How to Protect Electronics From Floodwater and Power Surges

Move electronics before floodwater arrives only if it is safe. After flooding, avoid electrical hazards and have wet equipment evaluated before restoring power.

Protect people first: floodwater can create dangerous electrical hazards and damage electronics directly, while a surge protector only helps with certain voltage surges. Before water arrives, charge communication devices, then move electronics higher and unplug them only if you can do so from a dry, safe place. If water enters your home, keep away from electrical equipment and leave power off until an electrician has inspected the system.

Before a flood: move electronics only while it is safe

If a flood threat is approaching, prepare before conditions deteriorate. ESFI recommends charging communication devices before a storm, then unplugging electronics and moving them as high as possible. FEMA advises placing important belongings on the highest shelves when time permits.

  • Charge phones and other communication devices while power is available and conditions are safe.
  • Move electronics and important belongings to higher shelves or floors before floodwater arrives.
  • Unplug devices only from a dry, safe location. FEMA specifically says not to disconnect electrical devices while wet or standing in water.
  • Follow evacuation instructions; do not delay leaving or approach a hazard to retrieve equipment.

For guidance, see ESFI’s disaster-preparation advice and FEMA’s flood guidance.

After water enters: stay away from electrical hazards

Floodwater can leave dangerous conditions even after it recedes. Do not approach downed power lines, submerged outlets, wet cords or standing water near electrical equipment. Do not touch breakers, replace fuses, unplug equipment or handle wet cords while you are wet or standing on a wet surface.

Follow emergency officials’ and your utility’s directions about electrical service. There is no safe universal breaker procedure for every flooded home: the condition of the building and the location of the electrical equipment matter. Keep household power off until an electrician has inspected the electrical system. Have wet appliances inspected, and do not plug them in or switch them on unless an electrician says they are safe. See ESFI’s flood-recovery guidance and FEMA’s disaster-preparation guidance.

What to do with electronics and equipment exposed to water

Do not treat apparent dryness or a device that seems to work as proof that it is safe. Water-damaged electrical equipment can retain fire and shock risks if it has not been properly evaluated or reconditioned. ESFI says qualified electricians should evaluate water-damaged electrical equipment.

It also identifies other electrical components that must be replaced and some equipment categories that qualified professionals may recondition; different items do not all receive the same treatment. For consumer electronics the guide does not specifically address, follow the manufacturer’s instructions and seek qualified evaluation rather than relying on drying alone.

Floodwater may contain sewage, chemicals, oil and debris. Salt water and salt spray are especially damaging because they are corrosive and conductive. ESFI’s water-damaged-equipment guide explains replacement and professional-evaluation categories. The sources do not establish a consumer rule that makes a device safe based only on how deep or how long it was submerged.

What surge protectors can—and cannot—do

A surge protective device can protect connected electronics from some voltage surges; it does not prevent flood damage or make wet equipment safe. A point-of-use device protects only the equipment plugged into it. A power strip is not necessarily a surge protector, so check that a product is explicitly identified as a surge protective device.

Whole-home surge protection covers more of the home’s electrical system and must be installed by a qualified electrician. It is a different layer from a point-of-use protector; neither protects electronics from inundation. ESFI also says no surge protection device can handle a direct lightning strike. If you suspect a surge, unplug sensitive electronics only if you can do so safely—not while wet or standing in water.

Point-of-use surge protective device Electronics plugged into that device Does not protect against flooding; ordinary power strips may not provide surge protection.
Whole-home surge protection A broader portion of the home’s electrical system Must be installed by a qualified electrician; does not make flooded equipment safe.

For details, see ESFI’s guidance on point-of-use surge protection and surge-protection layers. A surge protector exposed to water must be replaced, according to ESFI’s water-damaged-equipment guide. Separately, a point-of-use device may need replacement over time or after a major surge; follow its status indicators and manufacturer guidance.

Plan for future flood exposure

For long-term mitigation, FEMA identifies elevating building electrical-system components as the most effective overall approach. Where elevation is impractical, moving components to higher floors or rooftops may be an option. FEMA also cautions that typical household equipment is not designed to be submerged, that even small amounts of water can cause damage, and that cleaning may not be enough.
