How to Reduce Electricity Use in a Data Center Without Sacrificing Reliability

Measure facility and IT power first, then target idle workloads, airflow losses, cooling controls and electrical inefficiency. This guide explains how to verify savings without compromising thermal safety, failover capacity or uptime.

The safest way to cut data-center electricity is to measure facility power and IT power first, then remove avoidable compute load, correct airflow, tune cooling and power equipment to the actual load, and verify every change against uptime, thermal and redundancy requirements. Do not begin by switching off UPS modules or raising a room set point blindly: the resulting efficiency gain can be smaller than the risk to failover capacity or equipment reliability.

Work in this order: establish a representative baseline; identify idle or underused IT; improve air separation and airflow; optimize fans, pumps, cooling and power distribution; and compare energy, workload, temperature and availability before and after each change. The right design depends on the facility, equipment and mission. As the U.S. Department of Energy’s Federal Energy Management Program (FEMP) and National Renewable Energy Laboratory (NREL) put it, “No design guide can offer ‘the most energy-efficient’ data center design,” although practical guidelines can improve many different scenarios.

1. Measure the baseline before changing equipment or set points

Collect at least one representative operating period of whole-facility electricity and the electricity delivered to IT equipment. Include normal peaks, overnight operation, maintenance windows and, where possible, comparable weather and workload conditions. A short reading taken during an unusually light or cool period can make a change look better than it is.

Track facility energy, IT energy and useful work

Calculate power usage effectiveness (PUE) as:

PUE = total data-center facility energy ÷ energy delivered to IT equipment

  • 12-Month Warranty: Backed by a 12-month manufacturer warranty for peace of mind. Designed to meet strict quality control standards for reliable everyday performance.

A lower PUE indicates less overhead for cooling, power conversion, lighting and other infrastructure, but PUE does not tell you whether the servers are doing useful work efficiently. Track IT energy and a workload measure as separate metrics: virtual machines served, transactions, jobs completed, storage operations, network traffic or another measure that fits the site.

ENERGY STAR cites an average reported PUE of 1.7 from a 2014 Uptime Institute survey. That is a historical industry observation, not a current target or a promise that a particular facility can reach it.

Instrument at the rack and device level

Smart power distribution units (PDUs) with outlet-level metering can reveal servers, storage shelves and network devices that draw power without delivering useful work. They also support capacity planning and alerts for abnormal conditions. Environmental sensors can add rack-inlet temperature, humidity, differential pressure and airflow readings. A data-center infrastructure management (DCIM) system can combine these readings, but the instrumentation remains useful even if it is viewed through simpler dashboards.

Record cooling energy, fan and pump states, UPS operating mode, PDU loading, inlet temperatures and alarm events alongside energy totals. Compare like-for-like periods and retain the raw data so that a later change can be reversed or audited.

2. Remove avoidable IT electricity without reducing service capacity

In a typical data center with a highly efficient cooling system, IT equipment can account for more than half of facility energy use, according to DOE FEMP/NREL (2024). Reducing unnecessary IT watts therefore lowers both direct electricity use and the heat that the cooling system must remove.

Inventory before decommissioning

Create an owner, workload, dependency and utilization record for every server, storage system and network device. Look for systems that are powered on but have no active workload, duplicate development environments, abandoned appliances and equipment left running for a former project. Confirm that a machine is not a cold standby, a forensic image, a licensing server or part of a recovery plan before scheduling shutdown.

  • Check CPU, memory, storage I/O and network utilization over a period that includes peak demand.
  • Map application dependencies, maintenance windows and service-level commitments.
  • Confirm data-retention, privacy, regulatory and security requirements.
  • Document an owner and a restoration procedure for every candidate.

Consolidate compatible workloads

Virtualization or other workload consolidation can reduce the number of physical servers and the supporting power and cooling load. It is not suitable for every workload. Keep systems separate when isolation, licensing, latency, hardware passthrough, privacy, regulatory controls or a service-level requirement makes sharing unsafe or impractical.

Before consolidating, validate CPU and memory headroom, storage and network throughput, backup windows, failure domains and recovery time. Do not pack all critical workloads onto one host or one power path merely to improve utilization. A consolidation plan should include spare capacity for a failed host, maintenance and a sudden workload surge.

ENERGY STAR describes a university case in which virtualizing 35 physical servers saved more than $280,000 over three years. That historical figure includes direct and indirect costs; it is not an electricity-only result and should not be used as a forecast for another facility.

Specify efficient equipment at refresh time

When equipment is due for replacement or expansion, compare processor efficiency, power-supply efficiency, fan power, storage density and network-device consumption at the required performance level. DOE FEMP recommends efficient processors, fans, power supplies and network equipment, along with storage and power-supply consolidation. Replacing functioning equipment solely to chase an efficiency label can create embodied carbon, migration risk and capital expense that outweigh operational savings.

3. Correct airflow before making aggressive temperature changes

Cooling systems work harder when supply air bypasses the racks or hot exhaust air mixes with server inlets. Fixing that mixing is often a lower-risk first step than raising set points.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Arrange supply and exhaust paths

Use a hot-aisle/cold-aisle arrangement where the room, racks and cooling design support it. Cold aisles should receive conditioned supply air; hot aisles should collect exhaust for return to the cooling system. Seal obvious bypass paths under raised floors or through cable openings with compatible grommets.

Contain the air that matters

Hot-aisle or cold-aisle containment can limit mixing when it is correctly fitted and coordinated with the cooling system. ENERGY STAR states that containment in hot/cold-aisle data centers may reduce energy expense by 5% to 10%; the wording is a qualified estimate, not a guaranteed saving for every room. The same guidance cites a DOE estimate of 20% to 25% fan-energy reduction when hot/cold-aisle arrangement is combined with containment.

Install rack blanking panels in unused rack spaces so supply air passes through equipment rather than around it. Check that containment doors, end-of-row panels, ceiling returns and floor tiles are compatible with fire protection, egress and maintenance access. After consolidating workloads, recheck airflow: concentrating heat in fewer racks can create a hotspot even while total IT power falls.

Use measurements, not room averages

Place temperature sensors at rack inlets, especially at the top and bottom of dense rows and at the ends of aisles. Room-average temperature can conceal a rack that is receiving recirculated exhaust. Look for inlet-temperature spread, unexpected pressure differences and fan speeds that remain high after airflow obstructions are corrected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Tune cooling to the actual heat load

Once airflow is controlled, adjust cooling capacity and controls to measured conditions rather than a peak-capacity assumption. Use rack-inlet temperature, airflow and IT-load data to guide changes; a single return-air sensor is not enough for a dense or unevenly loaded room.

Raise temperature only within equipment guidance

DOE FEMP’s instruction is to “Maximize compute entering temperature to maximize energy efficiency while ensuring information technology (IT) equipment thermal guidelines are met to avoid overheating or compromising reliability.” Check the current manufacturer documentation for every installed server, storage system and network device, including any permitted humidity range and altitude limitation. The least tolerant device, not the room average, sets the safe operating envelope.

ENERGY STAR presents a general estimate that every 1°F increase in temperature can save 4% to 5% in energy costs. Treat that as an undated checklist estimate, not a site-specific guarantee. Make small, reversible set-point changes and watch inlet temperatures, fan response, alarms, throttling and failure rates before proceeding.

Control fans, pumps and compressors

Variable-speed fans and pumps should respond to actual differential pressure, airflow and heat load instead of running continuously at a design maximum. Review control loops for hunting, minimum-speed limits and sensor placement. Sequence cooling units so that the number of active compressors or chilled-water valves matches the load while preserving the required standby capacity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Consider economizers selectively

Air- or water-side economizers can reduce compressor-based cooling when outdoor conditions are favorable. Their suitability depends on local climate, air quality, humidity, filtration, corrosion risk, water availability, controls and the facility’s reliability design. Model the operating envelope and maintenance burden before committing. An economizer that introduces contaminants or removes a required cooling mode is not an efficiency improvement.

Define alarms and a rollback plan

Before changing a set point or control sequence, define warning and critical thresholds for rack-inlet temperature, humidity, airflow, fan speed and cooling-unit status. Decide who receives each alarm and how quickly the previous setting can be restored. Test the rollback during a maintenance window, then keep the old configuration available until the new one has passed a representative peak-load period.

5. Review electrical distribution without weakening redundancy

Power conversion and distribution losses are smaller than the IT load in many facilities, but they are continuous and measurable. Use metering to identify lightly loaded transformers, PDUs or UPS paths, imbalanced phases and equipment that consumes power without useful output.

Check load balance and conversion losses

Review phase balance, transformer loading, PDU loading and cable temperatures. Correcting an imbalance can reduce losses and improve available capacity without changing the IT design. Verify readings against calibrated meters before acting on a surprising value.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Evaluate UPS operating efficiency

UPS efficiency varies with operating mode and load. Compare normal double-conversion, eco or other available modes only after confirming transfer performance, harmonics, maintenance procedures and the requirements of the protected load. A mode that is efficient at steady state may not meet the response or conditioning requirement of sensitive equipment.

Do not switch off modules casually

ENERGY STAR notes that some UPS or PDU modules may be shut down when the required redundancy remains intact. That condition must be demonstrated for the actual fault-tolerance design. Before disabling a module, calculate the post-change capacity for normal load, maintenance, a single failure and any required concurrent-maintenance scenario. Confirm that bypass paths, battery autonomy, alarms and procedures still work. If the calculation depends on a narrow load margin, leave the module online or obtain an engineered redesign.

Use efficient PDUs when replacing equipment

ENERGY STAR describes high-efficiency-transformer PDUs as 2% to 3% more efficient overall than generic lower-efficiency-transformer PDUs. Apply that comparison when a PDU is being replaced or a new row is being built; it does not by itself justify removing a serviceable unit. Outlet-level monitoring is valuable measurement infrastructure, but a smart PDU is not an automatic energy-saving device.

6. Compare improvement options by risk, cost and reversibility

No intervention should be ranked without facility measurements. The following comparison shows what to examine before approval rather than promising a universal percentage saving.

Measure Electricity opportunity Availability and redundancy checks Thermal or workload fit Capital, operating effort and reversibility Water and carbon considerations
Server inventory, shutdown and consolidation Can remove idle draw and associated cooling; quantify against rack and facility baselines. Preserve failover hosts, recovery capacity, maintenance windows and power-path diversity. Suitable only for compatible workloads; validate isolation, licensing, latency and utilization. Often low capital but high analysis and migration effort; shutdown is reversible if dependencies are documented. Lower operational electricity; avoiding premature replacement can reduce embodied carbon.
Blanking panels, grommets and aisle correction Reduces bypass and mixing; savings depend on the existing airflow problem. Usually low direct availability risk, but keep access, fire protection and containment egress compliant. Recheck dense racks and hotspots after the change. Generally low capital and quick to reverse; installation quality matters. May lower cooling energy and, where water-cooled systems unload, associated water use.
Containment retrofit ENERGY STAR cites a possible 5%–10% energy-expense reduction; DOE estimates 20%–25% fan-energy reduction for aisle arrangement plus containment. Check fire suppression, egress, maintenance access and cooling-unit controls. Best where rack orientation and return-air paths are suitable; poor fit can trap heat. Moderate capital and planning effort; panels and doors can usually be removed or reconfigured. Can reduce cooling electricity and potentially water consumption.
Sensor-based cooling control and set-point tuning Reduces fan, pump and compressor operation; quantify before and after under similar weather and load. Use alarms, tested limits and a rollback path; monitor failover cooling. Must remain within every installed device’s thermal guidance. Instrumentation and controls require capital and commissioning; settings are highly reversible. Lower electricity and possibly water use, depending on the cooling plant.
UPS/PDU efficiency or module changes Reduces conversion and distribution losses; high-efficiency-transformer PDUs are described as 2%–3% more efficient overall than generic alternatives. Engineering must verify fault tolerance, bypass, battery autonomy and concurrent maintenance. Independent of workload thermals, but load growth changes the safety margin. Replacement can be capital-intensive; operating-mode changes are reversible only if controls support them. Lower electricity; replacement timing affects embodied carbon.
Economizer Can reduce compressor-based cooling when conditions permit. Validate controls, filtration, changeover behavior and backup cooling mode. Depends on climate, air quality, humidity, corrosion and design. Usually substantial capital and commissioning effort; operation is conditional rather than always available. May reduce electricity and water, but outdoor-air treatment and water chemistry can add burdens.

7. Verify savings and reliability after every change

A project is successful only when electricity falls without a loss of useful output or resilience. Compare pre- and post-change facility energy, IT energy and workload under comparable conditions. Normalize for weather and unusually different utilization when practical.

Use a verification checklist

  • Facility kWh and peak demand.
  • IT or rack-level kWh and power factor where available.
  • PUE, clearly labeled as an overhead ratio rather than a compute-efficiency score.
  • Workload delivered, utilization and service-level results.
  • Rack-inlet temperatures, humidity, airflow and hotspot counts.
  • Cooling-unit, fan, pump and compressor operating states.
  • UPS mode, module status, PDU loading and alarm history.
  • Availability, failover tests, recovery behavior and incident tickets.

Keep changes attributable

Change one control group or one well-defined measure at a time when practical. Record the old setting, new setting, date, load, weather, responsible engineer and rollback procedure. If several projects must run together, instrument each area so that savings and side effects can still be separated.

8. A practical implementation sequence

  1. Baseline. Gather facility and IT energy, workload, temperatures, cooling states and power-system states for representative conditions.
  2. Inventory. Identify idle, underused or duplicated equipment and document dependencies, owners and recovery requirements.
  3. Protect capacity. Define minimum failover, maintenance and growth margins before consolidating workloads or changing power equipment.
  4. Fix airflow. Correct aisle orientation, blanking gaps, cable openings and containment defects; then remeasure inlet temperatures and airflow.
  5. Tune controls. Adjust fan and pump speeds, cooling-unit staging and set points within equipment guidance, using alarms and a tested rollback.
  6. Review electrical losses. Check phase balance, transformer and PDU loading, UPS efficiency and unnecessary energized equipment. Preserve designed redundancy.
  7. Evaluate conditional projects. Model economizers, major containment work or equipment replacement against local climate, water, carbon and reliability requirements.
  8. Verify. Compare energy, useful work, temperature, alarms and availability under comparable conditions, then document the result.

Common failure modes and recovery actions

“PUE improved, so compute is more efficient”

PUE can improve because facility overhead fell while server energy or workload efficiency stayed unchanged. Review IT kWh and useful work separately, and investigate any workload reduction that made the ratio look better.

“We raised the set point and found no immediate alarm”

Short tests can miss a hot day, a failed cooling unit or a dense workload burst. Check rack-inlet readings, fan speeds, throttling and historical peaks, and keep the previous setting ready for rollback.

What’s actually slowing this PC down?

Pick the symptom - the matching free tool is one click away.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“We consolidated servers and created a hotspot”

Lower total IT power does not guarantee even heat distribution. Spread dense workloads, correct supply-air paths and verify the top and bottom of affected racks.

“A UPS module is lightly loaded, so it can be turned off”

Light load is not proof that redundancy remains. Recalculate failure and maintenance scenarios, test alarms and bypass behavior, and obtain engineering approval before changing module status.

“A projected percentage saving did not appear”

ENERGY STAR figures are estimates or historical examples with specific assumptions. Recheck the baseline, weather, workload, sensor placement and control response; then retain only the savings demonstrated by the facility’s own measurements.
