How to Protect Children During an Air-Raid Alert at School

Follow the school’s alert plan: move pupils with staff to the designated shelter, account for everyone, and stay there until the alert ends. Parents should use the school’s communication channel.

During an air-raid alert at school, children should follow the school’s preapproved plan: stop normal activities, move with staff to the designated shelter, and remain supervised there until the alert ends. Parents should use the school’s agreed communication channel rather than trying to collect a child during an active alert. This guidance reflects Ukrainian recommendations; the exact route, roles, and all-clear procedure depend on the school’s plan and local emergency instructions.

Before an alert: know the plan and its limits

Families should ask the school which shelter pupils use, how staff supervise and account for them, how parents will receive updates, and how the plan will support a child who needs additional practical or communication help. These are useful questions to resolve with the school; current national guidance does not provide a complete individual-needs checklist for every pupil.

In its 14 September 2026 recommendations, Ukraine’s Ministry of Education and Science (MES) says each school should prepare for its own security situation and capabilities rather than copy a single model. Schools should define scenarios, transitions between learning formats, responsibilities, and how decisions will be communicated to families. The shelter should be able to accommodate everyone present; attendance should not exceed its capacity. Planning should also account for a prolonged stay, utilities, backup power, internet and communications, and whether remote learning can be used if needed. MES recommendations for school planning

Parents can ask who supervises each group, what happens if a child becomes separated from their class, and how younger pupils or children needing support will be helped. The school’s approved plan and local instructions—not a general article—must supply those operational details.

When the alert sounds: move together and account for pupils

  1. Stop ordinary classroom activity. Staff follow the school’s warning and response procedure and guide pupils promptly toward the designated shelter.
  2. Use the school’s assigned roles and route. How staff coordinate movement, including what to do if a child is separated, must be set by the school’s approved plan.
  3. Give younger pupils extra help. Ukraine’s Education Ombudsman guidance describes providing helpers for the youngest classes and checking attendance once pupils reach shelter.
  4. Supervise and account for the group. Staff should confirm that every child is present and reassure pupils calmly rather than increasing their fear.

The Ombudsman’s 2022 guidance describes this response sequence, but current local instructions and the school’s plan determine how it is carried out. Education Ombudsman: what parents should know during an alert at school

During the alert: stay sheltered and keep communication orderly

Children should remain with staff in the shelter until the alert ends. The Ombudsman guidance says a teacher should not release a pupil to a parent during an active alert. Parents should follow the school’s agreed channel for updates and avoid disrupting supervision by attempting an unscheduled pickup.

Learning in shelter is conditional on safety

An alert does not automatically mean all learning must stop. MES says a school may continue a lesson or offer independent work, reading, consultation, or project work when shelter conditions are safe and suitable. The safety of pupils and staff takes priority over keeping the usual timetable. As Minister Andrii Butenko put it on 14 September 2026, “Безпека учнів та вчителів залишається першим пріоритетом” (“The safety of students and teachers remains the first priority,” translated from Ukrainian). MES recommends that if alerts recur or cumulatively last more than two hours during the school day on several consecutive days, the school switch to a previously prepared shelter-learning or remote-learning model. This is a recommendation in the ministry’s 14 September 2026 guidance, not a universal legal threshold. Schools should decide in advance who makes that decision and how families are informed. MES explanation of learning arrangements during alerts

After the all-clear: follow the school’s return procedure

Once the alert ends, follow the school’s local all-clear and return procedure. Staff should reconcile attendance and contact families as required by the school plan. The 2022 Ombudsman guidance discusses returning after an alert, but it does not establish one universal waiting period or release protocol for every school.

How to judge whether a school plan is workable

A useful plan connects shelter safety, supervision, and learning decisions rather than treating them as separate issues. Parents and school leaders can review it against these points:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Shelter fit: Is its capacity sufficient for everyone present, and can it support a prolonged stay with needed utilities and communications?
  • Continuity: Does the plan specify whether pupils move to shelter during an alert, learn in a prepared shelter, rotate groups, or use remote learning when safe attendance is not possible?
  • Decision-making: Is it clear who chooses a change of learning format, what scenarios trigger it, and how families are told?
  • Supervision and accountability: Are group responsibilities clear, are younger pupils supported, and is there a reliable attendance check in shelter?

The precise answers vary by school. MES emphasizes that plans must fit local security conditions and capabilities; families should confirm the actual shelter, capacity, support arrangements, and communications directly with their school and local authorities.
