To report smoke, dust, industrial emissions, or a persistent outdoor odor in the United States, contact the environmental agency that regulates the location or suspected source—often a local air district, county or state environmental agency, or the U.S. Environmental Protection Agency (EPA). The right office depends on where the problem occurs and what may be causing it. If there is an immediate threat to people or the environment, use emergency channels instead of relying on an online complaint.

Who should you contact?

For a non-emergency concern, start with the local or state environmental agency or air district that serves the area. Some agencies handle particular sources or locations, and authority may sit with a state, county, municipality, tribal government, or regional district. Confirm which agency covers the place where the incident is occurring.

  • Local or regional air agency: A good first stop for neighborhood smoke, dust, or odor complaints where an air district serves the area.
  • State environmental agency: Check its complaint system if you are unsure which local office has jurisdiction. California’s complaint guidance notes that a complaint may be referred to the authority responsible for it: CalEPA Environmental Complaint System FAQs.
  • U.S. EPA: EPA’s air-quality reporting guidance directs residents to its environmental-problem reporting route and also advises contacting state or local agencies with specific concerns. Its environmental violation form accepts reports of possible violations and can forward them to EPA enforcement staff or an appropriate authority.

A state or local system may be more direct for a particular source. For example, the Illinois EPA pollution complaint page provides an online form and other submission methods. If you have several options, compare which agency covers the location and source, whether the event is urgent or ongoing, and whether the intake method lets you provide information or receive follow-up. EPA says online reports reach appropriate personnel faster than phone tips within its own process; that does not establish which agency is fastest overall.

When is it an emergency?

If an event poses an imminent threat to health or the environment, do not wait for a routine complaint to be reviewed. EPA’s form instructs people facing an immediate threat to call 911 and then report the event to the National Response Center at 1-800-424-8802. EPA’s general guidance says: “If you are experiencing an environmental emergency or are witnessing an environmental event that poses an imminent threat to human health or the environment, contact the National Response Center Hotline at 1-800-424-8802.”

Emergency numbers and responsible agencies differ outside the United States. For example, New South Wales EPA guidance says to call 000 for a major pollution incident posing an immediate threat; follow the instructions for your own jurisdiction. A routine online report is not a substitute for emergency response.

What information should you include?

Give a clear, factual account that helps an agency locate and understand the incident. You do not need to prove that a violation occurred before reporting a concern. Separate what you directly observed from what you suspect.

  • Locations: Give the suspected source’s address, nearest intersection, or recognizable landmarks, and say where you were when you observed the event.
  • Timing: Record the date and time, how long it lasted, whether it is recurring, and whether it is still happening.
  • What you observed: Describe the smoke, dust, odor, or other emissions. For an odor, compare it with something familiar and note its intensity rather than writing only “bad” or “terrible.” For visible smoke or dust, describe the plume’s apparent size and color.
  • Possible source: Name a person, business, or facility only if you know it. Label an unconfirmed source as a suspicion, not a fact.
  • Conditions and effects: Include wind direction if readily known, any health, comfort, or property impacts, and whether other people saw or experienced the same event.
  • Supporting records: Photos, video, or a dated log can help when they can be collected safely. Do not trespass or enter a plume to gather evidence.

Agency forms may ask for some of these details explicitly. EPA’s form requests the location, whether the suspected violation is ongoing, incident date, emergency status, violation description, and affected subject. California’s guidance asks where, what was seen, heard, or smelled, suspected materials, when and how often it occurred, duration, likelihood of recurrence, and who may be involved. The Bay Area Air Quality Management District recommends noting odor intensity and wind direction where possible, and describing smoke or dust plume magnitude and color. These details help make an account more specific; they are not a requirement to identify a pollutant.

How to submit a complaint

  1. Choose the relevant authority. Check the environmental agency or air district for the place where the incident occurs. If jurisdiction is unclear, use the state agency’s guidance or EPA’s reporting route, which can forward information to an appropriate authority.
  2. Use its listed intake method. Follow the agency’s complaint page for an online form, phone number, or other submission method. Complete the fields that apply and mark whether the incident is ongoing or presents an emergency.
  3. Attach useful evidence if safe. Add relevant photos or video when the form accepts them, or keep a dated log for recurring events. Follow the form’s attachment limits; EPA’s form specifies file and size limits.
  4. Decide whether to provide contact details. Some systems accept anonymous reports. EPA says it may be unable to request more information if you omit contact details. Illinois EPA says it may ask people reporting persistent incidents to keep a log, and that records may assist enforcement.

Keep a copy of what you submitted and note the date and any confirmation or reference number the agency provides. If the problem continues, use the agency’s instructions for adding information or making a follow-up report.

Do you need an air-quality monitor to report a problem?

No monitor or paid product is identified as a prerequisite in the agency guidance covered here. A clear description, timeline, and safely collected photos, video, or log can support a report. Do not present a consumer monitor reading as proof of a regulatory violation; the complaint materials do not say that such a reading is required.
