For a fixed set of organization-provided links, use Managed bookmarks as a separate control: users cannot change the contents of that folder, though they can hide it.
Choose the control that matches what you need
| Option | What it controls | Who it applies to | Limitations |
|---|---|---|---|
| Bookmark editing policy | Whether users can add, edit, or remove items from Chrome’s bookmarks bar. | An administrator managing users or enrolled Chrome browsers. | Check the current Admin console or policy template for the restrictive choice. Support for an unmanaged personal profile is not established. |
| Managed bookmarks | The contents of an administrator-provided bookmarks folder. | Chrome environments managed by an administrator. | Users can hide the folder. Google documents a 500 KB maximum size. |
| Windows registry policy | Chrome policies represented by Windows registry settings. | An administrator configuring a Windows installation. | Do not assume a registry value for Bookmark editing; verify the installed Chrome policy template. Registry changes can damage computers, and Group Policy takes precedence when both configure the same setting differently. |
Understand which Chrome users the policy can cover
Google documents Chrome policies for managed Google Accounts and for enrolled browsers. A user policy follows a managed account; an enrolled-browser policy applies when Chrome runs on that enrolled computer and does not require the person to sign in. Google’s managed-user guidance says those policies do not apply when someone signs in to an account outside the organization, such as a personal Gmail account. See Google’s overview of Chrome browser management.

The documented controls are for managed environments. Google’s documentation does not establish a supported procedure to disable bookmark editing in an ordinary, unmanaged personal Chrome profile.
Configure Bookmark editing for managed Chrome
Google describes the Bookmark editing policy as controlling whether users can add, edit, or remove items from the Chrome bookmarks bar, and lists it as available for Chrome browser on Windows, Mac, and Linux, along with other platforms. The exact restrictive UI value is not specified in the policy description, so select the option shown in the current Admin console or policy template rather than relying on an assumed label or registry value. See Google’s Bookmark editing policy entry.

For managed users or enrolled browsers in the Admin console
- Choose the policy scope. Decide whether it should follow managed users across devices or apply to Chrome browsers enrolled on Windows computers. The two management routes have different scope.
- Open Chrome settings in the Google Admin console. Select the organizational unit or configuration group that should receive the policy. Google’s Admin console settings guide explains how to manage and target Chrome settings.
- Find Bookmark editing. Look under User Experience, then select the restrictive choice currently offered for the policy.
- Allow time for the setting to apply. Google says Admin console settings typically take effect in minutes but can take up to 24 hours to reach everyone.
For Windows computers managed with Group Policy
- Install Google’s Chrome policy templates for Windows, following the Chrome policy deployment guide.
- In the policy editor, locate Bookmark editing under User Experience and configure the restrictive choice shown by the installed template.
- Confirm the policy is applied to the intended managed computers and users. The template for the target Chrome version is the appropriate place to verify its current option and configuration.
Use Managed bookmarks for a fixed set of links
Managed bookmarks address a different need from blocking bookmark-bar edits: they give users an administrator-supplied folder whose contents they cannot modify. Users can still hide that folder from the bookmark bar. Google documents a maximum size of 500 KB, which it says typically accommodates about 2,000–5,000 URLs depending on their length; that is an approximate capacity, not a guaranteed count.
In the Admin console, configure Managed bookmarks for the intended organizational unit or group. Follow Google’s Managed bookmarks instructions for the current setup workflow. Use Bookmark editing as well if your goal is to prevent changes to users’ own bookmark-bar entries; a managed folder by itself protects only its contents.

Should you use the Windows registry?
Registry policy is an administrator-level configuration route, not a shortcut for personal Chrome profiles. Google warns that modifying the Windows registry can damage computers and says Group Policy takes precedence if the two methods configure the same setting differently. Its registry guidance provides examples for other policies, but does not establish a Bookmark editing registry key or value. See Google’s Windows registry policy guide. Use the current Chrome policy template to verify the supported setting rather than guessing a registry path.

What users should expect
- When the Bookmark editing policy is applied, its stated scope is adding, editing, or removing items from the Chrome bookmarks bar.
- A Managed bookmarks folder keeps its contents administrator-controlled, but users may hide the folder.
- Policies do not automatically cover personal accounts outside an organization’s managed-user scope; browser policies require Chrome enrollment on the computer.
