No single rate limit or WAF replaces authorization or the other safeguards. The exact defaults depend on your Laravel version and authentication package, so verify what your application actually runs.
Start by mapping the routes and actions that need protection
Before setting limits, list the ways a visitor can reach authentication or perform work in the admin. Include login, password recovery, multi-factor authentication (MFA) challenges, account management, impersonation, bulk changes, exports, uploads, and APIs. A general request limit may not protect a costly export or a sensitive mutation as effectively as a limit designed for that action.

For each route, identify what must be protected and how requests should be counted. Consider whether the useful key is an account, an IP address, an account combined with an IP, or a workload-specific identifier. IP-only limits can affect several legitimate administrators behind a shared network; account-only limits can be abused to lock out a target. There is no universal threshold in the Laravel documentation: tune limits to your traffic and workflows, and watch for false positives.
Require authentication on protected admin routes
Attach authentication middleware to every route that requires a signed-in user. If the application uses a separate admin guard, specify the appropriate guard rather than assuming the default user guard protects the admin. Laravel’s authentication documentation describes route protection and guards: Laravel authentication.

Authentication establishes who is signed in; it does not by itself decide what that person is allowed to do. Keep authorization checks for sensitive actions as well, and do not treat a rate limit as a substitute for either control.
Throttle login attempts and other costly actions
Check whether login throttling is already configured
Do not assume every Laravel admin has the same automatic login protection. Laravel 13.x authentication documentation describes a default one-minute lockout after several failed attempts for its documented starter-kit flow, keyed by username or email and IP. Fortify documents username-plus-IP throttling and supports a custom limiter. These behaviors depend on the starter kit, integration, and installed package version; inspect your app’s authentication routes and configuration before relying on them. See Laravel authentication and Laravel Fortify.
Set route-specific limits where abuse has a real cost
Laravel provides a rate limiter and route throttling. Define limits for relevant actions instead of forcing login, exports, uploads, and ordinary page views into a single broad bucket. Choose keys that reflect the action: an account-plus-IP key can constrain repeated login attempts, while a workload-specific key may better fit an expensive operation. Account for shared IPs and legitimate administrative bursts when choosing limits.

- RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
- EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.
The rate limiter uses the configured application cache by default. Make sure that cache choice fits your deployment, especially if requests can reach multiple application instances. Laravel documents Redis-backed throttling when Redis is configured as the cache driver. See Laravel rate limiting and Laravel routing.
Keep CSRF protection for browser-session requests
Cross-site request forgery (CSRF) is a different risk from request volume. Throttling limits how often requests arrive; CSRF protection helps prevent a browser from being induced to send an unwanted authenticated request. Do not turn off or replace session-based CSRF defenses because a route is rate-limited or because an API token guard exists elsewhere in the application.
Laravel 13.x documents checking the Sec-Fetch-Site header and falling back to session-token checks. For a stateful single-page application using Sanctum, follow its CSRF-cookie initialization flow. See Laravel CSRF protection and Laravel Sanctum.

Restrict accepted hostnames and account for proxies
Configure the web server or edge to forward only hostnames your application expects where practical. Laravel’s TrustHosts middleware can enforce accepted hosts when that check belongs in the application. Host-header handling depends on how traffic reaches Laravel, so review proxy and server configuration rather than copying a policy without regard to your deployment. Laravel documents host-related request handling at HTTP requests; middleware configuration is documented in the middleware API reference.
Use a WAF as an outer layer, not a replacement
A web application firewall (WAF) can add an edge layer for an internet-facing admin, but it does not replace application authentication, authorization, correctly keyed throttling, or CSRF defenses. Fortify presents throttling, two-factor authentication, and an external WAF as complementary measures, describing their mixture as a robust defense for legitimate users. That is guidance, not a measured guarantee or a recommendation of a particular vendor. The appropriate edge controls depend on your exposure, architecture, and operating capacity.
Monitor and adjust the controls
Observe authentication failures, lockouts, rate-limit responses, and cases where legitimate work is blocked. Use those signals to adjust keys and thresholds: a limit that is too permissive may not slow concentrated abuse, while one that is too strict can disrupt real administrators or enable account lockout. Laravel’s documentation establishes the available mechanisms, not a universally safe number of requests.
