Prevent over-permissioning by giving each agent a distinct identity and accountable human sponsor, granting only the resource and action access its task requires, and checking the agent’s combined permissions across tools and downstream services. Microsoft Entra Agent ID provides identity and governance controls, but your organization remains responsible for defining access, authorizing actions, and verifying that revocation works.
Start with the agent’s effective access—not just its Entra roles
An agent’s real authority is the combined result of its identity permissions, tool and connector access, delegated-user flows, and permissions in downstream systems. A set of grants that looks narrow in isolation can enable broad end-to-end actions when combined. Inventory the complete workflow before deciding what is least privilege, including cross-tenant relationships and guest integrations. Microsoft’s least-privilege guidance for AI agents identifies permission creep, over-broad tools, identity ambiguity, weak audit trails, and slow revocation as risks.

- List production and planned agents, their identities, owners, environments, tools, plugins, connectors, data sources, APIs, and delegated-user paths.
- Identify broad roles, standing credentials, layered or duplicate grants, unreviewed integrations, and pilot access that should have been removed.
- Map what each workflow can read, change, send, approve, or trigger in every connected service.
This end-to-end view matters because prompt injection, a workflow defect, or a compromised identity can turn permissions already available to an agent into actions beyond its intended task.
Give each agent a clear identity and accountable owner
Separate identities where access boundaries differ
Use a dedicated identity for each agent—or deployment unit—when its permissions, environment, or risk boundary differs. Avoid shared credentials that make it difficult to attribute activity or revoke access for one agent without affecting others. Microsoft describes Agent ID identities as Entra accounts and sponsors as human users accountable for lifecycle and access decisions; the exact identity objects and provisioning path vary by platform and integration. See Microsoft’s Agent ID governance overview.

Record purpose and sponsorship
For each identity, document its owner and human sponsor, purpose, task boundaries, approved data, tools and integrations, and operating environment. Register agents centrally through the Agent ID framework where the platform supports it. Microsoft recommends doing this for agents built in Copilot Studio, Azure, and external platforms, using consistent naming and inventory practices. Keep credentials within the deployment lifecycle rather than placing shared secrets in prompts or tool configuration; consult Microsoft’s Agent ID best practices.
Translate each task into narrow grants
For every workflow, specify the minimum operations and data it needs, then map them to narrowly scoped roles, API permissions, resource scopes, sites, and tool actions. Avoid broad grants made for convenience. When tools, data, workflows, or environments change, reassess the access rather than carrying forward the old permissions by default.
Microsoft’s Agent ID governance documentation says newly created agent identities have limited permissions and can receive additional resource access through access packages. The documented resource types include security group membership, application OAuth API permissions—including Microsoft Graph application permissions—and Entra roles. These are available governance mechanisms, not a reason to grant every agent those permissions.

Control who can invoke an agent separately from what it can do
Caller access and downstream authority are different controls. Explicitly assigning who may invoke an agent does not limit what the agent can access after it starts; the connected services still need appropriate scopes and authorization checks.
For sensitive agent identity blueprints, Microsoft’s guidance on controlling user access to agents describes using app roles and setting appRoleAssignmentRequired to true so only assigned principals can call the agent. Its example separates roles such as AgentInvoker and AgentAdmin, rather than giving callers configuration authority. Verify the blueprint’s app-role assignments and the token’s roles claim. The setup has role and Microsoft Graph permission prerequisites; confirm current requirements and consent in your tenant before applying sample API commands.
Make high-impact actions exceptional
Allowlist the tools and actions an agent may use. For irreversible or high-impact operations, place approval or time-bound elevation at the action boundary where the architecture supports it; checking a user only when an agent session begins may not be sufficient for a later sensitive action. Microsoft identifies Privileged Identity Management as one option for approval-based or time-limited elevation.
Microsoft’s AI agent shared responsibility model describes excessive agency as giving an agent more tools, permissions, or autonomy than its task requires. It recommends least functionality and least privilege for each tool, scoped instructions, on-behalf-of tokens, and per-action authorization. The model also places continuing responsibility for data, identity and least privilege, action authorization, human oversight, and acceptable-use governance on the customer; the exact division of responsibility can vary by service model and configuration.

Use approval, expiry, and review to prevent permission creep
For recurring access patterns, consider access packages instead of permanent direct assignments. Microsoft documents three ways to obtain package access: the agent can request it, a sponsor can request it on the agent’s behalf, or an administrator can assign it. Assignments can expire; an extension may require approval, and access provided by the package ends at expiry if it is not extended. Confirm that the resource and access pattern you need are supported before relying on a package.
Microsoft’s best-practice guidance suggests sponsor access reviews every 6–12 months to attest that an agent remains necessary and properly configured, plus a quarterly process to identify agents with missing sponsors, stale metadata, or no recent activity. These are Microsoft’s recommended operational intervals, not universal legal requirements. Apply a review cadence suited to the agent’s risk and your organization’s obligations.

Watch for unexpected identity use and changes
Review sign-in logs for token acquisitions, requested resources, credential types, outcomes, unusual spikes in token requests, unexpected APIs, and unfamiliar IP ranges. Review audit logs for blueprint changes, new credentials, permission grants, and role assignments outside the expected deployment pipeline. Include agent identities in incident reviews. Microsoft’s best-practice guidance covers these monitoring practices.

Exercise the containment path before production
Test what happens when an agent must be stopped. Disable its identity, rotate or remove credentials, invalidate tokens where applicable, remove stale grants, and check that downstream systems revalidate authorization. Record the identity, effective scope, action, resource, correlation ID, and initiating user where relevant. Microsoft warns that containment can fail when tokens persist or downstream systems do not re-check access; its least-privilege guidance discusses these revocation risks.

Know what Entra guardrails do—and do not—decide
Microsoft says many high-privilege directory roles and permissions cannot be assigned or consented to for agent identities, with Global Administrator and Privileged Role Administrator among the examples. The allowed list can change, so check the live Agent ID authorization documentation during implementation. These restrictions are a guardrail, not a complete least-privilege design: teams must still scope access across APIs, tools, resources, and downstream authorization checks.
Microsoft also describes Conditional Access and governance controls applied at the blueprint level, so identities created from a blueprint inherit the controls, as well as class-level disablement in its Entra security overview for AI. Verify behavior and availability for the specific platform and tenant configuration.
For licensing, Microsoft’s current governance overview lists Microsoft 365 E7 (including Agent 365 and Entra Suite), or Microsoft Agent 365 paired with at least Entra P1 or Microsoft 365 E3, for Entra ID Governance for agent identities. Feature entitlements and licensing terms can change; validate them for your tenant before planning deployment.

Deployment review: evidence to keep
- A current inventory linking each agent identity to its purpose, environment, sponsor, data, tools, and downstream services.
- A task-to-permission map that accounts for combined access, not only individual role assignments.
- Explicit assignments for invocation and administration, with evidence that they remain separate where required.
- Approval, expiry, and review records for elevated or temporary access.
- Logs and test results showing that actions are attributable and that disabling the identity and removing access contain the agent across connected services.
