How to Productionize MCP Agents on AWS Without Scaling Surprises

MCP standardizes agent-to-tool integration, not production security or reliability. Here’s how to plan permissions, scaling, hosting, and operations on AWS.

MCP makes it easier for agent applications to connect to tools, data sources, and workflows; it does not make those connections safe or production-ready by itself. On AWS, the difficult parts are controlling what an agent can do, handling multi-step and unpredictable workloads, measuring tool behavior, and choosing an operating model that fits your traffic and team.

The MCP specification revision published July 28, 2026 removes protocol-level sessions, changing how remote servers can scale horizontally. That does not eliminate application state, make retries safe, or guarantee that your clients and servers are ready to migrate.

What MCP standardizes—and what your team still owns

The Model Context Protocol (MCP) is an open standard for connecting AI applications to external systems such as data sources, tools, and workflows. The protocol defines an integration interface; it does not supply your production security model, workload governance, evaluation process, or reliability engineering. The MCP documentation describes the protocol’s scope, while AWS Prescriptive Guidance treats tool design, hosting, and governance as separate production concerns.

That distinction matters because an MCP tool definition is not an authorization boundary. A schema may describe an operation and a prompt may encourage careful use, but neither limits what an AWS identity is permitted to do. Your controls must enforce the boundary independently.

What breaks first as agent traffic and complexity grow?

Scaling an agent is not just scaling a web endpoint. One user request can trigger multiple model inferences, tool calls, memory retrievals, and inter-agent messages. Each adds latency, cost, and another opportunity for failure, as AWS’s Well-Architected Agentic AI Lens cautions.

Tool choice becomes a quality and regression problem

As the available tool catalog grows, an agent has more opportunities to select an irrelevant or risky operation. AWS recommends measuring tool-selection quality with regression datasets, keeping tools scoped to workflows, and filtering or searching large catalogs rather than exposing everything at once. Duplicate integrations also create maintenance overhead. Treat tool selection and outcomes as behavior to evaluate over time, not as a one-time prompt-writing task.

Concurrency needs explicit limits and shedding

Without per-user and per-tool rate limits, a burst of requests or a loop of repeated calls can overwhelm downstream services even if the MCP endpoint remains reachable. Set limits at the boundaries that consume capacity, and decide which work to shed or defer when dependencies are saturated. Monitor not just incoming requests but also the model and tool steps each request produces.

Retries can repeat side effects

A broken response stream does not prove that a tool operation failed. If a client retries a write, it may execute the action twice unless the operation is idempotent or otherwise protected against duplicates. Define retry behavior alongside each tool’s contract, especially for actions that create, update, send, or delete external resources.

Memory and coordination add their own failure surfaces

Multi-agent handoffs can add coordination delays and make it harder to identify which step caused a bad outcome. Persistent memory introduces integrity, privacy, and cost questions. Decide what state may be retained, who can access it, how it is validated, and how failures degrade; do not treat memory as an incidental feature of the model call.

Design the permission ceiling before granting tool access

Riggs Goodman III, Principal Solution Architect at AWS, put the core rule plainly in an April 14, 2026 AWS Security Blog post: “You must assume an agent can do anything within its granted entitlements, whether OAuth scopes, API keys, or AWS Identity and Access Management (IAM) permissions, and design your controls accordingly.”

In practice, map every agent runtime, MCP server, identity source, and path to a service—including direct API access that bypasses MCP. Then grant the narrowest permissions needed for the work and apply organizational guardrails. A general-purpose shell or direct service access can avoid the MCP server entirely, so MCP-only logs cannot establish that all activity passed through MCP.

Where you control the agent code, AWS describes using AssumeRole with temporary credentials and session policies scoped to an individual tool invocation. The important design question is the maximum impact of the credentials the agent can obtain, not only the operation you expect it to perform.

What the July 28, 2026 stateless MCP change means for scaling

An AWS Architecture Blog post dated September 1, 2026 says the MCP specification revision published July 28 removed the initialize handshake and the Mcp-Session-Id header. Under the revised design, each request carries its protocol version and client context, so any server instance can respond. With the prior session-based design, horizontal scaling could require sticky routing or shared external session state; those mechanisms are no longer needed solely to preserve protocol sessions under the stateless design.

This is a change to protocol-level sessions, not a claim that every part of an agent system is stateless. Application memory, durable workflow progress, authorization context, long-running work, and external side effects still need explicit handling. Stateless requests can simplify routing while leaving those application-level responsibilities intact.

The same AWS post notes that clients may need to re-issue calls after a response stream breaks, and that the revision adds continuation state and standardized error ranges. Check the specification and your client/server implementations together before migrating: a protocol change does not establish that every deployed component is compatible. Test interruption and retry paths, and make side-effecting tools safe against duplicate execution.

Choose an AWS hosting pattern by workload and operating model

AWS deployment guidance names five remote hosting patterns. It does not establish a universal winner or provide comparative benchmark figures in the cited material. Use the choices below to frame an architecture review; validate service capabilities, availability in your target regions, and pricing against current AWS documentation before committing.

Pattern named by AWS Questions to resolve for your workload Comparative performance or cost figures
Amazon Bedrock AgentCore Which runtime and protocol responsibilities does the managed option cover for your design, and what controls or integrations must your team still operate? Not stated in AWS deployment guidance.
AWS Lambda with Amazon API Gateway How do your concurrency, burst, latency, and execution-duration needs fit the design, and what identity and private-networking controls are required? Not stated in AWS deployment guidance.
Amazon ECS How much container-runtime control do you need, and does your team have the operational skills to manage the chosen deployment? Not stated in AWS deployment guidance.
Amazon EKS Do your Kubernetes operating practices and policy requirements justify the control and operational work of this option? Not stated in AWS deployment guidance.
Amazon EC2 What infrastructure control and workload-duration characteristics do you need, and who will own ongoing instance operations? Not stated in AWS deployment guidance.

The operational questions in the table are decision criteria, not claims that one option is inherently faster, cheaper, or more secure. Compare expected concurrency and burst shape, latency targets, workload duration, identity and network requirements, operational ownership, and how usage will be measured. Also account for the skills your team already uses—serverless, containers, Kubernetes, or virtual machines—because the service choice determines what you must run and maintain.

When a gateway helps—and what it cannot guarantee

AWS describes Bedrock AgentCore Gateway as an entry point between MCP clients and servers that can aggregate MCP servers, REST APIs, and Lambda functions. Its described capabilities include centralizing credentials, observability, and secure connectivity, with resource-based policies, service control policies, private connectivity options, centralized application and identity logs, and request/response interceptors.

A gateway can be useful when you want a shared place to connect integrations and apply governance. It is not an automatic fix for broad IAM permissions, unsafe tool behavior, poor retry contracts, or overloaded downstream services. AWS’s product post does not provide a workload-independent cost, latency, or availability comparison, so evaluate those requirements for your own architecture.

A practical production-readiness sequence

  1. Map the paths. Document agent runtimes, MCP clients and servers, identity sources, external services, memory stores, and any direct API or shell access that can bypass MCP.
  2. Set the permission ceiling. Give each runtime and tool only the permissions it needs; use organizational guardrails and, where applicable, temporary assumed-role credentials with invocation-scoped session policies.
  3. Shape the tool surface. Scope tools to workflows, avoid duplicate integrations, and filter or search large catalogs. Keep regression datasets for tool selection and outcomes.
  4. Design for load and failure. Apply per-user and per-tool rate limits, define load shedding, specify retry behavior, and make side-effecting operations idempotent or otherwise duplicate-safe.
  5. Trace behavior end to end. Correlate a request across model inferences, tool calls, memory retrievals, and agent handoffs. Monitor selections, outcomes, errors, latency, and consumption so a failure can be traced to a step.
  6. Choose and validate the hosting pattern. Compare the five AWS options against workload shape, security and networking, operating ownership, team expertise, and cost measurement; test expected failure and traffic conditions.
  7. Check protocol migration compatibility. Confirm the July 28, 2026 specification revision is supported by every relevant client and server, then test routing, interruptions, continuation, and application-level state behavior before rollout.
  8. Define degraded modes and oversight. Decide what the system should do when a model, tool, memory store, or downstream service fails, and include human review where the consequences warrant it.
