To keep an AI agent from spending too much, enforce limits where the cost is authorized: set a hard API spending limit for model usage, and use payment authorization rules for purchases. A prompt can tell the agent what it should do, but it does not itself reject an API request or decline a transaction.
Choose a control that matches the cost
“Agent spending” can mean at least two different things: charges for API usage and money spent on purchases. They cross different boundaries, so one limit should not be assumed to cover both.

| Control | What it covers | What happens at the limit | Important boundary |
|---|---|---|---|
| Provider spend alert | Observed API spend at a configured threshold | Sends a notification; API traffic continues | It is a monitoring signal, not a spending cap. |
| Provider hard API spend limit | API spend for an organization or project | Affected API requests can be rejected with a 429 response after tracked spend reaches the limit | Enforcement can lag, and this does not cap unrelated purchases or third-party services. |
| Payment authorization control | A particular purchase or payment under the applicable payment rules | The authorization can be approved or declined | Exact behavior depends on the payment system and integration; it does not automatically cap API usage. |
| Enterprise workspace usage limit | Eligible ChatGPT Enterprise usage for a workspace, group, or individual | An administrator can set usage limits and overrides | This is a workspace usage control, not general payment authorization for arbitrary agents. |
OpenAI’s live API spend-limit documentation, accessed October 7, 2026, describes organization and project monthly limits. Its enterprise controls, announced June 18, 2026, apply to eligible ChatGPT Enterprise workspace usage. OpenAI also distinguishes workspace spend reporting from total API spend against a combined contractual commitment.
Why a prompt is not a spending limit
A prompt communicates intent: for example, “stay under this budget” or “ask before buying.” It does not, by itself, control whether a provider serves an API request or a payment system approves a charge. If the agent misunderstands, ignores, or cannot follow the instruction, the prompt is not a technical barrier at those authorization points.

IMF Note No. 2026/004, published in April 2026, describes a payment framework with separate layers for intent and orchestration, control and authorization, and settlement. Applied to an AI agent, that framework helps explain why an instruction belongs in the intent layer while a rejection rule belongs in the system that authorizes the cost. Use prompts to guide behavior, but put enforceable limits in the API billing or payment authorization system.
Set an API limit for model usage
Choose the applicable scope
In OpenAI’s documented setup, an organization-wide monthly limit applies across projects, while a project limit applies to API traffic billed to that project. Both limits may apply to a request. Pick the scope that matches how the agent’s API usage is billed; a project limit will not govern traffic billed to a different project.
Configure the monthly limit in the relevant provider account and check the provider’s current documentation for the account-specific controls available. Do not treat this setting as a ceiling on all costs the agent might cause.

Distinguish alerts from enforcement
An alert gives an operator a chance to investigate while requests continue. A hard limit is the control that can stop affected API requests: OpenAI says requests may return a 429 response after tracked spend reaches the configured threshold.
Set alerts below the hard limit if you need time to review usage or make an authorized decision. OpenAI cautions that enforcement is not instantaneous, so recorded spend can slightly exceed the configured amount. The threshold should therefore not be treated as a guaranteed penny-exact cutoff.
Plan for an interruption and recovery
A hard limit can interrupt legitimate production traffic as well as unwanted usage. If API requests begin failing, inspect the response and the relevant organization or project limit before changing anything. An authorized operator can then decide whether to adjust the limit or reduce the workload; do not have the agent raise its own ceiling. OpenAI’s documented 429 behavior is a useful signal to investigate, not proof that every 429 response has the same cause.

Put purchase limits in payment authorization
Bind approval to the transaction
For purchases, define the conditions that should permit a charge in the payment or authorization system that processes it. Where the payment flow supports them, use a maximum chargeable amount and an expiry so the authorization is bounded in value and time.
OpenAI’s Agentic Commerce documentation describes delegated payment requests with a maximum chargeable amount and an expiry. In that flow, merchants remain responsible for accepting or declining orders and processing payment through their systems; OpenAI is not the merchant of record. The example illustrates a bounded authorization, not a universal control that applies to every agent or payment integration.
Use programmatic approval where supported
Stripe’s February 27, 2025 annual letter describes virtual cards created through Stripe Issuing that let users approve or decline authorizations programmatically. This is a vendor example of transaction-level control, not evidence that the same capability is available in every region, account, or agent integration. Confirm the applicable product terms and integration behavior before relying on it.

Decide who owns the budget, which transactions need human review, and where approval or decline decisions are recorded. Those are operational choices: the cited payment framework and product examples do not prescribe one policy that fits every organization.
Keep workspace usage controls separate
For eligible ChatGPT Enterprise use, OpenAI’s June 18, 2026 announcement describes admin-defined usage limits and overrides at workspace, group, or individual level. These can be useful for managing workspace usage, but they should not be mistaken for a universal cap on API billing or card purchases by an independently integrated agent.

Set up the controls before granting access
- Name an accountable budget owner. Decide who can set, review, and change limits, and who handles exceptions.
- Separate the budgets. Identify which costs are API usage, workspace usage, and purchases so each is assigned to a control that covers it.
- Configure API enforcement and monitoring. Apply the appropriate organization or project limit, and place alerts below it if advance notice is useful.
- Constrain payment authority. Where supported, set amount and expiry bounds and define approval or decline logic in the payment system.
- Check failure and recovery behavior. In the relevant environment, confirm what an API rejection or payment decline looks like, who receives it, and who is allowed to revise a limit.
