How do I slow bots without blocking real visitors?
First establish what is generating the load. A busy-looking crawler user-agent is not enough to justify a block, and a single site-wide request threshold is not supported as a safe default. The right limit depends on which route is under pressure, how expensive it is, what the origin can handle, and how legitimate users and integrations reach it.

1. Find the requests that are causing the problem
- Review server or edge logs and crawler telemetry for the user-agent, requested paths, methods or operations, response codes, request frequency, and timing.
- Check whether the origin is nearing capacity, whether requests concentrate on costly endpoints, and whether errors or latency are rising. Google points site operators to logs or Search Console’s Crawl Stats report to identify the Google crawler involved.
- Separate successful requests from repeated failures. A rule aimed at a costly lookup or a burst of error-producing requests can be less disruptive than a limit covering every request to the site.
2. Verify crawler identity before making exceptions
A user-agent header is a claim, not proof. Google warns that other crawlers can spoof Googlebot’s user-agent. Before allowing a claimed Googlebot to bypass a rule, verify it with reverse DNS or Google’s published IP ranges, following Google’s verification guidance. For other crawlers, check the relevant operator’s trusted identity documentation. Do not grant a bypass solely because a request says it is from a reputable crawler.
3. Match the control to the job
Use robots.txt when the aim is to express crawling preferences to compliant crawlers. It is not an access-control mechanism, does not protect private content, and does not control every automated client. Google documents important scope and status details: rules apply only to the file’s own host, protocol, and port, and a 4xx response other than 429 is treated as though no robots.txt file exists. For actual traffic enforcement, use a WAF or application-level rate limit that matches the affected request and counts traffic using characteristics appropriate to your application. Cloudflare’s documentation describes matching expressions, counting characteristics, and actions for websites and APIs; available fields and features vary by plan. Consult its rate-limiting rules documentation for current product details rather than assuming a particular feature is available on every plan.
How should I scope and tune a rate limit?
Start with the expensive route or operation
Target the exact path, method, or operation responsible for excess work. Avoid applying a crawler rule to all pages if the evidence points to one expensive endpoint. Cloudflare recommends checking the path in analytics and documents examples that count selected response codes, match using bot scores, or use a session cookie as a counting characteristic. Choose a counting key that separates people from abusive automation
A rate limit can count requests by characteristics such as an IP address, session, or other configured attributes, depending on the platform. A key that is too broad can combine unrelated visitors behind a shared network address; one that is too easy to rotate may fail to constrain an abusive client. Consider how people, APIs, and trusted integrations actually identify themselves before choosing the key. Test the proposed rule against logs or in a count-only mode when available, and look for legitimate traffic that would match.

Where the platform supports it, begin by observing or counting matches, then challenge traffic that remains suspicious, and block only when there is a clear abuse condition. This is a cautious implementation approach, not a universal vendor-prescribed ladder. Track origin load, latency, error rates, successful user and integration requests, and crawler outcomes after a change. Adjust or remove the rule if legitimate traffic is affected.

There is no established universal safe requests-per-second limit. Google says Googlebot generally should not access most sites more than once every few seconds on average, while short periods can appear higher because of delays. That is Google-specific guidance, not a safe threshold for other crawlers or a substitute for measuring your site’s capacity. Cloudflare’s published examples—such as 5 requests per 3 minutes for selected 403/404 responses or 10 requests per 2 minutes for a particular price-lookup operation—illustrate specific rules and feature constraints, not general recommendations.

When should I return 429 or 503?
Use these responses as temporary capacity measures when the site is overloaded, not as the routine policy for every crawler. Google recommends temporarily returning 500, 503, or 429 to crawler requests to reduce crawling. The effect can extend across the hostname, including URLs that are not themselves returning errors. Google cautions that keeping these responses in place for more than one or two days can negatively affect appearance in Google products; repeated errors can lead to URLs being dropped from Search. A 429 Too Many Requests response tells a client that it has exceeded the server’s rate rules. The server may include a Retry-After header indicating when the client should retry, but clients’ behavior depends on their implementation. See Cloudflare’s explanation of HTTP 429.

Monitor capacity and crawl outcomes while an emergency response is active, and stop returning the overload status once conditions improve and the crawl rate has adapted. Google says Googlebot retries temporarily errored URLs for about two days; returning 429 or 503 for more than two days can result in those URLs being dropped from the index. Google also describes temporary robots.txt blocking as an emergency option that can take up to a day to take effect, and warns against leaving it in place too long. A robots.txt block is therefore not an instant capacity switch.
