To change the order of items in manual-mode navigation, open Pages and navigation in the editor’s left panel, then drag an item by its six-dot handle to the desired position. This works for pages, links, and dropdown menus.
Reorder an item in the navigation menu

In the editor, open Pages and navigation from the left panel.

Find the page, link, or dropdown menu you want to move.

Locate the six-dot handle beside that item.

Drag the handle up or down to set the item’s position. The navigation menu reflects the new order.

The sorting instructions describe reordering from this panel; you do not need to edit the header layout to change the order.
Reordering versus putting an item in a dropdown
Dragging an item up or down changes its position among navigation items. To make a page or link a dropdown item instead, drag it below the dropdown entry so it appears underneath. The dropdown instructions also explain how to move an item back out using its settings.

Check whether a page is visible in navigation
In Pages and navigation, pages under Main navigation appear in the menu; pages under Hidden from navigation do not. A hidden page can still be reached by its URL, according to the navigation management guide.
If the menu or header is missing
Check whether all pages are hidden from navigation. This is a possible reason the header menu is missing. You can also select the header and choose Edit navigation to open the Pages panel, where navigation items can be sorted and managed. See the header editing guide for that route.
