How to Reduce a Data Center’s Visual Impact with Landscape Screening

Effective data center landscape screening starts with siting and design, then uses locally fitting planting or landform supported by clear visual assessment.

Reduce a data center’s visual impact by addressing its location, layout and visible built form before relying on planting. Start by understanding the landscape and the people who see the site; retain and reinforce existing vegetation where practical; then design locally fitting planting or landform and assess how well it screens the facility from agreed viewpoints over time. The right measures—and any required assessments—depend on the site and its planning jurisdiction.

Start with the landscape, not the planting plan

A screen works only in relation to what it must hide, where viewers are, and how the land is shaped. Before choosing trees or hedges, establish the landscape character, topography, existing tree and hedgerow patterns, and views into and out of the proposed site. Identify nearby homes, public routes, heritage and ecological constraints, and other sensitive viewpoints.

The UK National Design Guide says larger proposals are likely to need broader baseline studies, proportionate to their scale and sensitivity. This baseline can reveal that a site is naturally screened from key views—or that it occupies a prominent or exposed position where planting alone would not resolve the visual effect. Scotland’s Chief Planner has noted that, depending on locational sensitivity, large data centers can introduce a significant industrial presence and may require mitigation through siting and design. Reduce visibility through siting and design

Landscape screening is strongest when it is part of the site and building design, rather than a late addition around the perimeter. Where feasible, choose locations and arrangements that take advantage of existing screening and avoid prominent or exposed locations. Consider building orientation, compactness, height and massing in relation to sensitive views.

Lower or less visually extensive built form can reduce what planting must conceal. Existing woodland, hedgerows and landform may help, but should not be assumed to screen every part of a facility or every viewpoint. Choose screening that fits the place

Retain existing landscape features where feasible, then consider what locally characteristic planting or landform can reinforce them. Scottish battery-storage guidance lists native planting, strengthening existing woodland or hedgerows, and landscape belts as possible measures. These are options to assess against the site, not a universal planting prescription for data centers.

  • Woodland, hedgerow or shrub belts: Consider locally characteristic forms and how they relate to existing vegetation and views.
  • Native planting: Select species for local conditions and the landscape plan; a generic seed mix cannot be assumed to screen a large facility.
  • Landform or bunds: On larger sites, assess whether a bund can follow existing contours. A poorly integrated mound can look engineered and create a new visual intrusion instead of reducing one.

Planting and landform also have practical constraints: available land, topography, drainage, constructability, ecology and, where relevant, wildfire considerations. Compare feasible options against those constraints as well as visibility reduction and fit with landscape character.

Assess views and show how screening will perform

For a large or visually sensitive proposal, a qualified landscape professional can help determine the appropriate assessment scope and viewpoints. The Scottish battery-storage guidance describes tools that may be relevant by analogy, including Zone of Theoretical Visibility analysis, wirelines, photomontages, night-time views, residential visual amenity assessment and cumulative-effects assessment. Whether these are appropriate or required for a data-center project depends on its location and planning process.

Visual material should make clear what can be seen from agreed viewpoints and how the proposal changes the view. Where planting is part of the mitigation, illustrate realistic time horizons rather than presenting newly planted vegetation as mature screening. Consider seasonal performance, ongoing management and maintenance in the landscape plan; the cited material does not establish a universal establishment period or maintenance specification for data-center planting.

Check the rules where the project is located

There is no single screening requirement that applies everywhere. Planning rules, assessment thresholds and local design standards vary by jurisdiction. These examples are specific to the places and sources named:

  • Scotland: A Scottish Government EIA Direction, published 16 September 2026 and effective 17 September 2026, requires environmental impact assessment for qualifying data-center developments exceeding 50 MW power capacity when they also fall within specified industrial-estate or urban-development categories. Developments below that threshold remain subject to case-by-case consideration under the regulations. The threshold is not a general rule for other jurisdictions. Read the Direction.
  • Fairfax County, Virginia: County material says data-center zoning standards adopted in September 2024 require noise studies, visual screening and certain building-design standards; additional substation standards were adopted in December 2025. Check the current ordinance and project-specific procedures with the County. See Fairfax County data-center information.
  • Buckinghamshire, England: Located local-plan wording is draft Regulation 18 text, not established here as adopted policy. It says data-center visual impact should be mitigated through high-quality design and landscaping, especially in the Green Belt or sensitive landscapes. Confirm the plan’s current status before relying on it.
  • New South Wales, Australia: The Planning Portal’s amenity index identifies guidance on visual impact, trees and landscaping, and points to the Guidelines for Landscape and Visual Impact Assessment, third edition. Compare options against the site’s actual needs

Where more than one approach is feasible, compare them using the same criteria. The relative importance of each is site-specific; this is a practical design framework, not a statutory checklist.

  • How much visibility would it reduce from sensitive receptors and key views?
  • Does it fit local landscape character and existing vegetation?
  • How long would it take to provide effective screening, and how would it perform across seasons?
  • What land take, topography, drainage and construction constraints does it create?
  • Are there ecological or wildfire considerations?
  • What maintenance and long-term management will it require?
  • How might planning acceptability and cumulative effects influence the choice?
