Reduce nutrient runoff by stopping excess nitrogen and phosphorus at their source, keeping soil and vegetation in place, and slowing or treating stormwater before it reaches a drain or stream. The right combination depends on the nutrient form, soil, slope, weather, drainage, land use and watershed. A cover crop may be highly effective on one field, while a rain garden, sewer upgrade or fertilizer change is more important elsewhere.

What nutrient runoff has to do with low oxygen

Nitrogen and phosphorus are essential nutrients for crops and aquatic ecosystems. Trouble begins when more of either nutrient enters a waterbody than plants and natural processes can use. Excess nutrients accelerate eutrophication: algae and other aquatic plants grow rapidly, increasing the amount of organic matter in the water.

When that biomass dies, bacteria decompose it and consume dissolved oxygen. Water with abnormally low dissolved oxygen is hypoxic. Fish, shellfish, insects and other aquatic animals may be stressed, forced to move, or killed; repeated oxygen loss can reduce biodiversity. Oxygen conditions also depend on temperature, flow, depth, weather and the biology of a particular waterbody, so not every low-oxygen event is caused only by runoff.

Potential nutrient sources include synthetic fertilizer, animal manure, eroding soil, urban stormwater, wastewater discharges, failing septic systems, landfill leachate, fossil-fuel emissions, household fertilizer, pet waste and some soaps or detergents. The list of possible sources is broad; identifying the dominant source in a specific stream, lake, estuary or coastal zone requires local monitoring and watershed analysis. EPA’s overview explains the source pathways at Sources and Solutions.

Match the remedy to the source and pathway

Before choosing a project, identify where the nutrient originates and how it travels. The table below uses the main intervention types described by EPA and shows what each is intended to do.

Likely source or pathway Primary mechanism Examples of actions Who usually controls it
Field fertilizer or manure Prevent surplus nutrients and retain them in soil for crop uptake Soil testing, calibrated rates, appropriate timing, cover crops, conservation tillage Farmer, rancher, agronomist or conservation planner
Eroding soil and field drainage Intercept sediment and dissolved nutrients before they leave the field Vegetated buffers, drainage practices suited to the site, targeted treatment of critical source areas Landowner and conservation partners
Livestock or manure storage Keep concentrated nutrients out of runoff Protected lagoons or covered stockpiles; locating storage in protected upland areas Farm or livestock operation
Roofs, roads and other impervious surfaces Slow, spread, infiltrate or reuse stormwater Rain gardens, rain barrels, pervious pavement, green roofs Property owner, developer or municipality
Wastewater or septic discharge Remove or manage nitrogen and phosphorus before release Utility treatment upgrades, permit controls, septic inspection and repair Utility, permit holder, local government or homeowner, depending on system
Yard fertilizer, pet waste and household products Reduce unnecessary nutrient inputs and prevent direct entry to drains Fertilize only when needed, collect pet waste, keep materials away from storm drains Households and property managers

Compare options by site fit, expected scale, maintenance and responsibility rather than declaring one practice universally best. Soil texture, slope, climate, crop, available space, drainage and watershed priorities can change both performance and risk.

How farms and ranches can reduce nutrient losses

Agricultural losses vary with operation type, landscape, soils, climate and management. EPA’s Nonpoint Source: Agriculture guidance recommends a tailored system of conservation practices, with attention to areas that have the greatest influence on water quality.

1. Test soil and set a realistic nutrient budget

Use current soil-test results, realistic yield goals and the nutrient content of manure or other amendments to determine crop needs. A test does not replace professional interpretation: sampling depth, timing, field variability and laboratory methods affect the result. Apply fertilizer or manure at a calibrated rate rather than relying on an unverified spreader setting or a routine calendar amount.

Account for nutrients already supplied by manure, legumes, irrigation water or residual fertilizer. If a field receives more phosphorus than crops remove over time, soil phosphorus can build up and increase the risk of dissolved losses even when a single application seems modest.

2. Time and place applications for plant uptake

Apply nutrients when actively growing crops can use them, and avoid spreading immediately before heavy rain, snowmelt, saturated-soil conditions or frozen ground when runoff is likely. Keep applications away from ditches, tile inlets, wells and surface water according to local conservation requirements. Incorporation or injection may reduce surface losses in some systems, but the choice must fit soil, equipment, erosion risk and crop establishment.

3. Keep soil covered between cash crops

Cover crops take up residual nitrogen, protect soil from raindrop impact and reduce the amount of bare ground available for erosion. Select species, seeding dates and termination methods that fit the cash crop, climate and moisture conditions. A cover crop can fail to provide its intended benefit if it is planted too late, winter-kills, competes with the next crop or is terminated when soils are vulnerable.

4. Use tillage, buffers and drainage as a coordinated system

Conservation tillage can leave residue on the surface and reduce erosion, but the appropriate intensity depends on soil, slope, weeds, disease pressure and available machinery. Vegetated buffers along streams or drainageways slow flow, trap sediment and take up nutrients; their width and vegetation should reflect local hydrology and maintenance capacity. Drainage changes, including controlled drainage or other edge-of-field measures, require engineering and site-specific design so they do not simply move nutrients to another outlet.

5. Protect manure and livestock areas

Store manure in a lagoon, covered stockpile or other containment structure designed for the operation and local precipitation. Place storage in a protected upland location away from flood-prone areas and direct flow paths. Divert clean roof and upslope water around storage and feeding areas where feasible. Keep livestock from entering streams and stabilize heavily used access points; otherwise a buffer can be bypassed by concentrated animal traffic.

6. Prioritize critical source areas

Do not spread effort evenly across every acre if mapping or monitoring shows that a small number of gullies, tile outlets, feedlots or steep slopes deliver a disproportionate load. A conservation planner can combine soil maps, topography, drainage records, weather and field observations to target those locations. Combining several moderate practices often gives a more reliable result than depending on one measure alone.

How homes, yards and communities can slow runoff

Roofs, driveways, roads and sidewalks are impervious surfaces: rain and snowmelt cannot soak in, so water reaches storm drains and nearby waterways quickly. EPA’s stormwater guidance lists rain gardens, rain barrels, pervious pavement and green roofs as green-infrastructure approaches. The archived guidance is available at Sources and Solutions: Stormwater.

Rain gardens

A rain garden is a shallow, planted depression that receives runoff from a roof or paved area and allows temporary storage and infiltration. Locate it where soils, groundwater depth, utilities, slope and overflow routes are suitable. Use locally appropriate plants that tolerate both wet periods and dry spells. Provide a safe overflow path for storms larger than the garden’s design event, and remove accumulated sediment or invasive growth so water can enter the soil.

Rain barrels

A rain barrel captures roof runoff for later watering or other permitted non-potable uses. It can reduce the volume and speed of runoff from the connected roof, especially when emptied before a storm. Use a screened inlet, secure lid, overflow connection and a stable base; prevent standing water from becoming a mosquito habitat and disconnect or protect the barrel before freezing weather where needed.

No general nutrient-removal amount for one residential rain barrel is established by the cited sources. Treat it as a stormwater-capture or reuse tool, not proof that a household device by itself solves watershed nutrient loading. Its effect depends on roof area, rainfall, barrel capacity, drawdown between storms and what nutrients are present in the runoff.

Pervious pavement and green roofs

Pervious pavement lets some rainfall pass into a designed stone reservoir and soil beneath it, reducing immediate surface flow when the underlying soil and drainage are suitable. It needs vacuuming or other maintenance to prevent clogging and is not appropriate where contaminated runoff could threaten groundwater. Green roofs retain and evapotranspire part of the rainfall through a planted growing medium; structural loading, waterproofing, plant selection and maintenance must be addressed before installation.

Reduce nutrients at the yard and household source

  • Test soil or follow local extension guidance before applying lawn fertilizer; do not fertilize simply because a calendar says it is time.
  • Keep fertilizer, soil and compost off pavement, and sweep granules back onto the planted area instead of washing them into a drain.
  • Collect pet waste promptly and place it in the trash or another approved system; do not leave it where rain can carry it to a curb or stream.
  • Maintain vegetation and mulch on bare soil, especially on slopes, to reduce erosion.
  • Use soaps, detergents and other products only as directed and keep concentrated materials out of storm drains.

These steps prevent avoidable inputs, but they should not be presented as a substitute for municipal stormwater or wastewater controls where those systems are the major source.

Wastewater and septic systems need infrastructure action

Wastewater plants and septic systems may release nitrogen or phosphorus when treatment is not designed for nutrient removal, equipment is overloaded, permits are not met or a septic system fails. A household rain barrel cannot correct a treatment-plant discharge or a leaking drainfield.

Residents can report sewage overflows, maintain septic tanks on the schedule required by local authorities, keep vehicles and buildings off drainfields, and avoid disposing of grease or harsh chemicals in drains. Utilities and local governments may need treatment upgrades, source-control ordinances, inspection programs, discharge permits or stormwater retrofits. The appropriate action depends on the system’s design and the receiving waterbody’s limits.

EPA’s Hypoxia Task Force State Actions and Outcomes 2026 Report describes wastewater nutrient-reduction planning and urban stormwater programs. Its facility figures are not a national average: among 211 major municipal facilities reporting for 2023, 100 reported average annual total phosphorus of 1 mg/L or less and 43 reported 0.5 mg/L or less.

Measure Reported result Qualification
Total nitrogen load 28% below baseline USGS 2025 flow-normalized basin data reported by EPA in 2026; above the 20% interim reduction target for 2025
Total phosphorus load 13% above baseline USGS 2025 flow-normalized basin data reported by EPA in 2026; the 20% interim phosphorus target was not met

These numbers describe that basin, its baseline and its accounting method; they are not a national trend or a prediction for an individual field or town. Jessica Kramer, EPA Assistant Administrator for Water and federal co-chair of the Hypoxia Task Force, said, “The decrease in nitrogen pollution we are seeing is an important step in the right direction, but we still have work to do to reduce the size of the Gulf’s dead zone.” The release is at Task Force Reports Progress Toward Pollution Reduction Goals for Gulf of America.

Mike Naig, Iowa Secretary of Agriculture and states’ co-chair of the task force, emphasized, “There is no one-size-fits-all approach to improving water quality and balancing the complex needs of a working river spanning 31 states.” That principle applies to smaller watersheds as well: a practice that works in a tile-drained row-crop basin may not address a wastewater-dominated urban stream.

How to build a nutrient-runoff reduction plan

  1. Define the receiving water and problem. Identify the stream, lake, estuary or coastal zone affected, the season when oxygen declines, and whether measurements show nutrients, algae, sediment or another stressor.
  2. Map possible sources. List fields, livestock areas, storm drains, outfalls, septic clusters, wastewater plants, eroding banks and household or commercial inputs. Distinguish suspected sources from confirmed ones.
  3. Determine the nutrient form. Dissolved nitrate, dissolved phosphorus and nutrient attached to sediment move differently. The form affects whether soil management, filtration, infiltration, treatment or erosion control is most relevant.
  4. Check site constraints. Review soil infiltration, groundwater, slope, flood risk, drainage, weather, available land, crop rotation, maintenance access and local regulations.
  5. Choose a treatment train. Combine source reduction with retention or treatment—for example, a nutrient budget plus cover crop and buffer on a farm, or fertilizer control plus rain-garden and storm-drain improvements in a neighborhood.
  6. Assign responsibility and maintenance. Name the person, farm, utility or agency responsible for inspections, mowing, sediment removal, equipment calibration, septic pumping or permit compliance.
  7. Measure before and after. Track application records, soil tests, flow, nutrient concentrations, algae, dissolved oxygen and weather where feasible. Use comparable sampling locations and account for high-flow events.
  8. Adapt based on evidence. If oxygen improves but phosphorus remains high, or if a buffer is bypassed during storms, revise the plan instead of assuming the original practice failed everywhere.

Common mistakes and how to correct them

  • “One product will fix the watershed.” A barrel, filter or lawn treatment affects only a small pathway. Correct it by combining source control with field, stormwater, wastewater and regulatory measures at the scale of the problem.
  • Applying fertilizer before a storm. Rain can move soluble nutrients before plants absorb them. Check the forecast, soil moisture and local restrictions, and reschedule when runoff risk is high.
  • Installing infiltration features without checking soil. Compacted or poorly drained soils can cause standing water or overflow. Test infiltration, locate utilities and design an overflow route before construction.
  • Ignoring concentrated flow. A buffer that receives a ditch, tile outlet or livestock path may be overwhelmed. Stabilize the flow path and treat the critical source area first.
  • Assuming old indicator statistics describe current conditions. EPA says its Nutrient Indicators Dataset is not automatically updated and may not represent real-time conditions. Use the page at Nutrient Indicators Dataset for context, then obtain current state, local or watershed data.
  • Confusing nutrient reduction with oxygen recovery. Oxygen responds to temperature, flow, stratification, organic matter and biological demand as well as nutrient loads. Evaluate dissolved oxygen and ecological response, not nutrient concentration alone.
  • Transferring a result from another location. A basin statistic, field demonstration or facility concentration cannot be assumed for a different soil, climate, treatment plant or watershed without comparable evidence.

Numbers that need careful interpretation

EPA’s Nutrient Indicators Dataset cites a NOAA Coastal Ocean Program assessment by Bricker and colleagues that found adverse impacts from nitrogen and phosphorus pollution in 65% of the nation’s major estuaries. The assessment dates to 2007, so it is historical context rather than a current national estimate. Do not present it as a measurement of conditions in 2026.

Likewise, the Mississippi/Atchafalaya Basin results are flow-normalized 2025 data reported in 2026, while the wastewater concentrations are averages for reporting facilities in 2023. Keeping the date, geography, metric and population attached to every number prevents a local or historical finding from being mistaken for a universal result.
