Use the settings or utility that matches what the shortcut should affect: an application, a desktop action, or keyboard input across apps. On Windows, PowerToys Keyboard Manager can remap keys and shortcuts; GNOME and KDE provide desktop shortcut settings; Linux input remapping is a separate, lower-level option.
Choose the right kind of remapping
“Remap a shortcut” can mean several different things. Picking the right layer avoids installing a tool that cannot change the action you want.

- Change an action inside one app: Look in that app’s keyboard-shortcut settings or manual. Applications often control their own commands.
- Change a desktop action: Use the desktop environment’s settings, such as GNOME’s keyboard shortcuts or KDE Plasma’s global shortcuts.
- Make a key or combination send a different key or combination across apps: Use an input-remapping utility. On Windows, PowerToys can also limit a shortcut mapping to a named application.
- Run a command or open an app with a new combination: Create a custom shortcut in the desktop settings. This assigns an action; it does not necessarily rewrite existing shortcuts.
Windows: remap with PowerToys Keyboard Manager
PowerToys Keyboard Manager can map a key or shortcut to another key, shortcut, text, or app launch. You can leave a mapping global or target a specific application by its process name. Microsoft’s current instructions are in PowerToys Keyboard Manager documentation.

- Choose Remap a key to change a single key, or Remap a shortcut to change a key combination.
- Add a mapping row. In the Select column, enter the original key or shortcut; in To send, choose the output.
- To restrict a shortcut mapping to one app, enter its process name in the target-app field. Leave the target unspecified for a global mapping.
- Confirm the change. Microsoft says the remapping should apply immediately.
PowerToys limits to know
PowerToys must be running in the background, and Keyboard Manager must be enabled, for mappings to work. This is a Windows-session utility, not a way to change shortcuts on the sign-in screen. Microsoft says Win+L and Ctrl+Alt+Delete are reserved and cannot be remapped; the Fn key generally cannot be remapped either. Elevated apps may require PowerToys to run elevated. Microsoft also advises against using Keyboard Manager during gaming because interception can affect performance or fail with some keyboard APIs.

GNOME: change desktop shortcuts or add a command
GNOME lets you edit predefined desktop shortcuts and create custom shortcuts for commands. Its instructions are in GNOME Help: Set keyboard shortcuts.
Edit an existing GNOME shortcut
- Open Settings > Keyboard > View and Customize Shortcuts.
- Choose a category or search for the action you want to change.
- Select the shortcut row, then press the new key combination.
- To reset a predefined shortcut, press Backspace. Press Esc to cancel the set-shortcut dialog.
Bind a shortcut to a command
- In the shortcut settings, choose Custom Shortcuts and add a shortcut.
- Enter a name and a valid system command.
- Record the key combination you want to use.
A GNOME custom shortcut launches a command; it is not a general-purpose translation layer for rewriting every application’s shortcuts.

KDE Plasma: configure global shortcut actions
KDE’s global shortcut actions can run while Plasma is running. Depending on the action, a shortcut can run a command, open a URL, invoke a D-Bus method, or send keyboard input to the active application. KDE also supports exporting groups of custom shortcuts for backup or reuse on another computer. See the KDE Plasma 5 Custom Shortcuts manual.
That manual documents KDE Plasma 5; its module labels and procedures may not match every Plasma 6 installation. The separate KDE Fundamentals manual describes common workspace shortcuts and notes that applications define their own shortcuts too. If the binding is for an app command, consult that application’s manual rather than assuming a desktop-level shortcut will replace it.

Linux input remapping: use a separate tool when desktop settings are not enough
If you need to transform input at a lower level across applications, rather than change a GNOME or KDE action, Input Remapper is one Linux option. Its project describes support for X11 and Wayland, combinations, macros, and mappings between input devices and actions. See the Input Remapper repository for current project and distribution-specific installation guidance.
Package availability and setup vary by Linux distribution. Check your distribution, display server, and the project’s current instructions before installing; the desktop shortcut steps above are not a substitute for the tool’s setup guide.

This guide does not establish a current macOS-specific route or its limits. Do not apply the Windows or Linux instructions to macOS; check current Apple documentation for the particular shortcut and macOS version you use.

Before you change a shortcut
- Identify whether the action belongs to an app, the desktop environment, or the input layer.
- Decide whether the mapping should apply in one app or everywhere.
- Check whether the tool must stay running and whether the target app runs with elevated permissions.
- Prefer the app’s own shortcut settings for app commands, and desktop settings for window or workspace actions.
- Know how to undo the change: remove or disable the mapping in PowerToys, reset a predefined GNOME binding, or use KDE’s documented export option to keep a backup of shortcut groups.
