Start by reviewing traffic and setting a broad rate ceiling, then add tighter limits or challenges for costly routes such as login flows and APIs. Keep explicit allowances for useful search crawlers and other legitimate automation.
Decide what automated access to allow
Separate the kinds of access you care about: ordinary search indexing, AI use of content in real time, AI training, uptime checks, and your own API clients may deserve different policies. Cloudflare documents Content Signals categories for search, ai-input, and ai-train, as well as user-agent-specific disallow rules for known crawlers. These settings communicate your preferences to crawlers; they do not force a crawler to comply or block its requests. Use an edge or server-side rule when access must actually be restricted. Build protections in layers
1. Inspect traffic before blocking
Review request logs and analytics for repeated paths, user agents, request rates, response codes, and origin load. If your bot tool offers a monitoring or counting mode, use it first to see what would match and whether legitimate services would be caught. AWS Bot Control adds labels and exposes bot information through metrics and logs, but AWS describes traffic categorization as probabilistic: treat a bot label as a signal, not certainty. 2. Set a broad baseline, then narrow it
Use a site-wide ceiling to reduce bursts, then apply more specific rules to routes whose abuse is especially costly or risky. AWS recommends combining a site-wide rate ceiling with URI-specific and IP-reputation rules. It identifies login and account-creation endpoints as particularly suitable for rate limiting; expensive APIs may also need their own thresholds. AWS static controls guidance

3. Match the rule to the operation
A rate rule does not have to treat every page view alike. For scraping, consider repeated business actions such as catalog price lookups rather than blocking all browsing. Cloudflare’s example uses a challenge and then a block at a higher sustained rate. Its example values illustrate a possible design, not a safe threshold for every site: set limits using your normal traffic patterns and the cost of the operation. Cloudflare rate-limit rules use a match expression, counting characteristics, a time period, a request threshold, and a mitigation duration. Available match fields and counting options vary by plan and account configuration, so confirm what your account supports before designing the rule. Its counters may take a few seconds to update, which means some excess requests can reach your origin before mitigation begins; a configured threshold is not a mathematically exact cap on origin traffic. 4. Add bot detection or challenges when static rules are not enough
A user-agent rule is easy to understand but cannot reliably identify automation that disguises or omits its identity. AWS WAF Bot Control can monitor, block, or rate-limit common bots. Its targeted protections add methods such as browser interrogation, fingerprinting, and behavior heuristics to detect bots that do not identify themselves; AWS says these protections can be combined with custom WAF rules. Deploy carefully and tune from results
- Write down the policy: list the crawlers and automated uses to allow, restrict, or block, including search, monitoring, and first-party integrations.
- Observe current behavior: inspect logs and, where available, run bot controls in monitor or count mode before enforcement.
- Apply the site-wide limit: use a baseline to manage broad bursts, while recognizing that edge counters can lag.
- Add route-specific rules: set narrower limits or challenges for logins, account creation, expensive APIs, or repeated high-cost lookups.
- Enforce at the edge or server: choose challenge, rate-limit, or block actions according to the route and the confidence of the signal.
- Review after deployment: check false positives, legitimate crawler access, uptime checks, API clients, visitor experience, and origin request volume; adjust rules when evidence shows they are too broad or too loose.
Keep expectations realistic
No single signal or setting guarantees that all unwanted agents will be identified or stopped. A cooperative crawler may follow robots.txt, while enforcement rules can still miss disguised traffic or affect legitimate users if thresholds are poorly chosen. Managed WAF and bot tools may add useful detection and response options, but their capabilities, plan limits, and costs differ. Keep monitoring the traffic that reaches your origin and tune the policy to your routes and operating needs.
