Keep essentials somewhere you can reach without delaying evacuation. Follow local instructions, and never enter floodwater to retrieve belongings.
Prepare documents before flooding threatens
Keep original records in a waterproof container and store it above the area you expect could be exposed to floodwater. FEMA recommends this general approach but does not specify a tested rating or guarantee that a particular container will protect its contents at a given depth or for a given time. See Ready.gov’s flood guidance.
For paper records, FEMA lists several storage options in its Safeguard Critical Documents and Valuables publication:
- A fireproof, waterproof box or safe at home.
- A bank safe deposit box.
- Storage with a trusted friend or relative.
Choose based on where the records are kept relative to flood exposure, how quickly you can access them during an evacuation, and whether another person could retrieve them if needed. FEMA does not rank these options.

Make digital copies you can access securely
Scan or photograph critical records and keep the copies password-protected. FEMA describes two storage approaches: removable flash or external storage kept in a fireproof, waterproof box or safe, and a secure cloud-based service. Removable storage can be kept with protected documents; cloud storage can provide access away from home, but depends on account access and security. FEMA does not prescribe a particular service or account-recovery method, so plan a safe way to access recovery details.
Move electronics to a higher level
Move valued electronics out of basements and other low-lying areas to a higher level before water rises. Ready.gov recommends moving valued items to higher levels but does not specify a particular waterproof case or guarantee that a pouch or household box will protect equipment from floodwater.

Keep a phone charging device and extra batteries in your emergency kit for communication during outages. They help power devices; they do not protect them from water.
When flooding is imminent, prioritize evacuation
- Follow local alerts and evacuation directions. Leave immediately when authorities tell you to evacuate.
- Take critical supplies and documents only if doing so is safe and does not delay departure. FEMA’s 2025 flood hazard information sheet advises taking critical supplies and documents during evacuation and keeping important papers in a dry, safe place.
- Never wade into floodwater to retrieve records or electronics. FEMA warns: “Do not touch electrical equipment if it is wet or if you are standing in water.”
What container claims can—and cannot—tell you
The cited FEMA guidance recommends waterproof storage, but it does not identify tested brands or models, specify an immersion rating, or promise protection against a particular flood depth, duration, current, contamination, or water pressure. Treat “waterproof” as a general preparedness recommendation, not proof that a specific product will withstand your flood conditions.
