Risk depends on the protest, location, your role, and how reachable you must be. Electronic Frontier Foundation guidance emphasizes that every protest and every person’s concerns differ; the steps below let you choose a level of protection without pretending that any phone setup provides perfect anonymity or legal protection.

Start with a threat model: what are you protecting?
Write down the situations you are actually preparing for. A person worried about losing a phone needs a different setup from a journalist protecting sources or an organizer carrying a participant list. Consider four separate exposures:
Recommended Free Tools
- Stored data: photos, messages, contacts, documents, saved passwords, authentication codes, browser history and cloud-account access that could be seen if the phone is unlocked, searched or lost.
- Transmitted data: the content of calls, messages and files while they travel between devices and services.
- Location and association: information that can connect your phone, accounts or nearby devices with a particular place, time or group while the phone is powered and connected.
- Availability: your ability to call trusted people or emergency services when you reduce connectivity, run out of battery or lose the phone.
These are different problems. Device encryption protects data at rest; end-to-end encryption protects message content in transit. Neither one prevents every form of location tracking, account exposure or access to an already-unlocked device.

What should I do with my phone before a protest?
1. Install updates and confirm encryption
Update the operating system and every app before the event, then restart the phone. Security updates close vulnerabilities that an attacker could otherwise exploit. Do this while you have reliable Wi-Fi and a charger, and check that the update completed rather than merely downloading.
Modern iPhones and many Android phones enable storage encryption when you set a device passcode. Check the current security or privacy settings on your model; menu names change between operating-system versions. On an iPhone, review Settings > Face ID & Passcode (or Touch ID & Passcode) and set a passcode. On Android, look under Settings > Security and privacy or Security for screen-lock and encryption information. A long, unique alphanumeric passcode is stronger than a short PIN, provided you can enter it reliably under stress.
Encryption is most useful while the phone is locked. If someone has the unlocked device, encryption does not hide what the operating system displays. Keep the phone locked whenever you are not actively using it.
2. Choose a passcode and biometric plan
Face or fingerprint unlocking is convenient, but a person with physical control of you or the phone might try to compel a biometric unlock. If that possibility matters, turn off biometric unlock before leaving and require the passcode. Most phones provide an emergency shortcut that temporarily disables biometrics; learn and test it before the event instead of relying on memory.
For an iPhone, pressing and holding the side button and either volume button brings up the shutdown and emergency screen; after that screen appears, the passcode is required. Android’s shortcut varies by manufacturer, but many current devices offer a “Lockdown” option that disables biometric and other convenience unlocking until the passcode is entered. Verify the exact behavior on your phone in advance.
Legal rules about compelled unlocking differ by country, state and circumstance and can change. A technical setting cannot tell you what you must do when an officer or another person requests access. For a specific legal concern, consult a licensed attorney in the relevant jurisdiction.

3. Back up what you cannot afford to lose
Make a fresh backup of contacts, documents and irreplaceable photos to a secure account or computer, then verify that the backup can actually be restored. Keep a second encrypted copy offline and separate from the phone and its online backup when the information is particularly important. A backup protects against loss; it does not make sensitive information safe to carry.
Write essential phone numbers, medical information and meeting details on paper or another device you can access without the phone. Do not put a complete participant list, source archive or unnecessary identity documents on the device just because a backup exists.
4. Minimize data before you leave
Review the phone as if a stranger could see the unlocked screen for several minutes. Remove or move anything that would create unnecessary risk:
- Delete sensitive photos, videos, downloads, message attachments and documents, including items in “Recently Deleted” or trash folders.
- Sign out of accounts you do not need during the protest and remove saved passwords or passkeys that would expose unrelated services.
- Review authenticator apps, recovery codes and password-manager access. Keep a secure recovery method elsewhere, but do not carry a complete set of account keys without a reason.
- Check cloud-photo, file-sync and social-media apps for automatic upload or sharing that could transmit material as soon as the phone reconnects.
- Review location-sharing features, family or friend tracking, shared albums and “find my device” access. Keep a trusted recovery path for a lost phone, but disable sharing that is not necessary for this event.
- Clear sensitive notifications and lock-screen widgets. A message preview can reveal names and content even when the phone itself is locked.
5. Hide notification previews and lock-screen information
Set messaging, email, calendar, authentication and social apps not to show content on the lock screen. On iPhone, review Settings > Notifications > Show Previews; on Android, look for Notifications on lock screen or a similar privacy label. Menu wording varies, so test the result by sending yourself a message while the phone is locked.
Remove lock-screen widgets that display travel plans, contacts, health data or smart-home controls. Disable voice-assistant responses and USB accessories while locked if your operating system offers those controls. The goal is to keep a locked phone from volunteering information or allowing actions.

6. Decide whether a secondary phone is appropriate
A secondary phone containing little personal data can reduce the consequences of a search or loss, but it is not an anonymity guarantee. It should receive current security updates, use a strong passcode and have only the accounts and apps you genuinely need. A cheap or outdated device with unpatched software can create more risk than your maintained daily phone.

Carrying two powered phones can allow their locations to be correlated because they travel together. Linking the secondary phone to your normal accounts, contact list, payment method or cloud backup also defeats much of the data-separation benefit. Prepaid-SIM registration and identification rules differ by country, so do not assume that a prepaid line is anonymous.
| Choice | What it can reduce | What remains exposed or costs you | Preparation required |
|---|---|---|---|
| Maintained daily phone | Usually the best security updates, contacts and emergency access | More personal data, account links and history if searched or lost | Data minimization, strong passcode, notification controls and backups |
| Secondary phone with minimal data | Amount of personal content stored on the device | Location and association can still be linked; poor updates are dangerous | Current patches, separate accounts where appropriate, tested contacts and charging |
| Two phones carried together | May provide redundancy if one fails | Co-location can connect both devices; more batteries, accounts and complications | A clear reason for both devices and a plan for each one |
7. Charge and pack for loss of service
Charge the phone fully before leaving. A portable charger can extend readiness, but it is not a privacy device; treat it as power equipment. Bring the cable your phone uses and, if practical, keep the charger separate from the phone so one lost item does not remove both power sources.
Make a communication and meetup plan before connectivity changes
Decide how people will find one another if mobile data fails, the network is congested, a phone battery dies or someone is separated. Agree on a physical meeting point, a time window, a backup point and a trusted contact who is not attending. Share only the information necessary for that plan.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsCarry emergency contacts in a form available without unlocking the phone. Make sure everyone knows which channel is for urgent messages and what to do if no reply arrives. A privacy measure that leaves you unable to summon help may be the wrong choice for your circumstances.
How to choose between connected, airplane-mode and powered-off phones
Connectivity is a trade-off, not a binary “safe” setting. A connected phone can provide navigation, calls and emergency communication while creating more opportunities for location and association data to be generated or requested. Airplane mode reduces ordinary radio connections but does not guarantee that apps cannot record location for later transmission. Electronic Frontier Foundation guidance identifies complete power-off as the way to ensure the phone is not recording and later sending location data while it is off.
| Phone state | Reachability | Location and data considerations | Use when |
|---|---|---|---|
| Powered on and connected | Calls, messages, data and emergency functions generally available | Network, app and account activity can reveal location or associations; an unlocked screen exposes stored content | You need reliable contact and accept the associated exposure |
| Airplane mode or radios disabled | Ordinary calls and messages may not work; some functions can be re-enabled manually | Apps may save GPS information and transmit it after reconnection; verify which radios and services remain active | You can tolerate reduced reachability and have checked the phone’s behavior |
| Completely powered off | No ordinary calls, messages or live navigation | Prevents the powered-off phone from recording and later transmitting location data, but does not erase information already stored or previously transmitted | You have a meetup and emergency plan and do not need the phone during that period |
Do not switch to airplane mode or power off impulsively if people depend on you for safety. Set the plan first, tell the trusted contact when you will be unreachable, and decide when the phone may be turned back on.

Use secure communication without confusing it with anonymity
For sensitive messages, use a service that provides end-to-end encryption and verify that the intended conversation is protected. End-to-end encryption helps keep message content from being read in transit by intermediaries, but it does not hide the phone’s location, the existence of a connection, the identities associated with accounts or content displayed on an unlocked device.
Keep message notifications private, avoid forwarding sensitive material to large groups, and assume that recipients’ phones may be lost, searched or compromised. Delete unnecessary local copies only if doing so does not remove information you need for safety or accountability; deletion is not a guarantee that other copies no longer exist.
Can police track my phone at a protest?
A connected phone can produce location and association information through cellular networks, Wi-Fi, Bluetooth, apps and account services. What authorities can obtain, how accurately they can obtain it and what legal process applies depend on the country, network, device, app and circumstances. A privacy setting cannot promise that a phone is invisible.
Reduce unnecessary exposure by disabling location sharing you do not need, limiting app permissions, avoiding automatic uploads and choosing an offline or powered-off period when your safety plan permits. Remember that a secondary phone, a prepaid SIM or airplane mode does not automatically prevent correlation or later data transmission. If you have a specific concern about surveillance or a request for device access, seek jurisdiction-specific legal advice rather than relying on a general checklist.

Recording an event can document important conduct, but publishing an identifiable person can put them at risk. Ask consent where practical and do not assume that a public gathering makes every participant willing to be identified.
Before recording
- Choose angles that show signs, surroundings or official actions without making faces the subject.
- Watch for tattoos, distinctive clothing, mobility aids, vehicles, name badges and other marks that can identify someone even when the face is not visible.
- Do not livestream identifiable attendees merely because live video is convenient; consider that you cannot reliably edit a livestream after it is seen or copied.
Before publishing
- Obscure faces and identifying features, or crop them out entirely. A solid block or opaque mask can be safer than a blur that might be reversed or analyzed.
- Check reflections, windows, signs, transit cards, screens and background audio for names, addresses or other clues.
- Remove metadata that can reveal capture time, location, device model or account information. Use a reputable metadata-removal workflow and inspect the final file before upload.
- A screenshot may remove some original file metadata, but it can lower image quality and does not remove identifying details visible in the picture itself.
- Keep the original securely if it may be needed as evidence, and publish only a risk-reviewed copy.
Ask people who appear in a file whether they agree with the intended audience and timing. Consent can change if conditions change; avoid tagging, naming or geolocating people without a clear reason.

Use protective device modes only after testing them
Some phones offer hardened configurations such as Apple Lockdown Mode or Android Advanced Protection. These modes reduce selected attack surfaces by restricting features, links, attachments or installation paths. They do not eliminate protest surveillance, location exposure or the consequences of an unlocked device.
Turn such a mode on before the event only after checking which calls, websites, accessories, messaging features and work tools it changes. Test your emergency contact method and any accessibility features you rely on. A setting that blocks an unexpected attachment but also prevents a needed safety function is not automatically the right choice.
During the protest: a short operational checklist
- Keep the phone locked when you are not actively using it and shield the screen from nearby observers.
- Use the agreed end-to-end encrypted channel for sensitive communication; do not put unnecessary names or locations in messages.
- Reduce wireless connectivity when your plan allows, remembering that airplane mode is not the same as powering off.
- Do not connect unknown USB accessories or accept unexpected files, profiles, links or configuration prompts.
- Record only what you can protect. Check every frame for identifiable attendees before sharing.
- Conserve battery and keep the charger available; preserve enough power for the agreed check-in or emergency call.
- If the phone is lost, use your prearranged account-recovery and remote-lock plan from a trusted device, and tell the trusted contact.
After the protest: publishing, account review and confiscated devices
Review media before it leaves your control
Move recordings to a secure location, restrict who can access them and apply the identity-protection steps above before posting. Disable automatic geotagging or upload if you no longer need it. Check that a platform has not added a location tag, public album or searchable caption.

Change passwords and revoke sessions from a known-clean device if you believe the phone was unlocked, lost or accessed. Review account sign-ins, recovery methods and authentication devices. Do not treat a returned phone as trustworthy merely because it looks unchanged.
Access Now advises not using a confiscated phone after it is returned until a qualified digital-security expert checks it for spyware or other intrusion tools. Preserve the device and relevant information, and seek specialist help rather than installing random “phone cleaner” software that could overwrite evidence or create new exposure.
If authorities request access
Do not infer your legal obligations from another person’s experience or from a phone setting. Rights and duties around searches, seizures, passwords and biometric unlocking depend on jurisdiction and circumstances. If the interaction raises legal concerns, contact a licensed attorney who can advise on the applicable law.
A practical decision matrix
| Your priority | Reasonable preparation | Main trade-off |
|---|---|---|
| Keep emergency contact available | Maintain a patched, encrypted phone with a strong passcode, private notifications and a written meetup plan | More connectivity and stored personal data than a powered-off or stripped-down device |
| Minimize data if the phone is searched | Back up, delete unnecessary content, sign out of unneeded accounts and consider a current secondary phone with minimal data | Less convenience; two phones can still be correlated and an old phone may be insecure |
| Reduce live location exposure | Disable unnecessary sharing and use airplane mode or full power-off during a preplanned period | Reduced or absent calls, messages, navigation and emergency reachability |
| Protect other attendees | Frame carefully, obtain consent, mask identifying details and remove metadata before publishing | More editing time and possible loss of context or image quality |
| Prepare for seizure or return | Carry minimal sensitive data, keep backups, and arrange expert inspection before reuse | Requires advance planning and access to qualified digital-security help |
Final pre-departure checklist
- Operating system and apps are current.
- Device encryption is enabled through a strong passcode.
- Biometric unlocking is disabled if physical compulsion is a relevant concern.
- Backups are complete, restorable and stored separately from the phone.
- Sensitive files, photos, chats, account sessions and lock-screen previews are minimized.
- Location sharing, automatic uploads and unnecessary app permissions are reviewed.
- A trusted contact, check-in time, meetup points and offline emergency contacts are agreed.
- You have chosen connected, airplane-mode or powered-off use deliberately.
- Any secondary phone is patched, tested and not assumed to be anonymous.
- The phone and charger are charged, and you know what to do if the device is lost or returned after confiscation.
The right setup is the one that matches your actual risks and still lets you carry out your safety plan. Recheck the settings immediately before leaving, because operating-system updates and app changes can alter labels or defaults.
