How to Protect Student and Staff Accounts With Multi-Factor Authentication

A practical guide for schools to prioritize accounts, choose MFA methods, manage enrollment and recovery, and expand protection across education services.

Schools should require multi-factor authentication (MFA) wherever their identity systems allow it, beginning with administrators, staff with elevated privileges, email, remote access, and systems containing sensitive records. Aim for phishing-resistant FIDO/WebAuthn authentication; if that is not yet practical, use an available MFA option such as number matching while closing enrollment and recovery gaps and expanding coverage.

What MFA protects—and what it does not

MFA verifies identity using two or more distinct factors, commonly something a person knows, possesses, or is. A password plus an authenticator or security key is one example. A username alone is not proof of identity: the U.S. Department of Education explains that a student user ID can be directory information only when it cannot be used to access education records without additional authentication factors. See the Department’s student ID and directory information FAQ.

Authentication and authorization are different controls. Authentication checks who is signing in; authorization determines which records, applications, and actions that person may access. MFA makes account takeover harder, but it does not replace appropriate access permissions, account management, or other safeguards.

Which accounts and services should a school protect first?

Build an inventory of school accounts and applications, including district email, remote access, administrative consoles, student information systems, learning tools, file-sharing services, and cloud storage. Include accounts managed directly by the school and those accessed through third-party education applications.

  • TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
  • BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.

Prioritize accounts whose compromise could expose many users or sensitive records, then keep moving toward coverage for every user and service that supports MFA. CISA’s January 2023 K–12 cybersecurity report advises prioritizing high-impact systems and elevated accounts while working toward broader MFA adoption. Email, remote access, file sharing, and privileged accounts are especially important because they can provide a path into other systems.

  • First wave: administrators, IT staff, and any account with elevated privileges.
  • Next: email, remote access, student information systems, and services holding or exposing sensitive records.
  • Expansion: learning tools, file-sharing platforms, cloud services, and remaining staff and student accounts wherever MFA is supported.

Phasing helps manage a large rollout; it should not turn the first wave into a permanent endpoint.

Choose the strongest method the school supports

MFA methods do not provide equal protection. CISA’s public guidance, “More than a Password,” says: “The only widely available phishing-resistant authentication is FIDO/WebAuthn authentication.” FIDO/WebAuthn methods, which can include a compatible security key, are the preferred target where the school’s identity provider and account types support them.

CISA’s K–12 report puts the trade-off plainly: “Phishing-resistant MFA is the standard all leaders should strive for, but any MFA is better than no MFA.” If phishing-resistant options are not immediately feasible, number matching can be an interim improvement when supported. CISA warns that basic SMS codes and push prompts that do not require number matching face risks, including phishing and approval fatigue. The agency’s phishing-resistant MFA guidance explains the stronger approach.

Before selecting a method or purchasing hardware, confirm that it works with the school’s identity provider, account types, and managed devices. A FIDO2/WebAuthn security key is appropriate only for accounts and systems that support that method; compatibility should be checked against current provider documentation and district purchasing policy.

Questions to compare before rollout

  • Phishing resistance: Does the method resist credential phishing, or can a user be tricked into sharing a code or approving a fraudulent prompt?
  • Compatibility: Does the identity provider support it for the relevant staff and student accounts and devices?
  • Student and device fit: Will the method work for the students’ ages, shared devices, and school-managed hardware? These are local design questions; the cited CISA guidance does not evaluate one universal approach for all schools.
  • Accessibility and backup: Can users with different access needs authenticate, and is there a secure alternate route if their primary method is unavailable?
  • Cost and support: Account for hardware, setup, replacement, and the support burden—not just the initial purchase.
  • Operational fit: Can the school enroll new users and handle phone replacement or lost devices without creating insecure bypasses?

Roll out MFA with enrollment and recovery in mind

  1. Inventory identities and applications. Record which users and services support MFA, which are managed by the school’s identity provider, and where separate sign-ins remain.
  2. Set the first-wave scope. Start with privileged accounts and high-impact systems, then define a sequence for adding other staff, students, and services.
  3. Choose and test the supported method. Prefer FIDO/WebAuthn where available. Confirm compatibility before buying security keys; if stronger methods are not ready, use a safer available MFA option such as number matching rather than leaving accounts unprotected.
  4. Explain enrollment clearly. Give users the exact sign-in and setup steps, identify who can help, and track completion. Pay particular attention to new staff and people replacing or migrating to a new phone: CISA’s K–12 report identifies both situations as enrollment gaps.
  5. Define recovery and replacement procedures. Specify how an authorized user proves identity and regains access after losing or replacing a device. Keep the process secure, documented, and usable so legitimate users can return to work without resorting to informal MFA bypasses.
  6. Review exceptions and expand coverage. Regularly identify accounts without MFA, establish owners and remediation dates for exceptions, and continue adding systems and users.
  7. Ask providers about defaults and fees. CISA’s K–12 acquisition guidance says schools should require products to enable MFA by default without an additional charge. Ask vendors whether MFA is available, enabled by default, and included in the product cost.

Make multi-application identity manageable

Schools often use many separate education applications, each with its own sign-in and configuration. CISA says districts may consider comprehensive single sign-on (SSO) to centralize identity and access management across applications. SSO can simplify policy administration, but it does not automatically mean every connected application enforces the same MFA controls. Confirm how authentication is applied to each service and account type, and keep track of exceptions and standalone logins.

Keep the legal and privacy claim precise

The U.S. Department of Education Privacy Technical Assistance Center says FERPA does not require educational institutions to adopt a specific security control, while emphasizing the risk security threats pose to student privacy. Its “Data Security: K-12 and Higher Education” guidance says institutions should take appropriate steps to safeguard student records. Do not describe MFA as a specific FERPA mandate. The Department says its guidance principles apply regardless of grade level; postsecondary institutions should also consult applicable Federal Student Aid requirements.
