Add independent rate limits, risk-based challenges, and monitoring to make automated attacks harder to carry out and easier to detect. Bot controls reduce abuse; they do not replace the extra authentication factor.
What credential stuffing is—and how it differs from other password attacks
Credential stuffing is the automated testing of username-and-password pairs stolen from one service against accounts on another. It works when someone has reused a password. The attacker is not guessing every possible password; they are checking whether known credentials still work elsewhere. OWASP’s credential-stuffing guidance and CISA’s identity and access management guidance describe this use of credentials exposed in another compromise.

| Attack | What the attacker tries |
|---|---|
| Brute force | Many candidate passwords against one account. |
| Credential stuffing | Username-and-password pairs obtained from another service. |
| Password spraying | A small set of common or weak passwords across many accounts. |
These attacks can look different in authentication logs, so defenses should not rely on a single pattern, such as repeated failures against one account.
Which works better: MFA or bot protection?
MFA directly addresses the reused-password problem: even if the password works, the attacker also needs to pass another authentication check. OWASP calls MFA “by far the best defense against the majority of password-related attacks, including credential stuffing and password spraying.” OWASP also reports Microsoft’s analysis that MFA could prevent 99.9% of account compromises; the OWASP page does not specify the underlying analysis year, and this figure is not a guarantee for every service or credential-stuffing incident.

Bot protection instead identifies or impedes suspicious automated traffic. It can raise the cost of an attack and help spot it, but signals can be evaded and automation can be distributed. Treat it as a complement to MFA, not a substitute.
| Control | What it does | Key limitation or trade-off |
|---|---|---|
| MFA | Requires an additional authentication check, so a reused password alone is insufficient. | Requires users and the service to support another factor; use risk-based step-up where repeated prompts would be disruptive. |
| Rate limiting | Restricts attempts associated with an account or network source. | Distributed traffic can evade source-only limits, while simplistic account lockouts can be abused. |
| CAPTCHA or a challenge | Adds friction to attempts that appear suspicious. | Can be solved at scale and may create accessibility or usability barriers. |
| Fingerprinting or JavaScript checks | Adds client-side signals that can help distinguish suspicious activity. | Client-provided signals can be spoofed; requiring JavaScript can exclude some users. |
| Monitoring and alerts | Helps identify attack patterns and meaningful account-security events. | Requires useful telemetry and care to avoid noisy, unhelpful notifications. |
The comparison reflects the roles and limitations described in OWASP’s credential-stuffing guidance and its bot-management guidance.
How to build a layered defense
1. Require MFA where it matters most
Prioritize MFA for administrators, accounts with access to sensitive information, and high-impact actions. Where practical, make it broadly available or required. Risk-based step-up authentication can ask for an additional check when context is suspicious—for example, a new device, unusual location, denylisted IP, or scripted-looking login pattern—rather than prompting every user on every sign-in.

- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
OWASP notes support for FIDO2 passkeys and other modern MFA methods in current browsers and mobile devices. Compatibility still depends on the user’s device and the service; check both before selecting an authentication method. A FIDO2 security key can be one physical way to authenticate, but purchasing a key does not itself add protection unless the account or service supports and uses it.
2. Rate-limit by account and source independently
Apply tighter controls to sign-in endpoints than to public pages, and assess each authentication endpoint separately. OWASP’s bot guidance recommends independent limits by username and by IP address, or IP plus autonomous system number (ASN). The account-based limit helps constrain attempts against one username even when sources change; the source-based limit helps detect an address or network sweeping across accounts. A limit keyed only to a username-and-IP pair can miss both patterns.
Consider token-bucket or sliding-window limits rather than a fixed window, which can allow bursts at window boundaries. A generic 429 Too Many Requests response can signal throttling without revealing detailed diagnostics that help attackers tune their attempts. The sources do not establish a universal numeric threshold: set and adjust limits based on your service’s traffic and observed abuse, not an invented one-size-fits-all number.

3. Use IP and behavior signals proportionately
Do not depend on permanent IP blocking as the main defense. Assess short bursts and longer patterns, hosting versus residential networks, geography, proxy intelligence, and activity spread across multiple addresses. Correlate IP intelligence with account authentication history. A suspicious source can trigger a CAPTCHA or MFA step-up instead of an automatic permanent block, reducing the chance that a coarse signal shuts out legitimate users.
4. Challenge selectively, and preserve accessible paths
CAPTCHA, multi-step sign-in, JavaScript execution checks, device fingerprinting, and IP intelligence can be layered onto suspicious attempts. CAPTCHA is not a complete barrier: tools and services can solve it, so monitor solve rates as well as challenge volume. Fingerprints and other client-side attributes can be spoofed.
Requiring JavaScript or a challenge on every sign-in may add friction for legitimate users. In particular, blocking users who have JavaScript disabled can harm accessibility and may raise legal concerns in some jurisdictions. Assess the relevant jurisdiction and provide an accessible route through authentication.

5. Avoid account lockout as a blunt weapon
A small fixed number of failed attempts followed by a hard account lock can let an attacker deliberately deny service to users, or can be sidestepped by spreading attempts across accounts and sources. Prefer layered throttling and risk-based challenges. Any lockout behavior should be designed with abuse recovery and legitimate users in mind.
6. Consider additional friction and password checks
OWASP describes options such as sequential username/password submission, a session CSRF token, JavaScript checks, and attack-cost measures such as proof-of-work or deliberate delay. These can increase attacker effort, but test them for usability, accessibility, and account-enumeration risk before deployment. OWASP also recommends checking proposed passwords against breached-password datasets and mentions the Pwned Passwords service/API as an option.
Usernames that are not reused email addresses may make stolen credential lists less directly useful. Generated usernames, however, can be harder for people to remember and should not be predictable.

How to monitor attacks without harming legitimate users
Track both detected and mitigated attack volume, broken down by useful dimensions such as IP and endpoint. Review whether a control is reducing abusive attempts as well as whether it is adding friction to ordinary sign-ins. For challenges, examine solve rates to help distinguish useful friction from challenges that attackers can routinely pass.
Protect against account enumeration: responses to sign-in attempts should not disclose whether a username exists or provide attackers with detailed clues. Coordinate changes across teams that own authentication, infrastructure, and incident response so that an effective control in one place is not undermined elsewhere.
Notify users selectively about meaningful security events rather than every failed password attempt. OWASP gives the example of a correct password followed by failed MFA as an event that may justify notifying the user and recommending a password change; an ordinary incorrect-password attempt often does not. Where available, give users a way to review recent sign-ins and active sessions.
