But if you need a custom application to retrieve messages programmatically, Microsoft’s documented Export APIs use Microsoft Graph. Purview is an administrative compliance workflow, not a way to bypass tenant controls or a real-time substitute for Teams.
Choose the route that matches what “read” means

Read conversations you are authorized to see in Teams
For personal reading, open Teams and sign in with an account that has access to the conversation. This uses the Teams client rather than a custom Graph integration. It does not grant access to conversations outside that account’s permissions or provide an organization-wide collection for review.

Search or export organizational content with Purview
An authorized compliance administrator can use Microsoft Purview Content Search to search Teams data with filters and export results, with or without an eDiscovery case. eDiscovery supports preservation, search, analysis, and export for compliance or legal work. Microsoft describes these capabilities in its Teams security and compliance overview.

Microsoft warns that discovery of Teams content can take up to 24 hours. Purview is therefore not a real-time reader. Its results are compliance records, and should not be assumed to mirror the Teams client’s current state exactly.

That distinction reflects where the data is held. Microsoft says live Teams messages are stored in Azure Cosmos DB, while Exchange Online stores compliance records captured for eDiscovery. Its eDiscovery guide states that “eDiscovery never operates against the real Teams message data, which remains in Azure Cosmos DB.”
Message and file locations can vary
Compliance data is not all in one universal mailbox. Microsoft’s guide says private-channel messages are stored in Exchange Online mailboxes of channel members, while shared-channel messages are stored in a system mailbox associated with the shared channel. Files may reside in associated SharePoint sites. Confirm the relevant content locations and tenant setup for the collection you need.

Use Graph for a custom programmatic reader
If “without touching Graph” means you do not want to write Graph calls yourself, Purview may suit an authorized administrative collection. If it means a custom application must retrieve messages without using Graph, Microsoft’s published export route does not satisfy that requirement: the documented Teams Export APIs use graph.microsoft.com.

It identifies application permissions including Chat.Read.All and ChannelMessage.Read.All; application permissions require administrator approval. Microsoft also says an app must acquire an access token from the Microsoft identity platform to call Graph.

Licensing and deleted content
The Export API documentation requires active Teams licenses assigned to the users whose data is exported. It says no additional Purview DLP service plan is required specifically for those Export APIs; that note should not be treated as a licensing rule for every Purview feature.
The API documentation describes time-limited access to some deleted content: up to 21 days for user-deleted messages, and up to 30 days for messages in deleted Teams and channels. These are API-specific windows, not guarantees for Purview searches or every tenant’s retention configuration.

When an archive or backup service is a better fit
If the need is ongoing supervision or long-term capture rather than a one-off search, Microsoft lists certified partner solutions for Teams archiving and compliance, including Smarsh and Proofpoint. It also lists Rubrik and Veeam for backup and recovery. These are adjacent enterprise options, not a substitute for checking the organization’s specific retention, export, supervision, and recovery requirements. See Microsoft’s partner listings.

Purview is an authorized compliance workflow, not a hidden Graph alternative or a way around tenant controls. The official routes described above do not establish scraping Teams web traffic, reading local caches, or using undocumented endpoints as supported methods for retrieving messages.
