Start with the service dates and meter readings, then sort the line items into fixed charges, usage-based charges, sewer, stormwater, and account adjustments. The exact rates, units, codes, and calculation rules depend on the utility named on your bill; use its current tariff or bill guide to verify amounts.
1. Confirm the account and billing period
First match the service address and account number to the property. Then note the service-period start and end dates, the number of days covered, the bill issue date, and the due date. Bills covering different numbers of days are not directly comparable: a higher total may reflect a longer period rather than higher daily use.

2. Check the meter readings and usage
Locate the meter identifier, previous and current reading values, their dates, and the usage total. Check whether the current read is actual, estimated, or marked with another code. Codes are utility-specific: Brookline, for example, uses A for an actual read, E for an estimated read, and S for a set or meter change. An estimated reading may be reconciled later; ask your utility how it handles that adjustment.

CCF means 100 cubic feet. The City of Portland and San Francisco Public Utilities Commission both state that 1 CCF equals 748 gallons. If the bill has a usage-history graph, use it to spot changes against comparable periods. A difference between this bill and the last one is more informative when the service-period lengths and seasons are similar.
3. Identify what each charge pays for
Separate fixed account or service charges from charges that rise with water volume. Then identify sewer, stormwater, and account-level items. Similar names do not guarantee identical calculations between utilities.

Water service or base charge
This is generally a fixed charge for maintaining service or infrastructure, so it may still appear when consumption is low or zero. Some utilities set it partly by meter size. San Francisco’s guidance, for example, describes its water service charge as fixed and based on meter size; that is a local rule, not a universal tariff.

This charge tracks measured water use. The utility applies the rate in its tariff to billed volume. Some systems use tiers, in which the rate changes after a usage threshold; San Francisco describes a local two-tier structure. Check the bill’s units, customer class, applicable tier, and current tariff rather than assuming another utility’s thresholds apply.

Sewer or wastewater charges
Wastewater charges fund collection and treatment. A household often has no separate meter measuring water sent to the sewer, so a utility may estimate sewer volume from water consumption using a flow factor, a seasonal average, or another local formula. Some bills also include a fixed sewer service charge.
Methods vary. San Francisco’s guidance gives a 90% flow factor for single-family residential and commercial accounts and 95% for multifamily residential accounts; these are San Francisco values, not general standards. Portland says residential sewer charges are based on winter average water use or actual water use, whichever is lower. San Diego says single-family domestic customers have an individualized sewer rate based on water used during a winter monitoring period, primarily December through March. Consult your utility’s explanation to learn which method applies to your account.

Stormwater or drainage charge
A separate stormwater line may fund runoff collection and drainage infrastructure. It may be based on property characteristics or impervious area—the parts of a site that do not readily absorb rain—rather than the amount of tap water used. Check the utility’s bill guide for the local calculation basis.

Other fees, credits, and balances
Local fees, taxes, assistance adjustments, credits, prior balances, and interest may appear alongside service charges. Identify whether each item belongs to the current period or is carried over from an earlier bill. Names and purposes are local: Portland’s guide, for example, lists a Harbor Superfund charge and Flood Safety Benefit Fee, while Brookline’s sample guide separates current charges, prior balance, interest, and credits.

4. Reconcile the amount due
Distinguish the current-charges subtotal from the total account balance. Add the current-period line items and fees, then apply credits, prior balances, interest, and adjustments as shown on the bill. Confirm that credits subtract from the balance and that the resulting figure matches the amount due. If the arithmetic does not reconcile, contact the utility and point to the specific line items.
5. Investigate a bill that looks wrong
Work through the likely causes in order before assuming the rate or meter is wrong:
- Check the period and read status. Compare the service dates and number of days with the prior bill, and see whether the meter read is actual or estimated.
- Verify the readings and unit. Compare the meter number, previous and current reads, and billed usage. Confirm that you are interpreting the unit correctly.
- Compare similar usage periods. Use the bill’s history or ask the utility for usage data. Compare periods with similar seasons and durations.
- Check the applicable tariff. Confirm the rate schedule for your customer class and service dates. If rates changed during the period, ask whether the utility prorated the bill.
- Look for unexplained water use. If consumption rose, check for leaks or continuous flow and ask the utility about a meter check or any leak adjustment it offers.
- Ask about review procedures promptly. Dispute processes, deadlines, leak-adjustment conditions, and assistance programs vary by utility. San Francisco, for example, describes a 15-day protest window and specific leak-allowance conditions; those rules apply locally and are not a general deadline.
How to compare bills or utility rates
Compare like with like, rather than relying on the total alone. For two bills or rate schedules, check:
