’s local service channel. Use its urgent fault channel for a complete outage, a public burst or leak, or an immediate safety concern. The right contact and responsibility depend on your address.
First, work out how widespread the problem is
Try other taps, including both hot and cold where practical, and ask neighbors or other residents whether they have the same issue. If only one tap is affected, the cause may be at that fixture. If several taps, multiple units, or nearby homes are affected, a wider plumbing or supply interruption is more plausible. These are clues, not proof of who is responsible for the pipe or repair.

- One tap: Check the tap aerator screen and the private shutoff valve before assuming there is a utility outage.
- Several taps in one home: Check whether the main household shutoff is open and look for provider notices. If the problem persists, report it to the provider or seek help from the property owner or a qualified plumber, depending on where the fault appears to be.
- A whole building or nearby homes: Check the provider’s outage and planned-work notices, and report an unlisted interruption.
Check simple fixture and household causes
If only one tap has weak or no flow, remove and rinse its aerator screen if you can do so safely. A clogged screen can reduce flow. Also confirm that the home’s main shutoff valve is open. If cleaning does not help and the aerator is damaged, a replacement may be appropriate; check that it matches the tap’s model and thread.
A fault confined to one fixture or one part of a property may involve private plumbing rather than the public supply. Avoid invasive repairs if you are unsure who owns the affected pipe or you rent. In a multi-residential building, tell the landlord or superintendent; City of Toronto guidance specifically advises tenants in such buildings to report water problems to them (Toronto Water: No Water or Low Water Pressure).

Choose the right reporting route
| Situation | What to do |
|---|---|
| One tap is affected | Clean the aerator and check the shutoff. If the problem remains, contact the landlord or property manager if you rent, or arrange an appropriate plumbing inspection if the fault appears private. |
| Persistent low pressure or a supply change, without an immediate hazard | Check the utility’s outage or works page, then submit its routine service request or fault report. |
| Complete outage, public burst or leak, or immediate safety concern | Contact the provider through its local urgent fault channel. Do not rely on a routine online form for an urgent hazard. |
| Unresolved complaint | Use the provider’s complaint process first. If it remains unresolved, check which regulator, ombudsman, or consumer body covers your location and type of issue. |
Providers do not all use the same phone numbers, portals, opening hours, urgency categories, or response promises. For example, Western Australia’s Water Corporation distinguishes unlisted outages, bursts, damaged pipelines, and safety concerns from non-urgent pressure and supply-change advice (Water Corporation: Water supply issues). Use that only as an example of how a provider may separate urgent and routine reports; follow the instructions for the provider serving your address.

- The full service address and your contact details.
- When the problem began, and whether it is continuous or intermittent.
- Which taps are affected, and whether hot and cold flow differ.
- Whether other units or nearby homes have the same issue.
- Any visible leak, burst, nearby work, or other relevant change.
Ask for a service-request or complaint reference number. Keep a dated note of the contact, the name of the person you spoke with, and what they said; save related emails and letters. NSW government guidance recommends keeping records when pursuing a complaint (Service NSW: Complaints process).
Escalate through the body that handles your issue
If the provider does not resolve the problem, follow its formal complaint process and then check the escalation route for your area. The correct body depends on both location and complaint type. For eligible providers that are EWON members, Service NSW describes escalation to the Energy & Water Ombudsman NSW. In England and Wales, the Drinking Water Inspectorate accepts unresolved drinking-water quality complaints after the customer has contacted the water company; that route is for drinking-water quality, not every low-pressure or supply dispute (DWI: Complaining about water suppliers).

Local standards also should not be treated as universal. City of Toronto states that a measured flow below 7 L/min is below its acceptable limit during its particular residential low-pressure service test. That is a Toronto-specific threshold and procedure, not a general water-service standard (Toronto Water: No Water or Low Water Pressure).
