Then make the outerwear part of the look where you can, and check that the wearer can move, see, breathe, and shed a layer if walking makes them warm. The right combination depends on the local forecast and how long you will be outside; there is no universal temperature threshold or costume that guarantees comfort.
Start with layers that each do a different job
The CDC Yellow Book’s 2026 sample for cold-climate clothing describes a base layer, an insulating middle layer, and a protective shell. Use those functions as a planning guide, not as a promise of warmth at a particular temperature.

Base layer: manage moisture
Choose a comfortable layer next to the skin. CDC examples include silk, wool, or polypropylene; the key job is wicking moisture. A thermal base-layer shirt and leggings can work beneath many costumes, provided they fit comfortably and allow movement.
Middle layer: add insulation
Wear fleece over the base layer, or adapt the costume so that a warm middle layer becomes part of its shape. The Yellow Book mentions down or insulating microfiber for extreme cold. Pick insulation that fits beneath the costume without restricting walking, reaching, or bending.

Outer layer: block the weather
For its sample shell, the CDC Yellow Book specifies a hooded, waterproof, breathable, windproof layer. Match the coat or shell to the expected wind and wet conditions. A long coat can become a cloak, a hood can suit a character, or a bright shell can be incorporated as a deliberate costume feature.
For broader winter-weather advice, CDC recommends loose-fitting layers, a hat, mittens, and water-resistant coats and boots. Adapt those choices to the actual forecast and outing rather than assuming every Halloween night calls for the same kit. Make warmth compatible with the costume
Before going out, put on the planned layers and try the costume over them. Check whether the wearer can walk naturally, use their hands, and get in and out of the costume without help that will be unavailable outdoors. If a coat, hat, mittens, or boots are needed, treat them as part of the outfit rather than relying on bare skin or an impractical accessory to preserve the look.

- Choose a costume silhouette that accommodates insulation instead of compressing it.
- Keep closures easy to open so a layer can be removed when activity makes the wearer too warm.
- Bring a way to stay dry, and plan to change wet clothing indoors; damp layers can undermine comfort quickly.
- For an extended outing, consider where the wearer can take a sheltered break or return indoors.
Prevent overheating and deal with wet clothing
Walking can generate enough heat to cause sweating even when the air is cold. CDC advises removing a layer if you feel too warm and warns: “Stay dry—wet clothing chills the body quickly.” Make an adjustable costume rather than one that traps heat, and return indoors to change if clothing becomes wet. Keep the wearer visible without blocking sight or airflow
Reflective details can be added to a costume or its outerwear. The U.S. Consumer Product Safety Commission advises: “Trim costumes and outerwear in reflective tape.” Place reflective tape where it remains visible when the wearer moves, and check that accessories do not cover it.
Visibility and ventilation matter when adding hats, scarves, or masks. CPSC advises: “Secure hats, scarves and masks to ensure adequate visibility and ventilation.” Check the finished outfit in the light conditions in which it will be worn: the wearer should be able to see clearly and breathe comfortably. Use the forecast and watch for signs of excessive cold
There is no single Halloween temperature at which a specific costume becomes unsafe or comfortable. Consider the forecast, wind, precipitation, time outdoors, and how active the wearer will be. The National Weather Service’s advice is directed at extreme cold: cover exposed skin, seek shelter from wind, and change wet clothing promptly. CDC says not to ignore shivering and identifies constant shivering as a sign to go inside. If cold symptoms persist, head indoors rather than trying to solve the problem by adding costume pieces outside.
