Fix keyboard barriers that prevent people from completing essential tasks first. Start with controls users cannot reach or operate, keyboard traps, lost focus, and broken movement into or out of widgets. Next address focus that is invisible or hidden behind page content; then improve predictability and refine the visual treatment. This is a practical triage order based on user impact—not an official W3C severity scale.
Rank fixes by whether they block a task
Begin with complete journeys such as signing in, searching, submitting a form, purchasing, or managing an account. A defect that stops someone from completing one of these tasks without a pointer should outrank a cosmetic improvement. Record the step where keyboard use fails and whether the person can recover without switching input methods.
- Cannot reach or operate a control: A required action is unavailable by keyboard, or the expected keys do not work.
- Keyboard trap: Focus enters an area but cannot leave it using the keyboard.
- Lost or misplaced focus: Focus disappears, jumps somewhere unexpected, or fails to return to a logical place after a dialog closes or an item is removed.
- Broken widget movement: Focus cannot move predictably between a widget and the surrounding page, or through the widget using its expected keys.
- Invisible or obscured focus: A person cannot tell which control is active, or page content entirely covers it.
- Inconsistent or unpredictable behavior: Controls behave differently across similar pages or focus moves in a way that makes the interface hard to follow.
W3C’s ARIA Authoring Practices Guide says all interactive elements must be operable by keyboard and explains common keyboard conventions, focus persistence, and focus management in Developing a Keyboard Interface.
Check keyboard operation and focus management
Can users reach, use, and leave every control?
Use Tab and Shift+Tab to move between controls. For composite widgets, also test the expected arrow-key behavior inside the widget. A control is not usable merely because it receives focus: check that its action can be completed and that users can move on afterward.

Does focus remain in a useful place?
Open and close dialogs, menus, and other interactive areas; submit forms; and remove items. After each change, verify that focus remains visible and lands somewhere logical. The W3C guide warns that removing the active item without managing focus can leave focus effectively on the document body, giving keyboard users no clear next step.
Repair focus visibility before visual refinements
Keyboard users need to identify the active control throughout interaction. WCAG 2.2 Success Criterion 2.4.7, Focus Visible (AA), requires a mode of operation in which keyboard focus is visible. W3C notes that browser behavior can vary, so authors must provide at least one visible-focus mode. See Understanding SC 2.4.7: Focus Visible.

After a visible indicator is in place, check whether sticky headers, footers, banners, or overlays cover the focused control. WCAG 2.2 SC 2.4.11, Focus Not Obscured (Minimum) (AA), requires that a focused component not be entirely hidden by author-created content. The criterion allows partial obscuration, but reducing both its extent and frequency is better for users. W3C discusses approaches such as scroll padding and appropriate modal or notification behavior in Understanding SC 2.4.11.
Keep WCAG 2.2 conformance levels distinct
Do not treat every focus improvement as the same conformance requirement. WCAG 2.2 was published as a W3C Recommendation on 5 October 2023. Its focus-related criteria distinguish the minimum AA requirements from stronger AAA refinements:

For SC 2.4.13, the indicator area must be at least as large as the area of a 2 CSS-pixel-thick perimeter, and the same pixels must have at least a 3:1 contrast ratio between focused and unfocused states, subject to the criterion’s exceptions. These are AAA benchmarks, not AA requirements. See W3C’s What’s New in WCAG 2.2 for the criteria added in that version.

Build a transparent, practical backlog
For each issue, capture enough evidence for someone else to reproduce and assess its impact:
- The affected user task and the exact step that fails.
- The control, shared component, and page templates involved.
- The input method and keys used to reproduce the issue.
- Expected versus actual operation and focus behavior.
- Whether focus is visible and whether the task can be completed or recovered without a pointer.
- How many pages or components appear to share the defect.
Use task importance, severity of the barrier, scope, recurrence, recovery options, and implementation effort as planning factors. A shared fix that removes several barriers may be a strong candidate, but an easy cosmetic change should not leap ahead of a task-blocking defect just because it is quicker. W3C does not prescribe a numeric keyboard-fix score or universal severity formula, so explain the evidence behind each ranking rather than presenting a team score as a standard.

Test complete journeys, not isolated controls
Walk through representative tasks using only a keyboard. Check Tab and Shift+Tab between controls and the appropriate arrow keys within composite widgets. Include menus, dialogs, form submission, item removal, sticky banners, and overlays. At each step, note whether the action works, where focus goes, whether it remains visible, and whether any page element hides it. W3C’s Visible Keyboard Focus – Easy Checks recommends checking that interactive elements have obvious visual styling.
