Use Microsoft PowerToys Keyboard Manager to remap the Menu key in Windows 11: open Keyboard Manager, choose Remap a key, add a mapping, and set the Menu key as the input. Then choose what it should send. The change should take effect as soon as you confirm it, provided PowerToys is running and Keyboard Manager is enabled.
Set up the Menu key remap in PowerToys

Open PowerToys Settings and select Keyboard Manager.

Choose Remap a key, then add a mapping row.

In the input column, select the Menu key using the key dropdown or the Select dialog. Check that PowerToys detects the key in the selector; Microsoft’s instructions describe the selection workflow but do not specifically identify the Menu key.

In To send, choose the key, shortcut, or text you want the Menu key to produce.

Confirm the mapping. Microsoft says the change should apply immediately.
Keep the remap active
PowerToys must remain running in the background, and Keyboard Manager must be enabled. If the mapping behaves unexpectedly, close PowerToys or disable Keyboard Manager to stop it. See Microsoft’s PowerToys Keyboard Manager documentation for the remapping workflow and operating requirements.

Limitations to know before relying on it

Log-in and password screens: Keyboard Manager remaps do not work on password screens, including at log-in.

Elevated apps: A remap may not work in an application running as administrator unless PowerToys is also running as administrator.

Games: Microsoft advises against using Keyboard Manager while playing games. Intercepting keys can affect performance, and some games use keyboard APIs that are incompatible with it.

Multiple keyboards: A mapping applies across keyboards; Keyboard Manager does not provide separate remaps for each keyboard.

If the Menu key is not detected
The documented setup depends on selecting the Menu key as the input. If it does not appear or cannot be selected, the Microsoft instructions do not establish an alternative built-in Windows 11 method for remapping that key. Do not assume the mapping is configured until the key is detected and the row is confirmed.
